JULY 12, 2010

 

Minutes of a Regular Meeting of Council held on Monday, July 12, 2010 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor James Wilson, Councillors Arnelien, Fisher, Maloney, Okrainec, Pearen and Wyatt.

Staff Members Present: David Putz, Bonnie Schenher, Lonnie Kaal, Gord Shaw, Dean Clark, Don Kunkel and Michael Eger. Recording: Gloria Signarowski.

A quorum being present Mayor James Wilson in the Chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

That the Regular Council Meeting Agenda and Committee of the Whole Council Meeting Agenda be approved as presented.

That the Committee of the Whole Council Meeting Agenda be amended by adding one property item and one personnel item as No. 2 and No. 3 in the in-camera portion.

PUBLIC ACKNOWLEDGEMENTS

Councillor Okrainec congratulated the Yorkton Exhibition on another successful Summer Fair. It was the 127th Annual Fair. Extra congratulations were extended to the Volunteers out there dealing with the same situations as other citizens in Yorkton dealing with the flood. It was a great event and a fabulous end with the fire works show. Well done to the staff and volunteers of the Yorkton Exhibition.

Councillor Wyatt sent a big thank you to Mayor Wilson who showed exemplary leadership throughout this whole last two weeks. We haven’t had a disaster in Yorkton since the accident at the Gallagher Centre and Mayor Wilson lead the City very well. He went to the next two levels of Government and got cooperation from them as well. On behalf of Council and all the citizens of Yorkton, thank you.

Mayor Wilson thanked Councillor Wyatt for his comments and said the people made the difference. So many people participated, City Management, the staff who stepped up and came forward. Everyone was dealing with their own crisis at home but put that aside to deal with the crisis within the City. Helping neighbours is so important and in showing what our community is really made of. Thank you to the EOC Staff of all levels who came forward and lead the charge. All the many volunteers in the City and outside the City must be commended for what they did. The Province came forward as well. He advised that if people still have issues to seek help as this is now a health issue. So, please take that into consideration and help each other.

HEARING OF PETITIONS, PUBLIC NOTICES AND PRESENTATIONS

Presentation – Benefit Concert

A letter received July 9th, 2010 from Mr. Ken Kohlert and Mr. Will Woods requesting to make a presentation to Council was circulated for the consideration of Council.
Mr. Woods and Mr. Kohlert were present in Council to make a presentation regarding a benefit concert for the flood disaster victims in Yorkton.

Presentation – Sundog Developments Ltd. – Proposed Condominium Townhouse Development – 14 Allan Bay

Sundog Developments provided a brochure regarding a condominium townhouse development at 14 Allan Bay that was circulated for the consideration of Council.
Mr. Stephen Onda from Sundog Developments Ltd. was present in Council Chambers to speak to their development.

Presentation – BHP Billiton

An email dated July 8, 2010 from Rick Keeler, Field Supervisor of Boyd/PetroSearch was circulated for the consideration of Council.
Mr. John McElroy, Exploration Manager was present in Council to make a presentation and introduced Mr. Rick Keeler, Field Supervisor and Mike Appala, Seismic Engineer of Boyd/PetroSearch, and Ms. Nicole Swain, First Nations & Métis Advisor to Council and to inform of their exploration activities in and around the City of Yorkton.

A memorandum dated July 7, 2010 from Mayor Wilson regarding appointments to the Yorkton Airport Authority was circulated for the consideration of Council.

Bylaw No. 30/2010 – Exemption of Taxes – Economic Development

That the application for condominium conversion of the existing apartment building located at 14 Allan Bay, Lots 30, Block 50, Plan 76Y01844 be approved, and that upon completion of adequate fire separations between the proposed units, the City Clerk be authorized to execute the Certificate of Clerk of Local Authority in Form GG as required under Section 7.1 of the Condominium Property Regulations, 2001, and that the Mayor and City Clerk be authorized to execute the Plan of Survey Showing Surface Building Condominium at 14 Allan Bay.

PERSONNEL MATTER

That we accept Recommendation No. C00047-2010 as contained in the Committee of the Whole Council Meeting Minutes of July 12, 2010 that the City Manager be given a 4% increase for 2010 in the amount of $4,689.77, plus a one-time pay adjustment of $5,405.83 to set the annual pay at $127,340.00 per annum, and that this adjustment be retroactive to January 1, 2010. Further that he be given the same annual percentage increases as allotted to our Out-of-Scope Staff beginning in 2011.
