OCTOBER 19, 2009

Minutes of a Regular Meeting of Council held on Monday, October 19, 2009 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Chris Wyatt, Councillors Arnelien, DeRyk, Goulden, Maloney, Pearen, and Wilson.

Staff Members Present: Darcy McLeod, Bonnie Schenher, Lonnie Kaal, Michael Buchholzer, Trent Mandzuk, Don Kunkel, Dennis Karakochuk, and Michael Eger. Recording: Gloria Signarowski.

A quorum being present Mayor Chris Wyatt in the Chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

Public Acknowledgements

Councillor Maloney advised that we are going to have members of the Legion speaking tonight but just wanted to remind the residents that Remembrance Day Services will be held at the Farrell Agencies Arena at 10:00 a.m. This is a great opportunity to come out and support our Veterans.

Councillor Arnelien noted that the Health Foundation is holding its 14th Annual Gala which will be held in the City on October 24, 2009. They have raised $260,000 over the years for new equipment and he asked the citizens to support this project.

Councillor Wilson advised that he and Mayor Wyatt participated in the first “Children’s Wish Walk” in Yorkton. There were 160 walkers and they raised over $30,000. Thanks to Mosaic, Dale Hintz and the Yorkton Citizens. Thank you to the Chamber of Commerce for the Candidates Forum held last week and thanks to the citizens and Candidates for their participation.

Councillor Goulden wanted to advise and recognize that this week is “Foster Family Week” in Yorkton and that we appreciate all Foster Families for providing good homes for the children.

Royal Canadian Legion No. 77 – Proclamation – Veteran’s Week – November 2nd to 11th, 2009

A letter dated September 14, 2009 from the Royal Canadian Legion, General Alexander Ross Branch, No. 77 regarding a proclamation was circulated for the consideration of Council.
Ms. Brucine Saigeon, Poppy Chairperson and Mr. Peter Wyatt, Sergeant at Arms were present in Council Chambers and spoke to their request.

Yorkton Chamber of Commerce – Proclamation – Agriculture Week – November 9th to 15th, 2009

A letter dated October 14, 2009 from the Executive Director of the Yorkton Chamber of Commerce and the Manager of the Yorkton Exhibition Association regarding a proclamation was circulated for the consideration of Council.

Ms. Juanita Polegi, PAg, Executive Director of the Yorkton Chamber of Commerce was present in Council Chambers and spoke to their request.

UNFINISHED BUSINESS

Mayor Chris Wyatt thanked the citizens of Yorkton for their support over the years. This Council went through growing pains and he hopes the next Council will run smoothly. This has been his ninth year on Council. The new Council won’t have to deal so much with infrastructure as this Council has gone ahead to upgrade the city’s infrastructure. Every city is facing this issue. He is proud that Council stuck together and moved forward to get things done. He reminded the citizens of the remaining Advance polls on October 22 and 24 at the Gallagher Centre and to Vote on October 28th Election Day. He wished all members of Council “Good Luck”. It was a rewarding experience and he has learned from each of them which he has used both personally and professionally. He commented that it has been an honour to work with this Council and he looks forward to a good turn out at the election. He thanked Councillor Dick DeRyk on behalf of Council and all the questions Dick has asked over the years. It has been an honour to work with you.

Councillor DeRyk thanked Mayor Wyatt for the kind words. He commented that it has been an interesting 3 years of decisions and he appreciated the leadership that Mayor Wyatt has shown. This is his last meeting and he wished the best to all of Council.

Councillor Maloney reminisced about when Councillor DeRyk hired him at The Enterprise and he was responsible to cover Council Meetings. It was an interesting learning experience. He also thanked Mayor Wyatt for his services to the City and all of his efforts on behalf of the City of Yorkton.

That we accept Recommendation No. C00084-2009 as contained in the Committee of the Whole Council Meeting Minutes of October 19, 2009 that Administration be requested to amend Policy No. 10.250 Rental Housing Incentive Program (RHIP) to recognize all Provincially Funded affordable rental housing projects to also receive the five-year tax abatement, and that the Provincial Metis Housing Corporation Project at 155 and 159 Ontario Avenue be provided with that benefit immediately.
