JULY 13, 2009

Minutes of a Regular Meeting of Council held on Monday, July 13, 2009 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Chris Wyatt, Councillors DeRyk, Goulden, Maloney, Pearen and Wilson.

Absent: Councillor Les Arnelien.

Staff Members Present: David Putz, Bonnie Schenher, Lonnie Kaal, Dean Clark, Trent Mandzuk, Fran Brimacombe, Kim Durdin, Michael Eger, Kelly Kaban, John Whittaker, and Trevor Morrissey. Recording: Gloria Signarowski.

A quorum being present Mayor Chris Wyatt in the Chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Goulden recognized the hard work done by the Yorkton Exhibition Association as last week was the Annual Exhibition and Fair. It was a great success, from all the entertainment value to all the agricultural events that were happening. She thanked Councillor Pearen for the hard work in putting the City of Yorkton float together, and to Public Works for supplying their truck which was immaculate. To the Exhibition Association, the very many Volunteers and staff, thanks for a great Exhibition Week in Yorkton.

ADMINISTRATIVE REPORTS

Manager of Engineering – 2009 Concrete Curb, Gutter and Sidewalk Program

A report dated July 6, 2009 from the Manager of Engineering regarding the 2009 Concrete Curb, Gutter and Sidewalk Program was circulated for the consideration of Council.
The Manager of Engineering was present in Council Chambers and spoke to his report.

That Administration be authorized to proceed with awarding the contract for the 2009 Concrete Curb, Gutter and Sidewalk Program to the low bid received from Wappel Construction Limited in the amount of $612,150.00 including G.S.T.

Director of Public Works – Alternative Funding for Bradbrooke Drive Reconstruction

A report dated July 6, 2009 from the Director of Public Works regarding alternative funding for Bradbrooke Drive reconstruction was circulated for the consideration of Council.
The Director of Public Works was present in Council Chambers and spoke to his report.

That $380,000 be allocated from the surplus to fund the Bradbrooke Reconstruction and that we restore the Operational Resurfacing program for the current year.
Councillor Wilson opposed.

The Chair was passed to Deputy Mayor Pearen at 5:39 p.m. and it reverted back at 5:40 p.m.

Parks and Arena Manager – Jubilee Park Seating

A report dated July 7, 2009 from the Parks and Arena Manager regarding Jubilee Park Seating was circulated for the consideration of Council. The Parks and Arena Manager was unable to attend the meeting. The City Manager spoke to this report.

That, by working with City Administration, the Yorkton Cardinals Baseball Club be authorized to investigate the possibilities of selling naming rights and other sponsorships at Jubilee Ball Park in order to generate revenue for the purchase of appropriate seating for Jubilee Ball Park. Further, that Administration continue searching for appropriate granting sources to assist in funding the seating and that any decision on City funding related to the seating be deferred to 2010 budget deliberations unless other sources of funding are found.

Director of Finance – Downtown Parking Lots

A report dated July 8, 2009 from the Director of Finance along with a letter dated June 19, 2009 from the Yorkton Chamber of Commerce as well as a map showing the parking lots in Yorkton were circulated for the consideration of Council. The Director of Finance was present in Council Chambers to speak to this report.

That the Betts Avenue parking lot be changed to a meter and permit parking lot and that Administration be authorized to bring back a Bylaw amending Traffic Bylaw No. 10/2000.
Councillors DeRyk and Goulden opposed.
Carried.***


A discussion was held as to how much net revenue is generated from parking in the downtown core. Direction was given to bring back this information to the next Council Meeting when the Bylaw will be considered for adoption.

Fire Chief – Lease of 31 Foster Street

A report dated July 8, 2009 from the Fire Chief regarding the lease of 31 Foster Street to store apparatus was circulated for the consideration of Council. The Fire Chief was present to speak to this report.

That the City enter into a six month lease with Ottenbreit Sanitation Services Ltd., starting August 1st, 2009 until January 31st, 2010 and month to month thereafter if required, for the cost of $1,750.00 per month plus utilities, for the storage of fire apparatus.

Councillor DeRyk raised a Point of Order on the item regarding the previous motion on the Betts Avenue parking lot, asking if Councillor Pearen voted in favour of the motion. Councillor Pearen advised he did vote in favour.

That we accept Recommendation No. C00062-2009 as contained in the Committee of the Whole Council Meeting Minutes of July 13, 2009 that the purchase of a portion of the NW 09-26-04-2 Ext 0 (approximately 150.97 acres) from Mrs. Louise Joyce, Mr. Colin Joyce and Mr. Steven Scherschel for $724,850.00 be approved.

Director of Human Resources – Out-of-Scope – Cost of Living Increases – 2009, 2010 and 2011 [27.10(e)(ii)(iii)(iv)&(f)(iv)]
