REGULAR COUNCIL MEETING MINUTES
April 11, 2011

Minutes of a Regular Meeting of Council held on Monday, April 11, 2011 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor James Wilson, Councillors Arnelien, Fisher, Okrainec, Pearen, and Wyatt.

Absent: Councillor Bob Maloney.

Staff Members Present: David Putz, Bonnie Schenher, Lonnie Kaal, Gord Shaw, Michael Buchholzer, Darcy McLeod, Dean Clark, Brant Hryhorczuk, Michael Eger, Trent Mandzuk, Jeff Fawcett, Dennis Woroschuk, and Lisa Washington. Recording: Gloria Signarowski.

A quorum being present Mayor James Wilson in the Chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Les Arnelien advised that the Big Brothers and Big Sisters have their biggest fund raiser with Bowl for Kids Sake being held on April 15, 16 and 17. He thanked Council for sponsoring him as he will be participating in this event.
Councillor Richard Okrainec attended an event last week put on by the Saskatchewan Abilities Council. The Partners in Employment were presenting certificates to the 17 businesses that have employed persons with disabilities over the last year. Congratulations to all those businesses.

Councillor Ross Fisher congratulated the Yorkton Exhibition for another successful Spring Expo. He assisted in the booth with the Health Foundation on Friday selling lottery tickets. People from all over the area were in attendance. It was a well organized event that is good for our community. The Health Foundation along with GX Radio and The Fox FM will hold a radiothon on April 25 and 26. They will be talking about planning for a new Regional Hospital. People from the Health District and the Community will be conducting interviews talking about the benefits to the community. This is the first time this is being addressed publicly and he encouraged everyone to tune in and listen to the radio at this time.

A report dated March 22, 2011 from the Community Development Manager regarding a proclamation was circulated for the consideration of Council.
Lisa Washington, Community Development Manager was present in Council Chambers to speak to their request.

Director of Environmental Services - Tender Award – Queen Street WTP Contract 7: Facilities Decommissioning

A report dated April 8, 2011 from the Director of Environmental Services regarding the tender award for the Queen Street WTP Contract 7 was circulated for the consideration of Council.

That Curtis Construction be awarded the Queen Street WTP, Contract 7: Facilities Decommissioning for a contract price of $232,050.00; Further, that the construction budget includes a contingency allowance of $67,950.00 for a total budget of $300,000.00.

Director of Community Development, Parks and Recreation - Tabled Motion #R00124-2011 – Office Relocation Funding Request

That Motion No. R00124-2011 being that the relocation of the Community Development, Parks and Recreation Administrative Offices to the Godfrey Dean Cultural Centre be approved; and further that Administration’s request to access $35,000.00 from the Facility Capital reserve account and $35,000.00 from the Godfrey Dean Reserve account for the renovation of the Godfrey Dean Cultural Centre, be approved. Further if the Yorkton Arts Council does not receive their grant, that Administration be directed to bring back a report to Council on where the additional funding would come from to complete the project.
Councillors Arnelien, Fisher and Wyatt opposed.
Motion defeated.***

That Council waive the green fees for the Par 3 golf tournament on July 15th, 2011 with the understanding that any proceeds realized from the tournament will be spent on City Assets. This tournament is a joint venture between the Deer Park Golf Club and the Yorkton Exhibition Association and the Deer Park Golf Club will spend their share on golf course improvements and the Yorkton Exhibition Association will spend their share on improvements at the Gallagher Centre.
Councillor Wyatt opposed.

That we accept Recommendation No. C00027-2011 as contained in the Committee of the Whole Council Meeting Minutes of April 11, 2011 that Mr. Barnes be given a Counter Offer of $189,000 with a deposit of $10,000 to close in 90 days. The offer is subject to the property being rezoned and the lane being closed. Further that the property is eligible for the tax abatement under the rental incentive program.
