March 28, 2011

Minutes of a Regular Council Meeting held on Monday, March 28, 2011 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor James Wilson, Councillors Arnelien, Fisher, Maloney, Okrainec, Pearen and Wyatt.

Staff Members Present: David Putz, Bonnie Schenher, Lonnie Kaal, Gord Shaw, Trent Mandzuk, Darcy McLeod, Nicole Chepil, Dean Clark, Trevor Morrissey, Michael Buchholzer, Dennis Woroschuk, Brant Hryhorczuk, Don Kunkel. Recording: Gloria Signarowski.

A quorum being present Mayor James Wilson in the Chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Mayor James Wilson advised it was a sad day for us today as we send condolences to Carol McLashen on the sudden passing of her son Corey. Our thoughts and Prayers are with you and your family today and we are here for you.

Councillor Ross Fisher commented that the Health Foundation Charity Golf Classic is coming up this summer. They annually hold Learn to Run clinics in May in conjunction with this event and you may contact the Health Foundation if you would like more information.

Councillor Larry Pearen noted the Yorkton Music Festival is going on now with several hundred students participating. Thank you to all the teachers and parents for their involvement and we look forward to continued success in that area.

Mayor James Wilson acknowledged the Public Works Assistant Manager Theodore and Manager Trent for taking preventative measures for the spring thaw. They will begin having staff work an extra shift to get all the catch basins cleaned and drainage ditches prepared for the thaw.

HEARING OF PETITIONS, PUBLIC NOTICES AND PRESENTATIONS

Proclamation – Canadian Cancer Society – Daffodil Month – April 2011 and Daffodil Day – April 27, 2011

A letter dated February 1, 2011 from the Canadian Cancer Society requesting a proclamation was circulated for the consideration of Council.
Mr. Murray Williams, Acting President of the Parkland Unit of the Canadian Cancer Society was present in Council Chambers to speak to their request.

That Council authorize Mayor James Wilson to proclaim the month of April as “Daffodil Month”; April 27th, 2011 as “Daffodil Day” and to have their flag raised on Friday, April 1st, 2011 at 10:00 a.m. at City Hall Park .

Presentation – Deer Park Golf Club – Request to Waive Green Fees for Par 3 Golf Tournament

An email dated March 22, 2011 was received from the Deer Park Golf Club requesting the City of Yorkton to waive green fees for a Par 3 Tournament Fundraiser in July 2011 was circulated for the consideration of Council.

Mr. Bruce Thurston, Chairperson of the Deer Park Golf Club (DPGC) was present in Council Chambers to speak to their request.

That Council authorize that the green fees be waived for a Par 3 Golf Tournament to be held July 15, 2011 at Deer Park Golf Course and that all the funds raised would be returned to the City for improvements at the Deer Park Golf Course.

Presentation – Joe Bisschop – Lot Development Changes for Affordable Housing

An email dated March 21, 2011 from Joe and Cheryl Bisschop requesting to speak about lot development changes in Riverside Meadows Phase II for affordable housing in Yorkton was circulated for the consideration of Council.

Mr. and Mrs. Bisschop were present in Council Chambers and Mr. Bisschop spoke to their concerns.

A letter received March 21, 2011 from Ms. Shona Madsen of 58 Tamarack Cove regarding concerns of affordable housing in the Riverside Meadows Phase II was circulated for the consideration of Council.

Director of Finance – 2010 Year End – General Operations

A report dated March 18, 2011 from the Director of Finance regarding the 2010 Year End General Operations was circulated for the consideration of Council.

That departmental year-end surplus transfers to reserves be approved with $25,000 to Godfrey Dean reserves and $75,000 to landfill reserve. Further, that the 2010 July 1st flood be partially funded by withdrawing $75,000 from the previous years’ operating surplus reserve and $125,000 from the annexation operating reserve.

2010 Financial Review of Land Fund

A report dated March 22, 2011 from the Director of Finance regarding the 2010 Financial Review of the Land Fund was circulated for the consideration of Council.

2011 Board of Revision Appointments

A report dated March 21, 2011 from the Director of Finance regarding the 2011 Board of Revision Appointments was circulated for the consideration of Council.

That the City of Yorkton – Board of Revision be comprised of: Board Members – Wayne Cantelo, Howie Fehrenbach, Stuart McFadyen, Joe Boyle and Wayne Jensen and Secretary – Kathy Ritchie, with alternate secretary being Carol McLashen; and further that each Board Member be appointed to serve for a two year period of 2011 and 2012 and be paid remuneration of $200.00 per day required to hear and decide appeals.

Director of Public Works - Urban Highway Connector Program

Director of Community Development, Parks & Recreation - YUMMY Funding Request

A report dated March 22, 2011 from the Director of Community Development, Parks and Recreation regarding a funding request for the Yorkton Understanding Minds of Many Youth (YUMMY) was circulated for the consideration of Council.

A report dated March 22, 2011 from the Director of Community Development, Parks and Recreation regarding office relocation funding was circulated for the consideration of Council.

City Manager - Real Estate Commission Policy No. 10.130

A report dated March 24, 2011 from the City Manager regarding the Real Estate Commission Policy was circulated for the consideration of Council.

That Real Estate Commission Policy No. 10.130 be amended with Commissions to be set at 2.5% on Industrial and Commercial lands valued at less than $1,000,000. Commissions on lands valued at more than $1,000,000 to be negotiated individually.

Communities of Tomorrow – Proposed Leveraged Municipal Innovation Fund

A report dated March 24, 2011 from the City Manager regarding the Communities of Tomorrow Proposed Leveraged Municipal Innovation Fund was circulated for the consideration of Council.

Habitat for Humanity – Donation of House at 29 Brodie Avenue

That we accept Recommendation No. C00019-2011 as contained in the Committee of the Whole Council Meeting Minutes of March 28, 2011 that Council sell 29 Brodie Avenue to Habitat for Humanity Yorkton for $10.00 on the condition that the home will be moved to 23 Dunlop Street at their cost.
Councillors Arnelien and Fisher opposed.

Director of Human Resources – Out-of- Scope City Allocation Benefit

That we accept Recommendation No. C00020-2011 as contained in the Committee of the Whole Council Meeting Minutes of March 28, 2011 that Administration be authorized to provide a $10 increase to the monthly City Allocation benefit for Out-of-Scope employees effective April 1, 2011, and a further $10 increase effective January 1, 2012.

Fire Chief – Fire Department Restructuring

That we accept Recommendation No. C00021-2011 as contained in the Committee of the Whole Council Meeting Minutes of March 28,2 011 that we hire one full time fire fighter to bring the complement up to 16 fire fighters being 4 platoons with 4 members on each platoon, and review in September of 2012 to evaluate the cost effectiveness at that time.
Councillor Pearen opposed.
