SEPTEMBER 14, 2009

Minutes of a Regular Council Meeting held on Monday, September 14, 2009 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Chris Wyatt, Councillors DeRyk, Goulden, Maloney, Pearen and Wilson.

Absent: Councillor Les Arnelien.

Staff Members Present: David Putz, Bonnie Schenher, Lonnie Kaal, Roger Hunter, Maureen Berard, Michael Eger, Darcy McLeod, Dean Clark and Faisal Anwar. Recording: Gloria Signarowski.

A quorum being present Mayor Chris Wyatt in the Chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor DeRyk noted that in about six weeks, this Council’s term ends and he commended the two members of Council who have put their names forward to seek higher office as Mayor.
Councillor Goulden offered congratulations and appreciation to the Yorkton Arts Council for an exemplary event this weekend with the Sunflower Show and Sale. There were bus loads of people coming into Yorkton for that event and staying and enjoying everything Yorkton has to offer. To the Yorkton Arts Council, thank you very much and we look forward to your event again next year.

Councillor Wilson advised that he had the honour of representing Mayor Wyatt at the Big Brothers and Big Sisters Gala. It was a wonderful event attended by quite a few Councillors. It is a great program with approximately 200 children involved in the program from Melville, Churchbridge, Yorkton, and Esterhazy. Jarret Stoll was the guest speaker for the evening. He commended him for his commitment to this program and also to the Board and everybody involved. He encouraged everyone to take a look at the program. There are many ways to participate. Thanks to all the high school kids out there that are in-school mentors. So good job and congratulations to all the organizers.

Councillor Pearen advised that the Yorkton Business Improvement District has been involved with the Western Financial Group City Centre Park development and enhancement. He advised that the LED lighting is up on the building/mural and will be lit up for downtown Yorkton.

Councillor Maloney congratulated Ducks Unlimited for hosting their annual Golf Tournament at Good Spirit Golf Course on Saturday, it was a great day, and the weather was beautiful; they raised a lot of money for habitat, for wildlife. The Deputy Premier was there, Mayor Wyatt and Mayor Terry Dennis of Canora were also there. We had a pretty good representation from the region. There were thousands of dollars raised to protect wildlife habitat so he congratulated Larry Haas and all of his committees and the people involved with Ducks Unlimited. It was a terrific event and a lot of fun.

HEARING OF PETITIONS, PUBLIC NOTICES AND PRESENTATIONS

Yorkton Minor Football Proposal

An email dated September 9, 2009 was received from Jason Farrell regarding the Yorkton Minor Football proposal concerning a request for a storage facility was circulated for the consideration of Council.Mr. Jason Farrell and Mr. Robby Sharp were present in Council Chambers to speak to their request.

Public Notice – Bylaw No. 30/2009 – Borrowing Bylaw – Agri-Business Corridor

There were no petitioners present to speak for or against Bylaw No. 30/2009, a Borrowing Bylaw to provide for the borrowing of $3,000,000 for the purpose of financing the construction of water and sewer lines for the Agri-Business Corridor.

Public Notice – Bylaw No. 31/2009 – Amend Zoning Bylaw No. 14/2003 – Contract Zone – 214 Broadway Street West

There were no petitioners present to speak for or against Bylaw No. 31/2009 to amend Zoning Bylaw No. 14/2003 for a Contract Zone at Lot 14, Block 4, Plan 99Y00657 civically known as 214 Broadway Street West.

Public Notice – Sale of Land – Parcel B, Plan 101962357 – 145 Smith Street East

The City Clerk advised that the offer received on this land has been withdrawn, therefore there is no need to proceed with the public notice process.

Manager of Building Services – Relocation of Single Family Dwelling Unit into the City of Yorkton at 87 Collacott Street West

A report dated September 4, 2009 from the Manager of Building Services regarding the relocation of a single family dwelling into the City of Yorkton was circulated for the consideration of Council. The applicant, Angela Bothner was also present in Council Chambers.

That Council approve the relocation of a single unit dwelling into the City of Yorkton at 87 Collacott Street West, with consideration being given to the extensive list of required building code upgrades, and setting a suitable time frame for the completion of this work to be established and that

A report dated September 14, 2009 from the Director of Human Resources regarding the 2010 SUMA Convention Meritorious Service Awards was circulated for the consideration of Council. Bonnie Schenher, City Clerk presented this report in the absence of the Director of Human Resources.

Director of Leisure Services – Deer Park Roofing Request

A report dated September 4, 2009 from the Director of Leisure Services regarding the repair of the Deer Park Clubhouse roof was circulated for the consideration of Council.

Olympic Torch Relay Support

A report dated September 7, 2009 from the Director of Leisure Services regarding support of the Olympic Torch Relay was circulated for the consideration of Council.

Economic Development Officer – Rental Housing Incentive Policy

A report dated September 10, 2009 from the Economic Development Officer regarding a Rental Housing Incentive Policy was circulated for the consideration of Council.

That a Rental Housing Incentive Policy, which offers a 5-year 100% tax exemption to the developers for building multi-family rental units be implemented on condition the units must remain rental for 15 years (no condo conversions) and can be rented at fair market value. Further that; Administration be directed to prepare a Rental Incentive Policy which shall be brought back for final approval by Council.

Director of Finance – Fire – Ladder Truck Internal Loan

A report dated September 2, 2009 from the Director of Finance regarding the Fire – Ladder Truck internal loan was circulated for the consideration of Council.

That the Fire Ladder Truck purchase of $950,000 be funded using $150,000 from reserves and $150,000 from budgeted loan payments. The balance to be funded by setting up an internal loan for $650,000 at 3% amortized over 4 years with payments of less than $175,000.

2009 Surplus Funds

A report dated September 2, 2009 from the Director of Finance regarding the 2009 Surplus Funds was circulated for the consideration of Council.

That RCMP radio project funds of $657,060 together with $477,940 in surplus grant funds equals $1,135,000 be placed in an annexation reserve account and the previous years surplus of $105,000 be allocated to an “operating” reserve account.
