NOVEMBER 14, 2011

Minutes of a Regular Meeting of Council held on Monday, November 14, 2011 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor James Wilson, Councillors Arnelien, Fisher, Maloney, Okrainec, Pearen and Wyatt.

Staff Members Present: David Putz, Bonnie Schenher, Gord Shaw, Trent Mandzuk, Darcy McLeod, Dennis Woroschuk, Michael Eger, Kelly Kaban, Roy Lanaway, Joshua Mickleborough and Michael Buchholzer. Recording: Gloria Signarowski.

A quorum being present Mayor James Wilson in the Chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Arnelien advised that it is Movember. The Month of November has been officially changed to Movember to have men grow a mustache in support of prostate cancer. He reminded the men the importance of having a check up after the age of 50.

Councillor Pearen advised that the Good Spirit School Division and the Parkland College hosted their 2nd annual Career Fair on Tuesday, November 8th with 60 displays, and over 1,000 students in attendance. Thanks to Gallagher Centre staff for their hard work and the volunteers for a very successful event.

Councillor Maloney attended the Legion Remembrance Day Ceremony and commended the citizens of Yorkton for their participation. Later that day a banquet was held and Peter Wyatt was honored for his many years of service. In addition, a presentation was made from Peter Piper, a Veteran from Stoughton who was the Guest Speaker and reminded us to remember our Veterans every day of the year. It was a great day for our Local Legion and again thanks to the Community as well.

Councillor Okrainec attended the Festival of Cultures on Sunday, November 13th. The Saskatchewan Abilities Council hosted this event in conjunction with the Partners in Settlement and Immigration which was held at the Sacred Heart High School. There were 13 different cultures participating. This was their inaugural event.

Councillor Fisher advised he attended the 50th Anniversary of the Knights of Columbus Father Delaere Council. The Knights of Columbus have done a lot of good work in our community over the past 50 years. He also attended the Ukrainian CongressConference – Saskatchewan Branch which was held for the first time in Yorkton. He was very pleased to be in attendance and advised they will be back again next year

Mayor Wilson expressed regrets that he was unable to attend these events as he was away. Congratulations to the local MLA Greg Ottenbreit and Premier Brad Wall on their recent victory in the Provincial Election. Mayor and Council will continue to work with them for the benefit of the City over the next 4 years.

David Putz, City Manager was pleased to introduce the new Manager of Communications, Mr. Roy Lanaway.

HEARING OF PETITIONS, PUBLIC NOTICES AND PRESENTATIONS

Proclamation – Saskatchewan Multiculturalism Week – November 20-26, 2011

A letter dated November 8, 2011 from the President of the Multicultural Council of Saskatchewan requesting a proclamation was circulated for the consideration of Council.
Mrs. Darlene Stakiw, President of the Multicultural Council of Saskatchewan was in attendance to speak to their request. Ms. Edith Montesclaros, Settlement Senior Supervisor from Partners in Settlement was also present in Council Chambers in support of this proclamation.

Presentation – Good Spirit School Division No. 204

A letter dated October 28, 2011 from the Good Spirit School Division requesting to make a presentation to Council to provide information to create a greater awareness of the Good Spirit School Division No. 204.
Mr. Ray Sass, Board Chair and Mr. Dwayne Reeve, Director of Education were present in Council Chambers to speak to their presentation.
They also advised they would be hosting planning sessions throughout the coming year and look forward to having dialogue with Council through this process.

Public Notice – Proposed Bylaw No. 27/2011

There was one written concern received from a resident regarding the Proposed Bylaw No. 27/2011, a Bylaw to provide for the permanent closure of Brodie Avenue, part of Agricultural Avenue and parts of lanes in Plan Nos. 7023 and 46116. The Planner discussed this issue with the resident and was of the opinion that her concerns were alleviated.

Director of Public Works – Janitorial Contract

A report dated November 7, 2011 from the Director of Public Works regarding janitorial contracts for the City of Yorkton was circulated for the consideration of Council.

That Geri’s Janitorial be awarded Part 1 (City Hall, Parkland Regional Library, Godfrey Dean, Chamber/Tourism and Public Works) of the 3 year janitorial contract (2012-2014) for the sum of $390,915 (excluding GST); and ME Janitorial be awarded Part 2 (Environmental Services) of the 3 year janitorial contract (2012-2014) for the sum of $39,322.50 (excluding GST).

Director of Planning and Engineering - Subdivision Application in R.M. of Wallace No. 243

A report dated October 31, 2011 from the Director of Planning and Engineering regarding a subdivision application in the R.M. of Wallace No. 243 was circulated for the consideration of Council.

A report dated November 8, 2011 from the Director of Planning and Engineering regarding a follow up report on the Old Flour Mill Inspection Review was circulated for the consideration of Council.

That Administration be directed to issue a letter of support from the City as the landowners to the J.J. Smith Mill Committee so that it may conduct research on the building and organize fund raising. Further, that the committee is directed to complete a report back to Council by the October 15, 2012 Regular Council Meeting that clearly indicates a self-sustaining historical facility that does not require funding from the City is possible and outlines a renovation schedule and long-term funding commitments.
Councillor Pearen opposed.
