APRIL 26, 2010

Minutes of a Regular Meeting of Council held on Monday, April 26, 2010 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor James Wilson, Councillors Arnelien, Fisher, Maloney, Okrainec, Pearen and Wyatt.

Staff Members Present: David Putz, Bonnie Schenher, Michael Eger, Keith Gervais, Trent Mandzuk, Michael Buchholzer, Darcy McLeod, Trevor Morrissey, Dennis Woroschuk, Amanda Harden and Harry Kerr. Recording: Gloria Signarowski.

A quorum being present Mayor James Wilson in the Chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Pearen advised that this past week was National Volunteers Week in the Country. Yorkton is no different than any other community in that our volunteers are the heart and soul of the community. We express our gratitude to all the volunteers. Thank you to all volunteers on behalf of all residents for a job well done. Yorkton is a great place to live.

Mayor Wilson advised that it is Football Week in the Parkland. The helmets are from the Kinsmen Pee Wee Team, the Pee Wee Griders, the Yorkton Raiders and the Sacred Heart Saints. The Saskatchewan Roughriders are celebrating their 100th year and he encouraged everyone to dress green and to get out between May 2nd and 9th, we want Yorkton to be named Riderville.

A letter dated April 14, 2010 from the Walk and Roll Committee of the Yorkton Regional High School was circulated for the consideration of Council.
Mr. Steve Variyan and Mr. Roby Sharpe were present in Council Chambers to speak to their request.

A letter dated April 22, 2010 from the OH&S Central Committee of the City of Yorkton regarding a proclamation was circulated for the consideration of Council.
Ms. Amanda Harden was present in Council Chambers to speak to their request.

Presentation – Director of Community Development, Parks & Recreation – Proclamation – Emergency Preparedness Week – May 2 – 8, 2010

A report dated April 21, 2010 from the Director of Community Development Parks & Recreation regarding a proclamation was circulated for the consideration of Council.
Mr. Darcy McLeod, Director of Community Development, Parks & Recreation was present in Council Chambers to speak to their request.

Presentation – Yorkton Business Improvement District

A letter dated March 24, 2010 from the Executive Director of the Yorkton Business Improvement District was circulated for the consideration of Council.
Mr. Phil DeVos, Mr. Terry Pollock, Mr. Andrew Rae and Mr. Barry Sharpe were present in Council Chambers to make a brief presentation.
Mr. DeVos explained that YBID was in Council Chambers to present the 2010 Budget, the YBID three year Plan and to request an amendment of the YBID Bylaw.
YBID is asking for a change in Bylaw No. 27/2004, Section 12.b. to allow for fluctuation in business development in the district which would allow an increase in funding. The City’s annual levy dollars would remain the same.
