REGULAR COUNCIL MEETING MINUTES
FEBRUARY 22, 2010
Minutes of a Regular Meeting of Council held on Monday, February 22, 2010 in Council Chambers City Hall commencing at 5:00 p.m.
Present: Mayor James Wilson, Councillors Arnelien, Fisher, Maloney, Pearen and Wyatt.
Absent: Councillor Richard Okrainec.
Staff Members Present: David Putz, Bonnie Schenher, Lonnie Kaal, Michael Eger, Michael Buchholzer, Darcy McLeod, Fran Brimacombe, Trent Mandzuk, Dean Clark, John Whittaker, Trevor Morrissey, Don Kunkel, Dennis Karakochuk and Faisal Anwar. Recording: Gloria Signarowski.
A quorum being present Mayor James Wilson in the Chair called the meeting to order at 5:00 p.m.
APPROVAL OF AGENDA

That the Regular Council Meeting Agenda and Committee of the Whole Council Meeting Agenda be approved as presented.
Councillor Maloney advised that Snowarama took place on Saturday, February 20th. Congratulations to the organizers Barry Bradshaw, John Denysek and the Yorkton Snow Riders Club. There were about 276 riders for this one day fundraiser. There were riders from Alberta and one from B.C. and they raised over $115,000 with the proceeds going to Camp Easter Seal which is their summer camp program and also to adaptive technology services.

HEARING OF PETITIONS, PUBLIC NOTICES AND PRESENTATIONS
Partners in Employment – Proclamation – March as “Supported Employment Month”
A letter dated February 9, 2010 from Partners in Employment requesting a proclamation was circulated for the consideration of Council.
Ms. Claire Poole, Employment Supports Coordinator and Ms. Shannon Ulsifer, Employment Specialist were present in Council Chambers to speak to their request.

That Council proclaim the month of March 2010 as “Supported Employment Month” in the City of Yorkton.
Presentation of Award – Associated Engineering – Consulting Engineers of Saskatchewan’s Award of Excellence
A letter dated February 8, 2010 from Associated Engineering regarding the presentation of an Award was circulated for the consideration of Council.
Ms. Monique Kealey, P. Eng. Manager of Transportation & Urban Planning and Mr. Jason Horner of Associated Engineering were present to make a brief presentation to City Council.
A presentation of a framed print for the Network Cycling Plan in the City of Yorkton as well as the Award of Excellence were presented to Mayor James Wilson.

That Council accept a copy of the Consulting Engineers of Saskatchewan’s Award of Excellence in Soft Engineering and Studies from Associated Engineering (Sask.) Ltd. for their work on the City of Yorkton Cycling Network Plan Project.
Public Notice – Bylaw No. 3/2010 – Amend Zoning Bylaw No. 14/2003 – C-3 Properties in Harris Subdivision to R1
There were no petitioners present in Council Chambers to speak for or against Public Notice of Bylaw No. 3/2010 to amend Zoning Bylaw No. 14/2003 from C-3 to R-1 for certain properties in the Harris Subdivision.
REPORTS OF COMMISSIONS, COMMITTEES AND MATTERS REFERRED
Mayor – Appointment to Protective Services Committee and Emergency Measures Organization
A memorandum dated February 19, 2010 from Mayor James Wilson regarding appointments to the Protective Services Committee and the Emergency Measures Organization for the year 2010 was circulated for the consideration of Council.
Pearen – Arnelien
That the Council of the City of Yorkton approve the attached 2010 appointments to the Protective Services Committee and the Emergency Measures Organization as presented.
INTRODUCTION OF BYLAWS
Bylaw No. 3/2010 – Amend Zoning Bylaw No. 14/2003 – C-3 Properties in Harris Subdivision to R-1 [2nd & 3rd reading]

That Bylaw No. 3/2010 be read a second time this 22nd day of February A.D. 2010.
Wyatt – Maloney
That Bylaw No. 3/2010, a Bylaw of the City of Yorkton to amend Zoning Bylaw No. 14/2003 to rezone existing residential properties in the Harris Subdivision from C-3 Highway Commercial to R-1 General Residential be read a third time this 22nd day of February A.D. 2010 and registered in the Bylaw Register of the City of Yorkton.
Director of Leisure Services – Kinsmen Arena Summer Ice Request
A report dated February 11, 2010 from the Director of Leisure Services regarding a request for summer ice beginning July 19th at the Kinsmen Arena was circulated for the consideration of Council.
Wyatt – Arnelien
That the purchase of a de-humidification system, not exceeding $75,000.00, for the Kinsmen Arena be approved and that Administration be directed to provide summer ice at the Kinsmen Arena to satisfy the request for summer ice. Further, that the funding for the de-humidification system be allocated from the 2008 Surplus Reserve Account.
Councillors Fisher, Maloney and Pearen opposed.
Mayor Wilson, Councillors Arnelien and Wyatt in favour.
The Chair was passed to the Deputy Mayor at 5:20 and it reverted back at 5:22 p.m.
Planner – Proposed SD03-10 Riverside Meadows Phase II (Revised)
A report dated February 18, 2010 from the Planner regarding a Plan of Proposed Subdivision – Riverside Meadows Phase II (Revised) was circulated for the consideration of Council.
Maloney – Arnelien
That the Mayor and City Clerk be authorized to execute the plan of proposed subdivision and issue a Certificate of Approval for the proposed subdivision of Riverside Meadows Phase II, being Lot 26 to 57, Block 1; Lot 1 to 35, Block 4; Lot 1 to 47, Block 5; Partridge Court; Pheasant Cove; Grouse Bay and Lanes and part of Good Spirit Crescent; Whitesand Drive and Riverside Drive, Plan No. 00Y10405.
Director of Finance – 2009 Year End
A report dated February 12, 2010 from the Director of Finance regarding the 2009 Year End was circulated for the consideration of Council.
Pearen – Maloney
That departmental year end surplus transfers to reserves be approved with $25,000 to planning/consulting reserve and $50,000 to landfill reserve. Further, that the 2008 previous years surplus reserve be re-allocated with $30,000 to the landfill reserve.
Arnelien – Maloney
That this Regular Council Meeting move into a Committee of the Whole Council Meeting at 5:35 p.m.
Fisher – Maloney
That we rise and report from the Committee of the Whole Council Meeting at 6:35 p.m.
2010 Operating Budget
Wyatt – Pearen
That we accept Recommendation No. C00009-2010 as contained in the Committee of the Whole Council Meeting Minutes of February 22, 2010 that the 2010 Operating Budget be tabled until March 22, 2010 to provide the R.M. of Orkney No. 244, the R.M. of Wallace No. 243 and York Lake Regional Park Authority time to review the fire department budget and provide their comments for consideration.
