REGULAR COUNCIL MEETING MINUTES
October 31, 2011

Minutes of a Regular Meeting of Council held on Monday, October 31, 2011 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor James Wilson, Councillors Arnelien, Fisher, Maloney, Okrainec, Pearen and Wyatt.

Staff Members Present: David Putz, Bonnie Schenher, Lonnie Kaal, Gord Shaw, Michael Buchholzer, Dean Clark, Darcy Macleod, Nicole Chepil, Trent Mandzuk, Don Kunkel, Michael Eger, Jeff Fawcett, and Brant Hryhorczuk. Recording: Gloria Signarowski.

A quorum being present Mayor James Wilson in the Chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Bob Maloney reminded everyone about the Harvest Showdown starting on Wednesday, November 2nd and continuing through to Saturday, November 5th. They have a great schedule of events. It is a tremendous draw for the City. He encouraged everyone to support the Grain Millers Harvest Showdown.

Councillor Okrainec had the honor of bringing greetings on October 26 & 27 to the transACTION Conference partnered by the Saskatchewan East Enterprise Region (SEER), the Yorkton Tribal Council, Aboriginal Affairs and Northern Development Canada with about 200 people in attendance. There were excellent speakers with Dr. Roberta Bondar, Bernd Christmas, Dr. Lynda Haverstock and many others. Congratulations to all the organizations who put this together.

Councillor Fisher thanked everyone who attended the Health Foundation Gala on the weekend. The Gala raised $31,500 for the Cardiac Rehabilitation Program which is one of several new programs the Health Foundation has recently started in the last year. It is a supervised exercise program for people at risk or who may have a pace maker, stints, or other heart enhancers. The program is available by referral by a family doctor.

Mayor Wilson thanked all who attended the Mayor’s Prayer Breakfast and advised that the proceeds go to the Salvation Army and the Soup Haven. Thanks to all.

Director of Finance - Tax Enforcement Proceedings – Lien Registration – 2012

A report dated October 24, 2011 from the Director of Finance regarding the Tax Enforcement Proceedings was circulated for the consideration of Council.

Director of Finance - 2012 Operating Budget

A report dated October 24, 2011 from the Director of Finance regarding the 2012 Operating Budget was circulated for the consideration of Council.

Each Department Head was present to provide a summary of their 2012 Proposed Operating Budgets.
