JULY 11, 2011

Minutes of a Regular Meeting of Council held on Monday, July 11, 2011 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor James Wilson, Councillors Arnelien, Fisher, Maloney, Okrainec, Pearen and Wyatt.

Staff Members Present: Lonnie Kaal, Bonnie Schenher, Gord Shaw, Dean Clark, Moshiur Rahman, Michael Eger and Brant Hryhorczuk. Recording: Gloria Signarowski.

A quorum being present Mayor James Wilson in the Chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Bob Maloney congratulated the 128th Summer Fair and Exhibition which was held recently in the City. It was a great event from the parade, to the Chuckwagons, harness racing, Kiddies day parade, and the Grandstand. Thank you to Sean Morin and Staff and the Exhibition Board for a tremendous show. The Fireworks co-sponsored by the City were also well received.

Councillor Pearen advised of the July 1st Yorkton Canada Day at the Western Development Museum. It was a great day and thanks to volunteers, and Susan and Carla for a great job.

HEARING OF PETITIONS, PUBLIC NOTICES AND PRESENTATIONS

Public Notice – Proposed Bylaw No. 24/2011 – Amend Zoning Bylaw No. 14/2003 – Rezone R5 to R3 – Seventh Avenue N.

The City Clerk advised there was one letter received opposing proposed Bylaw No. 24/2011 to amend Zoning Bylaw No. 14/2003 to rezone R5 to R3 on Seventh Avenue North. There was one petitioner in Council Chambers to speak in favour of the Bylaw. Mr. Barry Unrau spoke in favour of the amendment to the Zoning Bylaw for the development of a 21 unit, 3-storey condo with underground parking.

Fire Chief – Saskatchewan 9-1-1- Lead Agency Protocols

A report dated June 30, 2011 from the Fire Chief regarding the Saskatchewan 9-1-1 Lead Agency Protocols was circulated for the consideration of Council.

That the protocol as written be adopted and the Provincial Public Safety Answering Point in Prince Albert be advised that the City of Yorkton will use this protocol as its new standard for Emergency Service response.

Director of Finance – Draft 2010 Financial Statements

A report dated June 24, 2011 from the Director of Finance regarding the 2010 Financial Statements was circulated for the consideration of Council.

That the letter from Parker Quine be executed and the December 31st, 2010 Draft Audited Financial Statement be approved as presented. Further, that the Final Audited Financial Statement for December 31st, 2010 will be the same as the draft financial statement and is deemed to be approved forthwith.

City Engineer – 2011 Concrete Sidewalk Construction Program

A report dated July 11, 2011 from the City Engineer regarding the 2011 Concrete Sidewalks Construction was circulated for the consideration of Council.

That Mid-West Concrete & Paving Stone Ltd. be awarded the amended 2011 Concrete Sidewalks Construction Program in the amount of $55,511.48 excluding GST and that Administration be authorized to enter into a contract with this company.

Director of Planning and Engineering - Dracup Avenue Storm Water Channel and Pond Update

A report dated July 11, 2011 from the Director of Planning and Engineering regard the Dracup Avenue Storm Water Channel & Pond Update was circulated for the consideration of Council.

That Administration be authorized to proceed with the importing and compacting of fill material at the Honda site and that Administration be authorized to proceed with the engineering work associated with constructing the Brodie Storm Water Pond in the fall of 2011 with the scope of work and magnitude of cost to be reported at the August 22, 2011, City Council meeting.

Director of Planning and Engineering - Rae Avenue Group Home Servicing

A report dated July 11, 2011 from the Director of Planning and Engineering regarding municipal services for a Group Home on Rae Avenue was circulated for the consideration of Council.

That Administration be authorized to proceed with the engineering and construction of municipal services to Rae Avenue and Mayfair Avenue in order to service properties in this area of the Harris Subdivision.

Director of Planning and Engineering - Kelsey Bay Extension Signalization Tender Results

A report dated July 11, 2011 from the Director of Planning and Engineering regarding the Kelsey Bay Extension Signalization Tender Results was circulated for the consideration of Council.

That we accept Recommendation No. C00035-2011 as contained in the Committee of the Whole Council Meeting Minutes of July 11, 2011 that the property known as the 0.11 acres adjacent to the east of Lot 5, Block B, Plan 46116 be offered to 101160300 Saskatchewan Ltd. for an amount of $26,400 which is $240,000 per acre on the condition that the property is consolidated with 50 Broadway Street West and that advertising be completed in compliance with The Cities Act.
