AUGUST 24, 2009

Minutes of a Regular Council Meeting held on Monday, August 24, 2009 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Chris Wyatt, Councillors Arnelien, DeRyk, Goulden, Maloney, Pearen and Wilson.

Staff Members Present: David Putz, Bonnie Schenher, Lonnie Kaal, Roger Hunter, Michael Eger, Tricia Strutynski and Dennis Karakochuk. Recording: Gloria Signarowski.

A quorum being present, Mayor Chris Wyatt in the Chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Pearen advised that on touring around the City he noticed the flower beds and how wonderful they look. The dwarf sunflower which became the City’s Official Flower last season is now growing and looks fantastic as we get close to the Sunflower Arts & Craft Sale. He congratulated the Parks Staff. We are very proud of our City and the sunflowers enhance it. Once again, you’ve outdone yourself, and we thank you very much for the extra tender care, love and attention you give our Dwarf Sunflowers.

Councillor Goulden advised that the Yorkton Arts Council asked her to mention that one of our largest annual events is coming up. On September 11th and 12th the Sunflower Arts & Craft Show will be held. She thanked our Parks Staff for using the Dwarf Sunflower and making our City so very bright and colorful and helping to promote the Sunflower Arts & Craft Show.

Councillor Wilson mentioned that last week they had a wonderful day at the Yorkton Terrier Golf Tournament. Councillor Maloney participated and Councillor Goulden was decked out in the Terrier’s Colours. There were about 136 golfers and he reminded the citizens of Yorkton that we have a great season to look forward to with the Yorkton Terriers on the ice. They start their training camp this Friday and the season ticket kick off is coming up on Thursday, plus the addition of a new trainer. I think the Coach and Staff and the Board look forward to a great year and a winning year.

Big Brothers Big Sisters of Yorkton and District Inc. – Proclamation – Big Brothers Big Sisters Month – September 2009

A letter dated August 18, 2009 from the Executive Director of Big Brothers Big Sisters of Yorkton and District requesting a proclamation was circulated for the consideration of Council.

Ms. Irma Van De Bon, Executive Director was present in Council Chambers to speak to their request. She first thanked Mayor Wyatt and Deputy Mayor Wilson for doing the City Hall tours for the Kids “n Kops program.

Public Notice – Bylaw No. 23/2009 – Amend Zoning Bylaw No. 14/2003 – Contract Zone – 12 Parklane Drive

There were no petitioners present in Council Chambers to speak for or against Bylaw No. 23/2009, a Bylaw to amend Zoning Bylaw No. 14/2003 for a Contract Zone at12 Parklane Drive (Lot 3, Block 63, Plan 95Y08196).

Parkland Amateur Radio Club – Financial Assistance – Radio Network

A letter received July 21, 2009 from H. Writh, President of the Parkland Amateur Radio Club requesting a donation of financial assistance was circulated for the consideration of Council.

A letter dated July 28, 2009 received from Jill Patrick requesting a study of the environmental, public policy, and historical contexts for preservation of Deer Park and the ravine lands that surround it was circulated for the consideration of Council.

Director of Finance – Royal Canadian Legion – Cenotaph

A report dated August 14, 200 9 from the Director of Finance along with pertinent background information regarding the Royal Canadian Legion Cenotaph restoration was circulated for the consideration of Council.

That the restoration of the Yorkton War Memorial (Cenotaph) for a maximum cost of $26,250 be managed by the Royal Canadian Legion with funding of $13,125 being provided by a grant from the Minister of Veterans Affairs and the balance provided by depleting the cenotaph reserve account of $11,950 and $1,175 from the City’s general operations.
Carried.***

Council thanked the Royal Canadian Legion for taking the initiative in taking the lead in looking after this project. Council commented that we should look at adding funds back into the reserve into the future.

2008 Audited Financial Statements

A report dated August 17, 2009 from the Director of Finance along with a copy of the 2008 Financial Statements were circulated for the consideration of Council.

Planner – Proposed Bareland Condominium Subdivision SD09-04 – 351 Fifth Avenue North – Mini-Storage Units

A report dated August 19, 2009 from the Planner of the City of Yorkton regarding a proposed Bareland Condominium Subdivision at 351 Fifth Avenue North was circulated for the consideration of Council.

That the Mayor and City Clerk of the City of Yorkton be authorized to execute the plan of proposed subdivision and issue a Certificate of Approval for the proposed Bareland Condominium Subdivision SD09-04 at Lot E, Block 22, Plan 00Y08164 (351 Fifth Avenue North) and that the standard fees be applied.

Manager of Engineering – North Sanitary Sewer Trunk Main – Tender

A report dated August 13, 2009 from the Manager of Engineering regarding the summary of results of the tender for the installation of the North Sanitary Sewer Trunk Main was circulated for the consideration of Council.

That Administration be authorized to execute the contract with the low bidder, Mi-Sask Industries Ltd. for the installation of the North Sanitary Sewer Trunk Main for the Bid price of $1,723,220.00.

Councillor Pearen – Return of Left Hand Turn Lights on Broadway Street

A Notice of Motion dated July 23, 2009 from Councillor Pearen regarding left hand turn lights on Broadway Street was circulated for the consideration of Council.
