JUNE 14, 2010

Minutes of a Regular Council Meeting held on Monday, June 14, 2010 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor James Wilson, Councillors Arnelien, Fisher, Okrainec, Pearen and Wyatt.

Absent: Councillor Bob Maloney.

Staff Members Present: David Putz, Bonnie Schenher, Lonnie Kaal, Gord Shaw, Michael Eger, Darcy McLeod, Darren Spelay, and John Whittaker. Recording: Gloria Signarowski.

A quorum being present Mayor James Wilson in the Chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Okrainec advised he had the opportunity to attend the 64th Field Battery Cadet Corps Ceremonial Review on Saturday at the Armouries. Congratulations to Cpl. Woitas and Captain W. G. Thorsness of Melville along with all the young cadets and Veterans.

Councillor Fisher thanked the golfers for attending the Health Foundation’s Charity Golf Classic on Thursday, June 15th. The weather was not favorable but he recognized the participants for their spirit and raising funds for charity.

Councillor Wyatt arrived at 5:02 p.m.

Mayor Wilson presented the trophy the City of Yorkton received for the Saskatchewan Municipal Award in the category of Community Development Leadership. This was awarded to the City of Yorkton – Yorkton Alliance of Asset Champions. Thanks to Andrew Sedley for his part in this program.

Bylaw No. 18/2010 – Borrowing Bylaw – Fire Hall [1st reading]

Bylaw No. 20/2010 – Set 2010 Mill Rate and Provide for a Business Improvement District Levy [3rd reading]

Bylaw No. 24/2010 – Exemption of Taxes – Enterprise Zone Incentive Policy [3rd reading]

Bylaw No. 27/2010 – Amend Zoning Bylaw No. 14/2003 – Increase Maximum Building Height in R-3 Zone [1st reading]

ADMINISTRATIVE REPORTS

Director of Community Development, Parks and Recreation – Municipal Cultural Plan

A report dated June 3, 2010 from the Director of Community Development, Parks and Recreation regarding the Municipal Cultural Plan was circulated for the consideration of Council.

That the Municipal Cultural Plan be approved and that Administration be directed to examine the findings and bring forward recommendations for an implementation strategy.

Sale of Existing Silver Heights Play Structure

A report dated June 7, 2010 from the Director of Community Development, Parks and Recreation regarding the sale of the existing Silver Heights Play Structure was circulated for the consideration of Council.

Councillor Wyatt declared a pecuniary interest for this item and left Council Chambers at 5:45 p.m.

That we accept $1,500.00 for the existing Silver Heights Play Equipment from the Canora Beach Community Association. Further that an agreement be prepared, whereby the Canora Beach Community Association acknowledges that the equipment no longer meets the National Playground Safety Standards and releases the City of Yorkton from any responsibility related to the equipment.

On Street Bikeway Design

A report dated June 8, 2010 from the Director of Community Development, Parks and Recreation regarding the on Street Bikeway Design was circulated for the consideration of Council.

City Clerk – Exemption Under Noise Bylaw No. 21/99 – Prairie Harvest Christian Life Centre

A report dated June 10, 2010 from the City Clerk regarding a request for an exemption under Noise Bylaw No. 21/99 was circulated for the consideration of Council.

That an exemption be granted to the Prairie Harvest Christian Life Centre for an outside dance to be held from 2:00 a.m. to 4:00 a.m. on Wednesday, June 30th, under the condition that if the RCMP determine that the noise level is too disruptive, due to complaints received, that they will agree to move the dance inside.
Councillor Okrainec and Wyatt opposed.
Carried.***

The Chair was passed to the past Deputy Mayor Pearen at 6:08 p.m. and it reverted back at 6:10 p.m.

Kent Flour Mill

A report dated June 8, 2010 from the City Clerk regarding the Kent Flour Mill at 120 Livingstone Street was circulated for the consideration of Council.

That Administration be authorized to proceed to advertise that we intend to tender the demolition of all buildings located at 120 Livingstone, the (Kent Flour Mill) site, except for the mill. Further that Municipal Heritage Status would be retained on this property and that a Public Hearing with respect to this process would be held at the June 28, 2010 Regular Council Meeting.

Fire Chief - Fire Dispatching

A report dated June 7, 2010 from the Fire Chief regarding Fire Dispatching was circulated for the consideration of Council. Deputy Chief John Whittaker was present in Council Chambers to speak to this report.

That the City of Yorkton Fire Protective Services enter into a contract with the Provincial Public Safety Communications Center (Saskatchewan Office of the Fire Commissioner) for dispatching services in the amount of $34,647.00 per year (pro-rated) commencing August 1, 2010.
