JUNE 8, 2009

Minutes of a Regular Meeting of Council held on Monday, June 08, 2009 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Chris Wyatt, Councillors Arnelien, DeRyk, Maloney, Pearen, and Wilson.

Absent: Councillor Randy Goulden.

Staff Members Present: Darcy McLeod, Bonnie Schenher, Lonnie Kaal, Roger Hunter, Kim Durdin, Dean Clark and Trevor Morrissey. Recording: Gloria Signarowski.

A quorum being present Mayor Chris Wyatt in the Chair called the Meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Larry Pearen advised that on Saturday, June 6, 2009 the Royal Canadian Legion held a service to commemorate the 65th Anniversary of “D-Day”. There are 5 remaining members who were present. We are very proud of the Veterans and what they do for the community. Congratulations on another fine event. He also invited the residents, City Council and the Mayor to the Parkland College Graduation this Friday, June 12, 2009. There are 360 students graduating in the areas of SIAST programs and Institute and Adult Basic Education, as well as University Graduates. This is the first graduating class of the Masters of Adult Education. Mr. Mike Penay an Elder from Regina will be speaking. This event will be Friday, June 12th at 2:00 p.m. at St. Mary’s Cultural Centre.

HEARING OF PETITIONS, PUBLIC NOTICES AND PRESENTATIONS

Yorkton Alliance of Asset Champions – Positive Ticketing Program

A letter dated May 27, 2009 from the Co-Chair of the Yorkton Alliance of Asset Champions asking the City of Yorkton to be a potential financial sponsor was circulated for the consideration of Council.
Mr. Andrew Sedley was present in Council Chambers and spoke to their request.

Bylaw No. 17/2009 – Set 2009 Mill Rate and Provide for a Business Improvement District Levy

That Bylaw No. 17/2009, a bylaw of the City of Yorkton fixing the Mill Rate for the year 2009 and providing for a Business Improvement District Levy be introduced and read a first time this 8th day of June A.D. 2009.

With the approval of the seconder, Councillor Arnelien made an amendment to introduction of first reading of Bylaw No. 17/2009 revising the YBID levy be calculated at 0.60 mills instead of 0.70 mills.

Canadian Heritage Grant

A report dated June 8, 2009 from the Director of Leisure Services regarding an application package from Canadian Heritage to apply for funding for the Olympic Torch Relay Celebration on January 9, 2010 was circulated for the consideration of Council.

That we accept Recommendation No. C00052-2009 as contained in the Committee of the Whole Council Meeting Minutes of June 8, 2009 that the price of the property remain at the current rate of $70,000 per acre for serviced MI-Light Industrial land. Further that we advise Mr. Charles Shindle that due to the fact that 69 Victoria Avenue already has a fence erected on the property at the time of sale and that the estimated cost of the fence is around $9,400 and that because we have waived the two (2) Development permit fees, that he has already been compensated for the price reduction requested.
