FEBRUARY 8, 2010

Minutes of a Regular Meeting of Council held on Monday, February 8, 2010 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor James Wilson, Councillors Arnelien, Fisher, Maloney, Okrainec, Pearen and Wyatt.

Staff Members Present: David Putz, Bonnie Schenher, Lonnie Kaal, Michael Eger, Michael Buchholzer, Dean Clark, Don Kunkel, Darcy McLeod, Fran Brimacombe and Trent Mandzuk. Recording: Gloria Signarowski.

A quorum being present Mayor James Wilson in the Chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBIC ACKNOWLEDGEMENTS

Councillor Maloney commented on two events that are happening in Yorkton. The Prairie Women on Snowmobiles were through Yorkton in the last 2 weeks and set a new record for raising over $200,000 for breast cancer. He thanked all the riders and participants and the Yorkton people for their support. Last year they raised $110,000 and he congratulated them on their success. Also the Snowarama for Camp Easter Seal in Yorkton is coming up on February 20th. There is lots of snow on the trails for the ride. Get signed up, proceeds go to Camp Easter Seal.

Councillor Arnelien advised that all of Council attended the SUMA Convention in Regina on February 1, 2, and 3. Mrs. Randy Goulden received a Life Membership Award for her dedication and work with SUMA. She has been a good representative for the City of Yorkton. Congratulations to Randy Goulden.

Mayor Wilson also advised that at SUMA the City of Yorkton recognized employees from the City for Meritorious Services Awards at the SUMA Convention being Gloria Signarowski, Carla Skikewich, Blair Bieber and Richard Ivanochko. Congratulations to all.

Scouts and Guides Canada – Proclamation – Scout-Guide Week – February 21st to 27th, 2010

A letter dated January 11, 2010 from the Scouts and Guides Canada of Yorkton regarding a proclamation was circulated for the consideration of Council.

Jordan Hyshka, Matthew Linsley, Tate Chopty, Andrew Hayden and Jesse Smith were present in Council Chambers to speak to their request.

A letter dated January 25, 2010 from the Yorkton Regional High School, Students Against Drinking and Driving (SADD) regarding a proclamation was circulated for the consideration of Council.

Mr. Brent Langley, Ms. Meaghann White, Ms. Sky Crane, Co-directors of SADD and Mrs. Kristine Anderson, Staff Advisor were present in Council Chambers to speak to their request.

An email dated February 5th, 2010 from the Kinsmen and Kinette Clubs of Yorkton requesting a proclamation was circulated for the consideration of Council.

Mr. Lawrence Klemetski of the Kinsmen Club and Ms. Tracy Malayney from the Kinette Club were present in Council Chambers to speak to their request.

A report dated February 3, 2010 from the Planner regarding timing requirements for hard-surfacing of off-street parking areas was circulated for the consideration of Council.

That Administration be authorized to prepare an amendment to Zoning Bylaw No. 14/2003, which allows hard-surfacing and raised, poured, concrete curbing of off-street parking areas, for developments that are defined to be Minor Site Plans, to be completed within 3 years of the issuance of a Development Permit and, for developments that are defined to be Major Site Plans, to be completed within 1 year of the issuance of a Development Permit.
