JANUARY 11, 2010

Minutes of a Regular Meeting of Council held on Monday, January 11, 2010 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor James Wilson, Councillors Arnelien, Fisher, Maloney, Okrainec, Pearen and Wyatt.

Staff Members Present: David Putz, Bonnie Schenher, Lonnie Kaal, Michael Eger, Trent Mandzuk, Darcy McLeod, Michael Buchholzer, Kim Durdin and Kelly Kaban. Recording: Gloria Signarowski.

A quorum being present Mayor James Wilson in the Chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Maloney reminded local residents and area of the upcoming Snowarama to be held on February 20th, 2010. This is a Provincial snowmobile event to raise funds for Camp Easter Seal. You can get more information by entering “snowarama and yorkton” on google and then you can enter your registration on line. This event raises about $100,000 each year and he urged people to take part in raising money for this tremendous cause.

Mayor Wilson advised that we hosted a wonderful event on Saturday which was Day 72 of the Olympic Torch Relay. Yorkton was 1 of the 1,000 communities chosen to participate. It was a celebration of peace, hope and friendship that truly reflects our community. Thank you to the Olympic Task Force Committee chaired by Randy Goulden. All the volunteers did a fantastic job. Traffic control started at 6:00 a.m., with Bernie Wlock and Todd Skikewich and the Yorkton and District Band Boosters who stayed all day. Thanks to the Kinsmen Club for their assistance in setting up, along with the Lions Club and the many other organizations providing the support that went on all day. Thanks to all the entertainers from both the adult and youth groups that were involved. Thanks also to the Corporate Sponsors RBC and Coca Cola and their participation in bringing this event to our community. Thank you to everyone that gathered and to all who were involved. It was a great and successful community event.

Presentation – Sunrise Health Region – Physician Recruitment Issues

A letter dated November 5, 2009 from the Sunrise Health Region regarding Physician Recruitment and Retention was circulated for the consideration of Council.
Mr. Derek Keller, Director of EMS/Medical Services as well as Ms. Connie Patrick and Dr. Odautan were present in Council Chambers to speak to their request.

The Chair was passed to the Deputy Mayor at 5:28 p.m. and it reverted back at 5:31 p.m.

City Manager - Rental Housing Incentive Program

A report dated January 4, 2010 from the City Manager regarding a Rental Housing Incentive Program (RHIP) was circulated for the consideration of Council.

That the Rental Housing Incentive Program October 1, 2009, be amended to allow the construction of condominium rental projects to qualify for the five year tax exemption provided the units are owned by one owner or entity. The exemption will require the owner to enter into an agreement that can be registered against the entire project. If the owner sells any of the units prior to the completion of the 15 year agreement the owner will be required to repay the taxes for each unit sold on the following basis:
• Years 1 to 5 Total Taxes plus interest at Cornerstone Credit Union Prime rate plus 3 percent
• Years 6 to 10 Total Taxes plus interest at Cornerstone Credit Union Prime rate plus 2 percent
• Years 11 to 15 Total Taxes plus interest at Cornerstone Credit Union Prime Rate plus 1 percent.

Director of Finance – Removal of Designation of a Municipal Heritage Property – Kent Flour Mill

A report dated January 6, 2010 from the Director of Finance regarding the removal of Designation of a Municipal Heritage Property at 120 Livingstone Street (Kent Flour Mill) was circulated for the consideration of Council.

That in conjunction with The Heritage Property Act, given that 4 letters have been received from the public indicating that they want the old mill known as the Kent Flour Mill on 120 Livingstone Street to be preserved, that Administration forward the application to remove the Municipal Heritage status on this property to the Provincial Review Board for them to conduct a hearing and provide their recommendation.
Councillor Wyatt opposed.

Yorkville Public Utility Board – Surcharges/acre for Sewer Service

A report dated January 6, 2010 from the Director of Finance regarding the Yorkville Public Utility Board Surcharges/acre for sewer service was circulated for the consideration of Council.

That Council confirm the amount owing by Yorkville Public Utility Board for lots serviced by sewer service in the Pleasant Heights and Collacott Subdivisions is $242,387.20 plus interest at a rate of 3% on past due amounts as detailed on the respective maps dated October 2009; and further that this amount will only be agreed to after an acceptable Letter of Understanding has been executed regarding future payments and provision of information. Carried.***
