MAY 11, 2009

Minutes of a Regular Meeting of Council held on Monday, May 11, 2009 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Chris Wyatt, Councillors Arnelien, DeRyk, Goulden, Maloney, Pearen and Wilson.

Staff Members Present: David Putz, Bonnie Schenher, Lonnie Kaal, Roger Hunter, Michael Buchholzer, Michael Eger, Tricia Strutynski, Kim Durdin and Darcy McLeod. Recording: Gloria Signarowski.

A quorum being present Mayor Chris Wyatt in the Chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Pearen advised two weeks ago he had the honor of being the Review Officer for the Annual Inspection of Navy Cadets. The program started off with a marching display and inspection and many awards. Special thanks to the leaders for their work with these young people preparing our future citizens. Congratulations to all the parents for their support of the program. It is an excellent program, one of many useful programs in the City and I encourage all youths to join this for the fall. It gives an opportunity for travel and all kinds of things. All the best to the Navy Cadets and their Leaders.

Councillor Goulden advised that on the weekend we had some hardworking groups out in our City doing some clean up along our highways on Queen Street and Highway No. 9. Many times you hear people say that they admire our city for the cleanliness. Thank you to the groups who are working hard. It was Prairie Harvest, Dance Innovations and the Orcadia Youth. Young people from around our city really working hard. On Saturday night she attended the 2009 Yorkton Sports Hall of Fame Inductee Celebration and thanked the Committee for the hard work they do and recognize and honor people in our community who have made it such a great place to live. To the recipients and the inductees, to Basketball builder, Tony Hayden and Marshal Arts Master, Wayne Mitchell and to Snowmobile supporter, Barry Bradshaw and the 1993 Yorkton Midget Expos Baseball team, thank you very much for all you have done for our City. It was a great night.

Child Find Saskatchewan Inc. – Proclamation – Missing Children’s Month – May 2009

A letter dated April 17, 2009 from Child Find Saskatchewan Inc. regarding a proclamation was circulated for the consideration of Council.
The City Clerk advised that Ms. Kylie Bielka a Child Find Green Ribbon of Hope Volunteer called today to advise she was unable to attend the Council Meeting tonight to speak to the “Green Ribbon of Hope Campaign on May 25th, 2009” and also asking for a proclamation for the month of May 2009.

A memorandum dated May 7, 2009 from Mayor Chris Wyatt regarding a re-appointment to the Community Futures Ventures Board was circulated for the consideration of Council.

CORRESPONDENCE

Assiniboine Watershed Stewardship Association (AWSA) – Office Space

A letter dated May 7, 2009 from Mr. Aron Hershmiller, Manager of the Assiniboine Watershed Stewardship Association was circulated for the information of Council. The letter advised that the Assiniboine Watershed Stewardship Association is relocating their office to 29 Second Avenue North effective May 8, 2009. The Board of Directors and Staff of the AWSA thanked the City of Yorkton for their support in providing office space for the previous two years and for the support of the Mayor, Council and City Staff. The AWSA will work closely with the City of Yorkton to continue the implementation of the Yorkton Area Aquifers Source Water Protection Plan and the Assiniboine River Watershed Source Water Protection Plan.

City Manager – Request for Support of Yorkton Airport Authority Building Canada Fund Grant Application

A report dated May 6, 2009 from the City Manager regarding a request for support of Yorkton Airport Authority Building Canada Fund Grant Application was circulated for the consideration of Council.

That the “Yorkton Airport Airfield Pavement Rehabilitation of Runway 03-21” project be authorized to proceed for approximately $3,200,000.00 (3.2 million dollars) and to apply for funding through the Canada-Saskatchewan Building Canada Fund – Community Component (BCF-CC) program which indicates agreement with the terms and conditions of this program; that an open tendering process will be conducted, that the City will manage the construction of the project, fund the municipal share (1/3) of the construction costs, and follow any mitigating measures as required by the Canadian Environmental Assessment Act and the Environmental Assessment Act (Saskatchewan).
