JANUARY 10, 2011

Minutes of a Regular Meeting of Council held on Monday, January 10, 2011 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor James Wilson, Councillors Arnelien, Fisher, Maloney, Pearen, Okrainec and Wyatt.

Staff Members Present: David Putz, Bonnie Schenher, Lonnie Kaal, Gord Shaw, Darcy McLeod, Michael Eger and Faisal Anwar. Recording: Gloria Signarowski.

A quorum being present Mayor James Wilson in the Chair called the meeting to order at 5:00 p.m.

Presentation – Tourism Yorkton – 2010 Annual Report

The 2010 Annual Report from Tourism Yorkton was circulated for the consideration of Council. Mr. Neil Thom, Chairman of Tourism Yorkton was present in Council Chambers along with Mrs. Randy Goulden, Executive Director. Mr. Thom spoke to their request.

Presentation – Crop Interpretive Centre

A letter received January 6, 2011 from the Director of the Western Canadian Crop Technology Interpretive Centre, Inc. was circulated for the consideration of Council.
Ms. Juanita Polegi, Director was present in Council Chambers along with Directors Mr. Jim Gorman and Mrs. Randy Goulden. Ms. Polegi spoke to their request.

Public Notice – Discretionary Use Application - Parcel Y, Plan 101963842 – 83 King Street

There was one written objection by email received from a concerned citizen regarding the Discretionary Use Application for Parcel Y, Plan 101963843 located at 83 King Street. This person had been contacted and the City provided the information required. The objector was invited to attend Council, but did not attend.

Mayor Wilson – Council Committees

A memorandum dated September 10, 2010 from Mayor Wilson regarding a Chart of Proposed Committees of Council outlining changes was circulated for the consideration of Council. Mayor James Wilson spoke to his memorandum.

The Chair was passed to Deputy Mayor Fisher at 5:12 p.m. and it reverted back at 5:17 p.m.

Director of Planning & Engineering – Planning for Growth Initiative – Update to Stage 1 Approval

A report dated December 29, 2010 from the Director of Planning & Engineering regarding Planning for Growth Initiative, update to Stage 1 Approval was circulated for the consideration of Council.

That the City’s share of funding is approved for its work included within an amended Stage 1 application under the Planning for Growth (PFG) Program for the creation of a new Official Community Plan, Zoning Bylaw and Sign Bylaw for the City of Yorkton with the R.M. of Orkney No. 244 being the sponsoring municipality; and that the Municipal Planning Commission is designated as the Steering Committee for the preparation of the Official Community Plan, Zoning Bylaw and Sign Bylaw with additional representation from other groups who have identified an interest.

Director of Community Development Parks & Recreation- Wind Turbine Pilot Project

A report dated December 22, 2010 from the Director of Community Development, Parks & Recreation regarding a wind turbine pilot project was circulated for the consideration of Council.

That Administration be authorized to submit an expression of interest letter to Sask Power indicating that the City of Yorkton would like to be considered for the Self-generated Electricity Demonstration Project for Rinks.

2011 Pest Control Officer, Weed Inspector and Municipal Inspector Appointments

A report dated December 15, 2010 from the Director of Community Development, Parks & Recreation regarding the appointment of the 2011 Pest Control Officer, Weed Inspector and Municipal Inspector was circulated for the consideration of Council.

Planner - Discretionary Use DU06-10 – Planned Unit Development – 83 King Street East

A report dated January 5, 2011 from the Planner regarding a discretionary use application for 83 King Street East was circulated for the consideration of Council.

A report dated January 4, 2010 from the Planner regarding a discretionary use application for 306 Gladstone Avenue South was circulated for the consideration of Council.

Director of Planning and Engineering - Land Development Proposal Update [27.10(f)(ii)(iv)(v)&(g)]

That we accept Recommendation No. C00002-2011 as contained in the Committee of the Whole Council Meeting Minutes of January 10, 2011 that Administration be directed to enter into an agreement with the Developer for the placement of fill material within the SW ¼ Sec. 1-26-4-W2nd to be completed in two phases: (1) the development site [estimated to be 4.5 acres (more or less)] to be completed in 2011 and (2) the remainder of the SW ¼ Sec. 1-26-4-W2nd exclusive of the storm water channel and pond to be completed as fill material becomes available for when development occurs. This agreement will also include a provision for cost sharing of engineering services related to the placement of the fill.

Councillor Richard Okrainec declared a pecuniary interest for the next item on the Agenda and left Council Chambers at 6:45 p.m.

Kelsey Bay Extension Project Update [27.10(e)(i)(iii)(v)]

That we accept Recommendation No. C00003-2011 as contained in the Committee of the Whole Council Meeting Minutes of January 10, 2011 that Administration communicates with the Developer that Option Four is the City’s preference and to outline the associated costs and areas of responsibility with the cost being outlined in a letter of understanding to the Company based on a project cost split of 81:19. Carried.***

Proposal to Amend SUMA Bylaws [27.10(e)(i)(iii)&(f)(iv)]

That we accept Recommendation No. C00007-2011 as contained in the Committee of the Whole Council Meeting Minutes of January 10, 2011 that the City of Yorkton hereby expresses its support in principle for the proposal to amend SUMA’s bylaws to effectively recognize the Chair of the Saskatchewan City Mayor’s Caucus as SUMA’s Vice-President of Cities and as the formal sector representative of cities on SUMA’s Executive Committee.

Personnel Matter [27.10(e)(i)(iii)&(f)(iv)(v)]

That we accept Recommendation No. C00008-2011 as contained in the Committee of the Whole Council Meeting Minutes of January 10, 2011 that Administration be authorized to enter into a formal written loan agreement with Mr. Gord Shaw to cover the costs of rent and utilities pending the sale of his house in Bassano, Alberta. Further that the agreement provides for the payment of interest at the City’s rate. The loan is to be repaid from the proceeds of the sale of the house in Bassano, Alberta. The status or continuation of the loan if not repaid shall be reviewed after twelve (12) months.
