MAY 2, 2011

Minutes of a Regular Meeting of Council held on Monday, May 2, 2011 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor James Wilson, Councillors Arnelien, Fisher, Maloney, Okrainec, Pearen and Wyatt.

Staff Members Present: David Putz, Bonnie Schenher, Lonnie Kaal, Gord Shaw, Michael Eger, Michael Buchholzer and Brant Hryhorczuk. Recording: Gloria Signarowski.

A quorum being present Mayor James Wilson in the Chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Richard Okrainec had been invited to the St. Paul’s Oratory Competition. Congratulations not just to the finalists but to all students for public speaking. He also attended the Yorkton Spring Steer and Heifer show that had about 200 participants. It is the largest spring steer and heifer show in the Province and also includes Manitoba. Congratulations to the Exhibition Association. Being an Ex-Military Man, congratulations to the United States this helps put closure to the many deaths from 9/11. Our condolences to Mayor James Wilson and his family on the passing of his Mother. Mayor Wilson thanked the whole community for their support, a special thank you to Council and Administration.

Councillor Ross Fisher advised that the Health Foundation held a Radiothon last week and he thanked everyone who participated. It was an outstanding success this year to raise funds for a new Regional Hospital. Thanks to GX94 and The Fox, Parkland Mall and Sask Tel who picked up all the costs so that one hundred percent (100%) of the donations went to the foundation for a total of $129,000 raised. There will be a Zumba night held this Friday from 7:00 p.m. – 10:00 p.m. which is a cross between Aerobics and Latin dance. It is sponsored by Forever Fit Gym with the cost being $6.00 and 100% of that fee will be donated to the Health Foundation for the New Regional Hospital Fund.

Councillor Larry Pearen advised that Monday he attended the Yorkton Tribal Council Residential School Survivor Symposium. It was a 3 day event with aboriginal people from all over sharing their stories. It provided a healing process for residential school survivors and was a very worthwhile event.

Councillor Bob Maloney attended the Kalyna Dance Festival which was the 10th annual. He commended Adam Fetch and Curtis Maleschuk for their contribution over the past 10 years and congratulated them for running the festival in Yorkton for 10 years. The Ducks Unlimited banquet was to be held on Saturday but because of the storm it was postponed until Tuesday at the Gallagher Centre. Proceeds going to the preservation of the wetlands in our area.

Mayor James Wilson advised of the Youth Summit – Youth Speak he attended along with 250 students from Grades 8 to 12 from different schools. Very good information provided. Council also took part. The Youth is not just the future, they are “today”! The Asset of Champions organization had a big part in this, and Mr. Andrew Sedley had a significant part in making this a most successful event. Thank you to all the youth.

Director of Environmental Services - Residential Spring Clean Up Week Campaign

A report dated April 18, 2011 from the Director of Environmental Services regarding Spring Clean Up Week was circulated for the consideration of Council.

That Council authorize Mayor James Wilson to proclaim the week of May 9th to 14th, 2011 as “Spring Clean Up Week” in the City of Yorkton with landfill entrance fees at the Sanitary Landfill waived for City of Yorkton schools and residents hauling in their residential refuse by car, half-ton truck or single axle utility trailer and further; that Mayor Wilson write letters to each of the Schools to support this.

Director of Finance – Yorkville Public Utility Board – Revised Agreement

A report dated April 20, 2011 from the Director of Finance regarding a Letter of Understanding for the Yorkville Public Utility Board was circulated for the consideration of Council.

That Administration be authorized to have a solicitor prepare a new agreement with Yorkville Public Utility Board based on the letter of understanding attached. This agreement to be brought back to Council for review and authorization after it has been reviewed by YPUB’s solicitor and executed by YPUB. Further, that billings for 2010 be adjusted to $25,000 and that the previous interest issue regarding acreage connect fees be waived.
Councillor Chris Wyatt opposed.

Director of Planning and Engineering - Entry Level Housing Update

A report dated April 26, 2011 from the Director of Planning and Engineering regarding the entry level housing update was circulated for the consideration of Council.
The Director of Planning and Engineering provided a power point presentation on this project.

That the Housing Background Report attached to this report be directed to the Yorkton Housing Committee for its review and recommendation for future consideration by City Council; that Administration be directed to proceed with the engineering on the C.J. Houston and York Colony properties and the installation of extra servicing on the multi-family lots on Good Spirit Crescent with a budget of $154,000 plus GST and PST; that Administration be directed to prepare a new zoning district to address entry-level housing in this community and to report back to City Council at its June 13, 2011 Regular Council Meeting; and that Administration is directed to prepare and circulator to the building industry and others a technical circulate on secondary suites before June 1, 2011.

Director of Planning and Engineering - Harvard Development Agreement for Proposed Commercial Development

A report dated April 26, 2011 from the Director of Planning and Engineering regarding an agreement for a proposed commercial development was circulated for the consideration of Council.

That the Mayor and City Clerk be authorized to execute the attached Memorandum of Agreement with Harvard Developments Inc. for the development of lands located at the intersection of Highway No. 9 and Broadway Street East. Further, that Administration advise the Developer in writing that modifications to the side slopes as shown in the attachment to this report is permitted provided that a 4:1 slope is maintained and franchise utilities and signage is relocated at the expense of the Developer.
