REGULAR COUNCIL MEETING MINUTES
MAY 30, 2011

Minutes of a Regular Meeting of Council held on Monday, May 30, 2011 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor James Wilson, Councillors Arnelien, Fisher, Maloney, Okrainec, and Pearen.

Absent: Councillor Chris Wyatt.

Staff Members Present: Darcy McLeod, Bonnie Schenher, Lonnie Kaal, Gord Shaw, Michael Buchholzer, Trent Mandzuk, Darren Spelay and Brant Hryhorczuk. Recording: Gloria Signarowski.

A quorum being present Mayor James Wilson in the Chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Arnelien advised he brought greetings to the 2011 Graduating Class from Sacred Heart High School with 82 graduates. Good luck to all of them.

Councillor Maloney advised that June 10th he will bring greetings on behalf of the City of Yorkton to the Parkland College Graduates. Best Wishes to all 200+ students. On June 17th the Dollars for Scholars Golf Tournament will be held at Deer Park Golf Course which contributes to the Scholarship fund. It is a tremendous event and Councillor Pearen and himself, will be attending.

Councillor Okrainec mentioned the Brayden Ottenbreit Close Cuts for Cancer event was held at the Parkland Mall recently with 60 people taking part. They raised $45,000 with almost $5,000 to be spent locally. Thanks to Leone and Greg Ottenbreit for organizing this event. Luke Boechler was also in attendance to promote a bone marrow registry “Five Minutes for the Fight”. There were 78 people that signed up for the bone marrow registry.

Councillor Fisher noted the Health Foundation Golf Classic coming up on June 9th.

Mayor Wilson spoke of the 64th Annual Film Festival which is the longest running festival in North America. There were people here from the United Kingdom, Vancouver, Toronto and Manhattan as well as many other places. Thanks to the Volunteers and to Randy Goulden, Executive Director. Thanks to the Lions Club for putting on the Lobster Fest in conjunction with the film festival.

Proclamation – Tourism Awareness Week – June 5-11, 2011

A letter dated May 2, 2011 along with a proclamation were circulated for the consideration of Council. Mr. Neil Thom, President, Mrs. Randy Goulden and Mr. Dale Pelletier, from the Painted Hand Casino were present in Council Chambers. Mr. Neil Thom spoke to their request.

Presentation – Community Development, Parks and Recreation Committee – Proclamation – June is Recreation and Parks Month

A letter dated May 24, 2011 from the Chairperson of the Community Development, Parks and Recreation Committee along with a proclamation were circulated for the consideration of Council. Mr. Delmar Zwirsky, Chairman was present in Council Chambers to speak to their request.

A letter dated May 9, 2011 from the St. John Ambulance along with a proclamation was circulated for the consideration of Council. Ms. Judy Purdue, Location Manager in Yorkton was present in Council Chambers to speak to their request.

Presentation – Request to Keep Chickens in City Limits

A letter dated May 25, 2011 from Ms. Tricia Reed and Ms. Shanon Hilton along with pertinent background information regarding the request to have chickens within City Limits was circulated for the consideration of Council.
The ladies provided a power point presentation to Council on this matter.

ADMINISTRATIVE REPORTS

Director of Finance – SIGN – 83 North Street – Land Modifications

A report dated May 6, 2011 from the Director of Finance regarding 83 North Street land modifications was circulated for the consideration of Council.

That the lands upon which the building known as 83 North Street (Lots 3-8, Block 10, Plan 59Y05945) owned by Good Spirit School Division and leased to SIGN (Society for the Involvement of Good Neighbours) be amalgamated so as to create a parcel for the building and separate parcels that could be used for other purposes. Once the lands are restructured, that administration bring forward recommendations to Council for future use of these parcels and a proposed long term lease with SIGN; provided that Good Spirit School Division is in agreement.

Director of Planning and Engineering – Summary Report of Yorkton West Storm Drainage Study

A report dated May 18, 2011 from the Director of Planning and Engineering regard the Yorkton West Storm Drainage Study was circulated for the consideration of Council.

1. The Yorkton West Storm Drainage Study prepared by Associated Engineering is accepted as a long-term action plan to address storm water management in the Yorkton West area as funding and resources are available.
2. The extensive upgrade concept identified as SCO10 in the report be adopted as the long-term solution to storm water management in the Yorkton West area as funding and resources are available.
3. Administration is directed to work with Associated Engineering to prepare a scope of work and budget for the advanced engineering required for the extensive upgrade concept SCO10 and report back to City Council when these are available.
4. The City begins to implement, where possible, the operational and maintenance improvements outlined in the report which include:
a. Completion of a GIS data base to include pipe invert elevations for both storm and sanitary sewer systems.
b. Undertake a program of inspection and cleaning, beginning with the more critical larger pipes and older portions of the storm water system, to identify structure conditions that could lead to pipe failure and affect system performance and capacity.
c. Clean out and re-shape the Victoria ditch and the Cedarwood outfall ditch to increase their capacity and facilitate regular maintenance and debris control.
5. The City formulates and adopts design standards that can be used to guide development within the community and that the following design criteria be used for new developments:
i. The minor drainage system is designed to have capacity for a 1:5 year peak flows.
ii. The major drainage system is designed for a 1:100 year event.

Director of Planning and Engineering – Adoption of Yorkton Municipal Airport Development Plan

A report dated May 20, 2011 from the Director of Planning and Engineering regarding the adoption of the Yorkton Municipal Airport Development Plan was circulated for the consideration of Council.

The Yorkton Municipal Airport Development Plan prepared by Pryde Schropp McComb, Inc. presented at the September 27, 2010 Regular Council Meeting, as shown in Attachment 1 of this report, be adopted by City Council.

Director of Planning and Engineering – Discretionary Use 01-11, 83 Good Spirit Crescent Semi-detached Dwelling

A report dated May 24, 2011 from the Director of Planning and Engineering regarding a discretionary use at 83 Good Spirit Crescent was circulated for the consideration of Council.

That Administration be authorized to proceed with the Public Notice Process for a proposed Semi-Detached Dwelling at 83 Good Spirit Crescent, and that the application be brought back to Council for its review and decision.

Director of Public Works – Russell Drive Reconstruction Tender Results

A report dated May 24, 2011from the Director of Public Works regarding the tender results for the Russell Drive Reconstruction was circulated for the consideration of Council.

That the revised total project cost of $750,000 for Russell Drive Reconstruction be approved. Funding of the project is provided (Tender $702,916 + $47,804 Contingency) using $228,000 from Public Works Operational budget to supplement the $522,000 capital budget. Further; that Fedorowich Construction Ltd. be awarded the contract to reconstruct Russell Drive for the tender price of $702,916.

Director of Environmental Services – Queen Street WTP, Contract 8: Streets and Roads Tender Results

A report dated May 24, 2011 from the Director of Environmental Services regarding the Queen Street WTP, Contract 8: Streets and Roads Tender results was circulated for the consideration of Council.

That Fedorowich Construction Ltd. be awarded the Queen Street WTP, Contract 8: Streets and Roads for a contract price of $462,423.00. Further, that the construction budget includes a contingency allowance of $37,577.00 for a total construction budget of $500,000.00.
