REGULAR COUNCIL MEETING MINUTES
NOVEMBER 15, 2010
Minutes of a Regular Meeting of Council held on Monday, November 15, 2010 in Council Chambers City Hall commencing at 5:00 p.m.
Present: Mayor James Wilson, Councillors Arnelien, Fisher, Maloney, Okrainec, Pearen and Wyatt.
Staff Members Present: David Putz, Bonnie Schenher, Lonnie Kaal, Gord Shaw, Don Kunkel, Trent Mandzuk, Michael Buchholzer, Dean Clark, S/Sgt. Joe Milburn, Darcy McLeod, Faisal Anwar and Nicole Chepil. Recording: Gloria Signarowski.
A quorum being present Mayor James Wilson in the Chair called the meeting to order at 5:00 p.m.
APPROVAL OF AGENDA
Okrainec – Fisher
That the Regular Council Agenda and Committee of the Whole Council Agenda for this meeting be approved as presented.
Councillor Pearen advised that this past Thursday was the Community Remembrance Day Service held in the Flexi Hall, a wonderful location for these sorts of things. He congratulated The Royal Canadian Legion, the Cadets, RCMP and Fire Fighters and to Rayanne Ottenbreit’s “O Canada”. To the Special Guest Speaker Major Ron Haskell who is also here today. He thanked him for his speech. He just returned from a tour of duty. We are very proud of what the Canadian Forces do for us and thank you to our Veterans for doing so much for us.
Mayor Wilson spoke of Remembrance Day as well. He had the honour and privilege of laying a wreath at the cenotaph in honour of our Veterans and current serving members. He then visited the 64th Field Battery at the Armoury and visited with some of the Members. He then went onto the Army and Navy, a wonderful atmosphere, for a presentation by Major Haskell and discussions about those serving in Afghanistan. The Guest Speaker was Petty Officer Derrick Nearing sharing his stories and what it’s like to serve in our Armed Forces of today. He finished at the Legion with Silver Cross Mother Susan Shipway. It was a wonderful day and evening of memory with our Veterans and to those who gave the ultimate sacrifice for our gift of freedom. We must remember November 11th and the gifts they gave to us. On a special note, it is an honour to have Councillor Okrainec in our presence who is a Veteran having served with the Princess Patricia Canadian Light Infantry. He thanked Councillor Okrainec for doing his part for our nation.

That the Committee of the Whole Council Meeting Minutes of November 1, 2010 be received and filed as presented.
HEARING OF PETITIONS, PUBLIC NOTICES AND PRESENTATIONS
Presentation – 64th Field Battery
Major Ron Haskell, CD – the Deputy Commanding Officer of the 64th Field Battery had requested to be placed on the Council Agenda for Monday, November 15th to make a presentation to Council.
Major Ron Haskell and Bombardier Austin Hovrisko were present in Council Chambers to present to Mayor Wilson and Council a framed picture of themselves along with Bombardier John Bencharski holding a City of Yorkton flag at the Forward Operating Base – Wilson West of Kandahar, Afghanistan on March 28, 2010.
Major Haskell and Bombardier Hovrisko were thanked for their presentation and work with the 64th Field Battery.

That we receive and file the presentation from the 64th Field Battery of the picture and flag taken in Afghanistan in March of 2010.
INTRODUCTION OF BYLAWS
Bylaw No. 39/2010 – Permanent Closure and transfer of lane in Block 3, Plan 36064
Wyatt – Pearen
That Bylaw No. 39/2010, a Bylaw of the City of Yorkton to provide for the permanent closure and transfer of a lane within Block 3, Plan 36064 be introduced and read a first time this 15th day of November A.D. 2010.
Bylaw No. 43/2010 – Amend Traffic Bylaw No. 10/2000 – Schedule Q

That Bylaw No. 43/2010, a Bylaw of the City of Yorkton to amend Traffic Bylaw No. 10/2000, regulating traffic, the use of public streets and to preserve order thereon be introduced and read a first time this 15th day of November A.D. 2010.

That Bylaw No. 43/2010 be read a second time this 15th day of November A.D. 2010.
Maloney – Okrainec
That Bylaw No. 43/2010 receive all three readings this 15th day of November A.D. 2010.

That Bylaw No. 43/2010, a Bylaw of the City of Yorkton to amend Traffic Bylaw No. 10/2000, regulating traffic, the use of public streets and to preserve order thereon be read a third time after unanimous agreement had been reached to have third reading this 15th day of November A.D. 2010 and registered in the Bylaw Register of the City of Yorkton.
Director of Finance – 2011 Operating and Capital Budget
The 2011 Operating and Capital Budgets were presented to Council with a 2.5% increase. Each Director of the various Departments within the City of Yorkton gave a brief summary of their accomplishments for 2010 and the work planned for the 2011 Budget as well as any budgetary requests.

That the 2011 Operating budget in the amount of $20,319,000 be adopted as presented.
Councillor Wyatt opposed.
The Chair was passed to Deputy Mayor Fisher at 6:20 p.m. and it reverted back at 6:24 p.m.
Maloney – Pearen
That the 2011 Capital Budget for projects totaling $13,378,760 be adopted as presented with funding from reserves $2,299,130, grants $4,833,963, debt/other $4,369,667 = $1,876,000 to be funded from the 2011 taxes.
The Chair was passed to Deputy Mayor Fisher at 6:26 p.m. and it reverted back at 6:26 p.m.

That this Regular Council Meeting move into a Committee of the Whole Council Meeting at 6:26 p.m.
