REGULAR COUNCIL MEETING MINUTES
MARCH 14, 2011

Minutes of a Regular Meeting of Council held on Monday, March 14, 2011 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor James Wilson, Councillors Arnelien, Fisher, Maloney, Okrainec, Pearen and Wyatt.

Staff Members Present: David Putz, Bonnie Schenher, Lonnie Kaal, Darcy McLeod, Michael Eger, Brant Hryhorczuk, Faisal Anwar, Fran Brimacombe, Dean Clark, Trevor Morrissey, John Whittaker, Jeff Fawcett and Garvin Todosichuk. Recording: Gloria Signarowski.

A quorum being present Mayor James Wilson in the Chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Okrainec had the opportunity to attend the Ducks Unlimited kick off evening for the banquet coming up at the end of April. If you are interested in tickets for the banquet it will be held on April 30th please contact Ron Skinner. Over the years Ducks Unlimited has spent about $34 million in this area to upgrade the waterfowl and similar wetland projects. Also last year they dedicated the “HarrisConservation Project” to Don Harris, a passionate volunteer and conservationist of Ducks Unlimited. Don is still around in Yorkton. If you have the opportunity to go to the Ducks Unlimited Office, you can tour around in a canoe to see what they’ve done there. The banquet is a great fundraiser for Ducks Unlimited.

I know we’ve all been following the disaster in Japan, even though we are far away, and our hearts and prayers go out to everybody in the Japan area. It is a brutal situation there and I know everyone would want to send their respects to those that have passed away there and wish them well in their recovery.

HEARING OF PETITIONS, PUBLIC NOTICES AND PRESENTATIONS

A letter dated March 9, 2011 from the Yorkton Alliance of Asset Champions regarding their upcoming youth summit in April was circulated for the consideration of Council.
Mr. Andrew Sedley, Co-Chair introduced some of the youth members from the Yorkton Alliance of Asset Champions who were present in Council Chambers. Delyse Kormos, Katie Flaman, Vicki Lazurko, Meaghann White, Jackie Rodney, Tyler Pindus, and Kaylee Ford. Vicki and Meaghann spoke to their request.

Manager of Building Services – Options for Entry Level Homes in Yorkton

Planner – Proposed Subdivision SD01-11 – Northeast corner of Highway No. 9 North and Broadway Street East

A report dated March 8, 2011 from the Planner regarding a proposed subdivision SD01-11 on the northeast corner of Highway No. 9 North and Broadway Street East was circulated for the consideration of Council.

Economic Development Officer – Housing Needs Assessment Study

A report dated March 10, 2011 from the Economic Development Officer regarding the Housing Needs Assessment Study was circulated for the consideration of Council.

That Council approve:
1. A 5-year Community Housing Plan be prepared to accommodate housing needs of all groups living in Yorkton. The housing plan shall be developed with the participation/consultation of community members, community based organizations and other stakeholders while evaluating different housing incentives, regulatory initiatives, financing options, and potential solutions provided by the focus group participants in this study.

2. That secondary suite development be encouraged in the basements or in the backyards to lessen the burden on rental housing market. Local tax incentives can be offered along with necessary adjustment or changes in the zoning bylaws for secondary suite development. The secondary suites will increase the rental housing stock in Yorkton as well as ease-up mortgage payments for the home owner/buyer in order to minimize housing affordability issues.

3. That small-size less expensive lots be developed for low cost entry-level housing development along with appropriate size lots for more housing options.

4. That the Housing Needs Assessment Study be approved with recommendations as presented.
