NOVEMBER 1, 2010

Minutes of a Regular Meeting of Council held on Monday, November 1, 2010 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor James Wilson, Councillors Arnelien, Fisher, Maloney, Okrainec, Pearen and Wyatt.

Staff Members Present: David Putz, Bonnie Schenher, Gord Shaw, Fran Brimacombe, Michael Eger, Keith Gervais, Moshiur Rahman, and Nicole Chepil. Recording: Gloria Signarowski.

A quorum being present Mayor James Wilson in the Chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Okrainec thanked everyone who took part in the Community Strategic Planning Session recently. About 50 people attended the 2 ½ days. A lot of good work was done by people from all walks of life in Yorkton. Beginning November 3rd is the Grain Millers Harvest Showdown. Potash has been in the news a lot lately and everyone here knows how important agriculture is to us and this show is really a celebration of agriculture. He asked everyone to support the Yorkton Exhibition and the Grain Millers Show. He reminded everyone about Remembrance Day coming up on Thursday, November 11th and asked that we all come out and support those that have helped ensure that Canada remains free.

Councillor Fisher thanked all the participants and those that worked on the Health Foundation Gala which took place about a week ago. $35,000 was raised for equipment for our local hospital. Successful ventures like that are only successful because of the people that work on them. He thanked the Volunteers, St. Mary’s, the Greek Community and everyone who came out and supported the Gala.

Mayor Wilson also commented on the Community Strategic Planning Session. He thanked all the people who attended from all walks of life in the community and different interest groups. They joined us and came together. Thank you to Council and City Administration for putting this together. It is something of great value for the years ahead and we do have a commitment to the Public to present this. Council has taken the Community Strategic Plan back to digest and review it, and Council will be coming back in due time to present it to the rest of the community. Mayor Wilson also advised that Keith Gervais the City Controller has successfully obtained his Certified Management Accountant (CMA) certification. Congratulations to Keith for a great accomplishment.

Mayor Wilson welcomed Mrs. Nicole Chepil the new Director of Human Resources to the City of Yorkton. Nicole has been here for one week and has already made a difference. Welcome to you and your family to Yorkton.

That we accept recommendation No. C00076-2010 as contained in the Committee of the Whole Council Meeting Minutes of November 1, 2010 that Administration be authorized to proceed with completing work covered by insurance with $25,000 deductible plus $610,000 being the estimated cost to do all the work necessary to address all mechanical and roof issues. This would permit the library to resume normal operations at the existing location indefinitely or at least until a joint College/City Library can be constructed (5 to 7 years). In addition the facility could be converted to use for the RCMP or other City use with minimal additional investment. Financing the project is to be accomplished with minimal budget impact by using an internal loan combined with the existing internal loan at a rate of 2% per annum and extending the term to 2025.

That we accept Recommendation No. C00077-2010 as contained in the Committee of the Whole Council Meeting Minutes of November 1, 2010 that Administration be authorized to offer CP Rail $32,500 for the purchase of Parcel SW 36-25-04-W2, Plan AE 1433 on the condition that a Phase II Environmental Assessment does not reveal contamination. Further that Administration be authorized to have a Level II Environmental Assessment conducted on the property.
