JUNE 27, 2011

Minutes of a Regular Meeting of Council held on Monday, June 27, 2011 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor James Wilson, Councillors Arnelien, Fisher, Maloney, Okrainec, Pearen, and Wyatt.

Staff Members Present: David Putz, Bonnie Schenher, Gord Shaw, Michael Buchholzer, Moshiur Rahman, Darcy McLeod, Michael Eger, Darren Spelay and Brant Hryhorczuk. Recording: Gloria Signarowski.

A quorum being present Mayor James Wilson in the Chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Bob Maloney congratulated the Parkland College for the Dollars for Scholars Golf Tournament. Over $18,000 in scholarships was raised. Watch for it next year.

Councillor Les Arnelien attended the Yorkton Housing Corporation BBQ for the Tenants on June 14, 16 & 17. Thanks to Donna Evans, Curtis Krochak and Donald Werner for their help. Thank you to Council for serving the food.

Mayor James Wilson mentioned the Relay for Life which was an all night long event held on June 24th. We all know someone touched by cancer. He was unable to attend this event but congratulated all the participants.

HEARING OF PETITIONS, PUBLIC NOTICES AND PRESENTATIONS

Presentation – Yorkton SSFA Host Committee – Donation of Fitness Equipment for Erichsen Park

A letter dated June 21, 2011 from the Yorkton Saskatchewan Seniors Fitness Association (SSFA) regarding a donation of fitness equipment was circulated for the consideration of Council.
Ms. Karen Thies, Chairperson of the Yorkton SSFA Host Committee was present in Council Chambers to speak to their request.

Presentation – Yorkton Housing Committee

A memorandum dated June 21, 2011 from the Director of Planning and Engineering regarding a presentation from the Yorkton Housing Committee was circulated for the consideration of Council.

Mr. Ron Skinner and Mr. John Denysek were present in Council Chambers and Mr. Skinner spoke to the Yorkton Housing Committee’s incentives and potential opportunities for future development in the housing sector.

Mr. Skinner thanked all the Members of the Committee and the City Employees Gord Shaw, Brant Hryhorczuk, Faisal Anwar and Carrie Taylor for their assistance in providing information to the Committee.

The Chair was passed to Deputy Mayor Arnelien at 5:18 and it reverted back at 5:19 p.m.

That Bylaw No. 24/2011, a Bylaw of the City of Yorkton to amend Zoning Bylaw No. 14/2003 by rezoning Lots 16, 17 and the southerly 6.1 metres (20 feet) of Lot 18, Block 3, Plan 101961525 from R-5 Mixed Density Residential to R-3 Medium Density Residential be introduced and read a first time this 27th day of June A.D. 2011.

City Engineer – 2011 Asphalt Paving and Back Lane Development

A report dated June 20, 2011 from the City Engineer regarding the 2011 Asphalt Paving and Back Lane Development was circulated for the consideration of Council.

That the 2011 Asphalt Paving and Lane Construction Program be awarded to Fedorowich Construction Ltd. in the amount of $489,970.00 plus GST and that Administration be authorized to enter into a contract with this company for this work.

Director of Environmental Services – Contract 9: Process Wastewater Treatment System Tender Results

A report dated June 24, 2011 from the Director of Environmental Services regarding the Queen Street WTP, Contract 9: Process Wastewater Treatment System Tender Results was circulated for the consideration of Council.

That R.J. Tulik and Son Trenching and Excavating Ltd. be awarded the Queen Street WTP Contract 9: Process Wastewater Treatment System for a contract price of $799,250.00. Further, that the construction budget includes a contingency allowance of $100,750.00 for a total construction budget of $900,000.00.

Councillor Okrainec declared a pecuniary interest for the next item on the Agenda and left Council Chambers at 5:43 p.m.

Director of Community Development, Parks and Recreation - Parkland Mall Grass Cutting

A report dated June 21, 2011 from the Director of Community Development, Parks and Recreation regarding the Parkland Mall Grass Cutting was circulated for the consideration of Council.

That the request that the City provide grass cutting services to assist with the maintenance of the Parkland Mall Soccer Field be approved until such time as alternative venues for soccer are available, and further that the over-expenditure created in the Parks budget to provide this service be approved to a maximum of $5,000.00. Further that Administration contact the Christ the Teacher Catholic School Division and the Good Spirit School Division to work toward establishing a joint use agreement that will ensure effective and efficient community use of school facilities.

Director of Community Development, Parks and Recreation -  SSFA Yorkton Host Community Donation

A report dated June 15, 2011 from the Director of Community Development, Parks and Recreation regarding a donation of fitness equipment for Erichsen Park was circulated for the consideration of Council.

That the request to accept the donation of outdoor fitness equipment from the Saskatchewan Senior’s Fitness Association (SSFA) 55 Plus Yorkton Host Committee be approved, that the SSFA Yorkton Host Committee be authorized to install the outdoor equipment in Erichsen Park and further that appropriate signage recognizing the donation be installed.

Director of Community Development, Parks and Recreation - Yorkton Arts Council Donation

A report dated June 21, 2011 from the Director of community Development, Parks and Recreation regarding a donation from the Yorkton Arts Council was circulated for the consideration of Council.

That the request to accept the donation of the Care Giver sculpture from the Yorkton Arts Council be approved, and further that the Care Giver Sculpture continue to be displayed on the Godfrey Dean Cultural Centre Grounds.

Director of Community Development, Parks and Recreation - Harry Bronfman Park Naming

A report dated June 21, 2011 from the Director of Community Development, Parks and Recreation regarding the naming of the Harry Bronfman Park was circulated for the consideration of Council.

Director of Planning and Engineering - Tender Results for Runway Lighting Program – 2011 CAP Program

A report dated June 20, 2011 from the Director of Planning and Engineering regarding the tender results for the Runway Lighting Program – 2011 CAP Program was circulated for the consideration of Council.

That Administration be authorized to prepare a leasehold area and maintenance of roads and parking lots up to $281,214.00 with funds drawn from GL #926-080-501 ($50,000.00) and the remainder as an internal loan to the Airport Authority to be repaid over ten years based on the final construction cost.

Director of Planning and Engineering - Dracup Avenue Drainage Project – Tender Result

A report dated June 27, 2011 from the Director of Planning and Engineering regarding the Dracup Avenue Drainage Project – Tender result was circulated for the consideration of Council.

A report dated May 31, 2011 from the Director of Planning and Engineering regarding the Discounted Bus Pass Pilot Program was circulated for the consideration of Council.

That Council accept Recommendation No. C00032-2011 as contained in the Committee of the Whole Council Meeting Minutes of June 27, 2011 that the holdback for the North Sanitary Trunk Main in the amount of $60,000.00 be paid to Mi-Sask Industries ltd. for the work on the North Sanitary Trunk Main, that two additional manholes be installed on the North Sanitary Trunk Main and that Administration be authorized to spend up to $75,000.00 for this work.
