APRIL 20, 2009

Minutes of a Regular Council Meeting held on Monday, April 20, 2009 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Deputy Mayor Bob Maloney, Councillors Arnelien, DeRyk, Goulden, Pearen and Wilson.

Absent: Mayor Chris Wyatt.

Staff Members Present: David Putz, Bonnie Schenher, Lonnie Kaal, Roger Hunter, Darcy McLeod, Michael Eger, Maureen Berard, Kelly Kaban, Fran Brimacombe, Harry Kerr, Dean Clark and Tricia Strutynski. Recording: Gloria Signarowski.

A quorum being present Deputy Mayor Bob Maloney in the Chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Pearen advised that the Regina Symphony Orchestra will be visiting Yorkton on Thursday, April 23, 2009. This is a series of three concerts sponsored by the Province of Saskatchewan to be held in Swift Current, Estevan, and Yorkton. It is the Centennial celebration entitled “Music on the Road”. The show is at 7:30 p.m. at the Anne Portnuff Theatre.
Councillor Arnelien congratulated the Yorkton Lions Club and the Yorkton Exhibition on a very successful Spring Expo on the weekend. It was a sold out show and attracted thousands of people to our Gallagher Centre. It was a great event.

Councillor Wilson congratulated the Yorkton Exhibition on the 17th Annual 4-H Spring Heifer Show & Sale, out of 265 clubs in Saskatchewan, Yorkton saw 29 of those clubs of youth coming into our community, along with parents and volunteer leaders. There were about 120 participants in the show, he congratulated them and all the volunteers that help make our community a great place.

Councillor Goulden advised we had a very busy week in Yorkton and last Tuesday there were two different kinds of events going on. One was the Harlem Globetrotters which was around 200 short of a sell out at the Gallagher Centre. At the same time, at the Anne Portnuff Theatre, we had “Lunch at Allan’s” sponsored by the Yorkton Arts Council with Murray McLaughlin, Mark Jordan, Ian Thomas and Cindy Church entertaining. Hats off to those organizations!

Councillor DeRyk advised that most of Council attended a luncheon honouring Tom Seeley on his retirement from SIGN. Sign staff, Members of the Community, Colleagues and co-workers and people that he associated with over the years, were there to wish him well on his retirement. The City has dealt with Tom on a number of issues here at Council and everyone would agree that the point of view that he brings is always well reasoned, tempered, and speaks to the social needs of the community. He appreciated what he has brought to this community and to the City. We wish him well!

Deputy Mayor Maloney advised also that Tom will continue to volunteer in Yorkton in his retirement. We certainly welcome that news. The Province of Saskatchewan was here for a press conference this morning. Minister Darrell Hickie along with our MLA Greg Ottenbreit announced funding for Saskatchewan with two RCMP officers coming to the City of Yorkton with 120 officers coming across the Province. This will add to our RCMP complement in the City of Yorkton and Council has decided to move ahead to fund two positions. With these two positions there will be a complement of four additional RCMP officers in the City. Good news for the City of Yorkton.

HEARING OF PETITIONS, PUBLIC NOTICES AND PRESENTATIONS

Parkland College, Parkland Safe Workplaces – Proclamation – North American Occupational Health and Safety (NAOSH) Week – May 3 to 9, 2009

A letter dated April 2, 2009 from Mr. Darrell Landels of the Parkland College regarding a proclamation for NAOSH week was circulated for the consideration of Council.
Mr. Landels was present in Council Chambers to speak to their request.

That Council authorize Deputy Mayor Bob Maloney to proclaim that the week of May 3rd to 9th, 2009 as NAOSH week in Yorkton and that the flag be raised on Monday, May 4, 2009 at 10:00 a.m. at City Hall Park.

Parkland College – Economic Impact Study

A letter dated March 20, 2009 along with a package of information from the Parkland College was circulated for the consideration of Council.
Dr. Fay Myers, President of the Parkland College was present to speak to the Economic Impact Study that was conducted for Parkland College by Economic Modeling Specialists Inc.
Dr. Myers also recognized her co-workers Darrel Landels, President Parkland Safe Workplaces, and Wendy Wilson, Training Consultant who were also present in Council Chambers for this meeting.
Dr. Myers highlighted some of the information that was circulated. Parkland College commissioned this study in the fall and winter of this past year and it is based on student data and financial data from the program year 2007-2008. The company that did the study has completed 800 of these studies across Canada, United States and the United Kingdom. The study talks about how the Parkland College contributes to the economic base and development throughout the Parkland Region. She reviewed the overview sheet which had been circulated in the package for Council.

Active Transportation Collaborative – Cycling Network Plan

A report on the cycling network for the City of Yorkton from Active Transportation Collaborative Committee, Yorkton in Motion Members dated April 9, 2009 was circulated for the consideration of Council.
Ms. Sheila Hryniuk, Ms. Louise Belanger and Ms. Monique Kealey were present in Council Chambers and gave a power point presentation regarding the Cycling Network Plan for the City of Yorkton.

The motion was withdrawn with the consent of the seconder and the majority of Council.

Deer Park Men’s Open

A report dated April 8, 2009 from the Director of Leisure Services regarding the Deer Park Men’s Open was circulated for the consideration of Council.

That the request to waive green fees for the Deer Park Men’s Open be approved. Further, the tournament organizers shall provide notification of the intended project to Council by the end of June, 2009 and all funds generated by the tournament shall be directed to the project selected until such time as the project is fully completed, at which time the new policy will be effective. Further, that Council’s support of this tournament in no way commits Council to funding the project.

Councillor DeRyk suggested that we need to have a policy in place for future years, an agreement should be in place. A Memorandum of Understanding between the City and the group. Councillor Pearen thought it was part of the business plan.

A report dated April 6, 2009 from the Manager of Engineering regarding the tender for Riverside Meadows Subdivision Development Phase II, along with pertinent background information was circulated for the consideration of Council.

A report dated April 14, 2009 from the Manager of Building Services regarding a Building Permit Application for relocation of a single family unit into the City of Yorkton was circulated for the consideration of Council.

A report dated April 8, 2009 from the Director of Human Resources regarding Hours of Operation for City facilities was circulated for the consideration of Council.
