SEPTEMBER 27, 2010

Minutes of a Regular Meeting of Council held on Monday, September 27, 2010 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor James Wilson, Councillors Arnelien, Fisher, Maloney, Okrainec, Pearen and Wyatt.

Staff Members Present: David Putz, Bonnie Schenher, Gord Shaw, Darcy McLeod, Michael Eger, Fran Brimacombe, Dennis Woroschuk, Trent Mandzuk, Michael Buchholzer, Dennis Karakochuk, Garvin Todosichuk, Jeff Fawcett and John Whittaker. Recording: Gloria Signarowski.

A quorum being present Mayor James Wilson in the Chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Les Arnelien commented that on Saturday, September 18th Councillors Okrainec, Wyatt and himself attended the Yorkton Lions Wine Festival. There were 50 samples of wine and 500 people in attendance. Thank you to the Yorkton Lions Club for that event and their good work in the community.

Councillor Larry Pearen advised of the many garage sales last weekend and how they save items from ending up in the landfill. There was also an open house at the Godfrey Dean Cultural Centre and Sports Hall of Fame during Cultural days in Yorkton September 24 to 26, 2010.

Mayor James Wilson advised of the upcoming Community Strategic Planning Public Meetings on September 30 from 12:00 to 1:00 p.m. at the Gallagher Centre Wellington West Room, and on October 4th from 7:00 p.m. to 8:00 p.m. He encouraged all citizens to attend. The purpose of the Yorkton 2020 Community Strategic Planning Conference is to determine the future for the City and to develop a shared vision for Yorkton through to 2020.

There was no one present to speak for or against Public Notice for Bylaw No. 36/2010 being a road closure and transfer of Suds Avenue and Standard Street.

Presentation – The Godfrey Dean Art Gallery

A letter dated September 23, 2010 from the Executive Director of the Godfrey Dean Arty Gallery regarding a request to apply for funding to renovate the kitchen at the Godfrey Dean Art Gallery was circulated for the consideration of Council.

Ms. Carol Bolt, Chair of the Godfrey Dean Art Gallery Board was present in Council Chambers to speak to their request.

A letter received September 22, 2010 from the Yorkton Pirate Tennis Club regarding lighting at the tennis court near the Western Development Museum was circulated for the consideration of Council.
Mr. Blaine Stoll, Secretary of the Yorkton Pirate Tennis Club was present in Council Chambers to speak to their request.

Presentation – Waste Reduction Week

A report dated September 20, 2010 from the Director of Environmental Services regarding a proclamation was circulated for the consideration of Council.
Mr. Michael Buchholzer was present in Council Chambers to speak to their request.

Presentation – Yorkton Airport Authority – Airport Development Plan

A letter dated June 18, 2010 from the Chairman of the Yorkton Airport Authority requesting to make a presentation on the Yorkton Airport Development Plan and update Council on their accomplishments was circulated for the consideration of Council.

Mr. Ron Evinou, Chairman was present in Council Chambers to speak to their accomplishments.

Director of Planning & Engineering- Results of RFP for Offsite Levy Background Report and Bylaw

A report dated September 17, 2010 from the Director of Planning & Engineering regarding an RFP for Offsite Levy background was circulated for the consideration of Council.

That Associated Engineering be awarded the contract to prepare a background report and Development Levy Bylaw on behalf of the City of Yorkton in the amount of $64,722.00 exclusive of GST and; that Administration enter into an engineering services agreement with Associated Engineering for this project.

Results of RFP Process for Official Community Plan, Zoning Bylaw and Sign Bylaw

A report dated September 16, 2010 from the Director of Planning & Engineering regarding a RFP process for the Official Community Plan, Zoning Bylaw and Sign Bylaw was circulated for the consideration of Council.

Results of RFP Process for Demolition of Kent Flour Mill

A report dated September 20, 2010 from the Manager of Engineering regarding the results of the RFP process for the demolition of Kent Flour Mill was circulated for the consideration of Council.

That Administration be authorized to proceed with awarding the contract for the Demolition of the Kent Flour Mill Property Elevator and Accessory Buildings except for the Brick Mill Building to the low bid received from Saskcon Repair Services Ltd. in the amount of $97,725.00 plus GST.

Councillor Pearen asked if some of the siding off the elevator could be reclaimed for heritage purposes.

Planner – Discretionary Use – DU05-10- 127 & 133 Good Spirit Crescent

A report dated September 20, 2010 from the Planner regarding a discretionary use at 127 and also at 133 Good Spirit Crescent was circulated for the consideration of Council.

Director of Community Development, Parks and Recreation - Godfrey Dean Kitchen Upgrade Support

A report dated September 23, 2010 from the Director of Community Development, Parks & Recreation regarding the Godfrey Dean Kitchen Upgrade Support was circulated for the consideration of Council.

That we accept Recommendation No. C00067-2010 as contained in the Committee of the Whole Council Meeting Minutes of September 27, 2010 that a market supplement of $10,000 per year ($384.62 bi-weekly) be provided to the Director of Environmental Services effective August 1, 2010 as a retention initiative; that this supplement not affect any future increment or cost of living adjustments as may be approved by Council; and that another market review be completed for this position prior to December 31, 2011 and annually after that to determine if an adjustment is required to the existing supplement.

That we accept Recommendation No. C00068-2010 as contained in the Committee of the Whole Council Meeting Minutes of September 27, 2010 that the City Manager be authorized to offer Brodie Avenue home owners the value of the land plus the difference between the appraised value of the building prior to July 1, 2010 and the combined PDAP payout plus PDAP deductible; and further that the offers for 29 and 67 Brodie Avenue remain open for a period of five years.
