MARCH 22, 2010

Minutes of a Regular Meeting of Council held on Monday, March 22, 2010 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor James Wilson, Councillors Arnelien, Fisher, Maloney, Okrainec, Pearen, and Wyatt.

Staff Members Present: David Putz, Bonnie Schenher, Lonnie Kaal, Darcy McLeod, Don Kunkel, Fran Brimacombe, Dean Clark, Michael Buchholzer, Michael Eger and John Whittaker. Recording: Gloria Signarowski.

A quorum being present Mayor James Wilson in the Chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

That the Regular Council Agenda and Committee of the Whole Council Agenda be approved as presented.

PUBLIC ACKNOWLEDGEMENTS

Councillor Wyatt explained the reason he was wearing a pink hockey jersey. He purchased it two years ago for breast cancer awareness. Terriers are hoping to play the winner of the North Division and they are tied at 1-1. Fan support has been disappointing so he encouraged all people to put on their orange and black or pink jerseys and support the Terriers. There is a game Tuesday and Wednesday night of this week.

Councillor Pearen advised of the music festival running for two weeks. There are over 600 participants from 10 years old to 85 years old and competing in many categories. Thanks to the volunteers, adjudicators and instructors. The “Highlights Concert” is on Sunday, March 28, 2010 at 2:00 p.m. at the Anne Portnuff Theatre at the Yorkton Regional High School.

HEARING OF PETITIONS, PUBLIC NOTICES AND PRESENTATIONS

Canadian Cancer Society – Proclamation – Cancer Awareness Month – April 2010

A letter dated February 18, 2010 from the Past President of the Canadian Cancer Society Saskatchewan Division/Parkland Unit requesting a proclamation was circulated for the consideration of Council.
Mr. Murray Williams, Past President of the Parkland Unit was present in Council Chambers to speak to their request.

That Council of the City of Yorkton proclaim the month of April 2010 as “Cancer Awareness Month” in the City of Yorkton and to raise their flag on Tuesday, April 6th, 2010 at 10:30 a.m. in City Hall Park.

Director of Leisure Services – Deer Park 2010 Fees and Charges

A report dated March 15, 2010 from the Director of Leisure Services regarding the 2010 Deer Park Fees and Charges was circulated for the consideration of Council.

That a 3% increase in Fees and Charges for Deer Park Municipal Golf Course be approved for 2010. Further that the Junior season pass be reduced and frozen at $150 for 2010; Introduce a 1st year Junior season pass at $100 for 2010; Introduce a New Adult season pass at a discount of $100 off the Adult season pass rate and set the Storage Fee at $150 for Electric carts and $100 for Gas carts with the trail fee set at $150.
Mayor Wilson, Councillors Arnelien, Fisher, Okrainec, Pearen, and Maloney opposed.
Motion Defeated.***

Manager of Engineering – Seventh Avenue North Lot Pricing

A report dated March 18, 2010 from the Manager of Engineering regarding lot pricing on Seventh Avenue North was circulated for the consideration of Council.

That Administration be authorized to compensate the purchasers of Lots 18 to 21 inclusive and Lots 23 and 24 on Seventh Avenue North for the extra cost to be incurred to construct residential dwellings and; that the compensation shall be done by reducing the lot price for Lots 18 to 21 inclusive by $17,000.00 from the original price and that the purchaser of Lot 23 and 24 be refunded $17,000.00 and; that this amount be full compensation that the purchaser shall receive from the City of Yorkton, under any circumstance, for the cost of construction on these lots.

City Manager – Strategic Planning Sessions

A report dated March 19, 2010 from the City Manager regarding developing a Strategic Plan for the City of Yorkton was circulated for the consideration of Council.

That Athabasca Business Development conduct a strategic planning session involving Mayor and Council and selected individuals from all major groups throughout the community at a cost of $9,000.00 with dates to be determined.

City Manager – Notice to R.M. of Wallace No. 243 regarding Termination of Fire Protection [27.10(e)(i)(iii)(v)&(f)(v)(vi)]

That we accept Recommendation No. C00015-2010 as contained the Committee of the Whole Council Meeting of March 22, 2010 that Administration send letters to the R.M. of Wallace No. 243 and R.M. of Orkney No. 244 outlining the phased in amounts as per details provided at the Strategic Planning Meeting of March 8, 2010 for fire protection. The agreements are to be signed by April 9, 2010 and in the event the Rural Municipalities do not sign the agreements, then primary response for fire protection will be terminated effective May 31, 2010 with the City issuing pubic notices to that effect commencing the week of April 12, 2010.
