JANUARY 9, 2012

Minutes of a Regular Meeting of Council held on Monday, January 9, 2012 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor James Wilson, Councillors Arnelien, Fisher, Maloney, Okrainec, Pearen and Wyatt.

Staff Members Present: David Putz, Bonnie Schenher, Lonnie Kaal, Gord Shaw, Darcy McLeod, Josh Mickleborough, Brant Hryhorczuk, Roy Lanaway, Trent Mandzuk, and Michael Buchholzer. Recording: Gloria Signarowski.

A quorum being present Mayor James Wilson in the Chair called the meeting to order at 5:00 p.m.

Mr. Neil Thom, President of Tourism Yorkton was present in Council Chambers to give a brief presentation on their accomplishments and successes of 2011.

Director of Community Development, Parks and Recreation - 2012 Pest Control Officer, Weed Inspector and Municipal Inspector Appointments

A report dated December 19, 2011 from the Director of Community Development, Parks and Recreation regarding the 2012 Pest Control Officer, Weed Inspector and Municipal Inspector Appointments was circulated for the consideration of Council.

A report dated January 6, 2012 from the Manager of Engineering regarding the Discounted Bus Pass Pilot Program was circulated for the consideration of Council.

That the Mayor and City Clerk be authorized to execute the Letter of Understanding with the Ministry of Social Services for the continuation of the Discounted Bus Pass Program and be authorized to have annual renewals of this agreement provided there are no substantial changes.

Director of Planning and Engineering - Agreement with National Research Council of Canada for Study on Particulate Transport and Accumulation in Storm Water Ponds

A report dated December 29, 2011 from the Director of Planning and Engineering regarding an agreement with the National Research Council of Canada for the study on Particulate Transport and Accumulation in Storm Water Ponds was circulated for the consideration of Council.

That Administration be authorized to enter into an agreement with the National Research Council of Canada to participate in the project entitled “Particulate Transport and Accumulation in Storm Water Ponds” and to contribute $3,437.50 towards this research project.

Director of Planning and Engineering - York Colony Lands Project – Request from Developer

A report dated December 30, 2011 from the Director of Planning and Engineering regarding the York Colony Lands Project was circulated for the consideration of Council.

ten additional lots in 2012 in Phase One of the York Colony Lands Project.
2. That Administration be further directed to provide a financial
update on this project when the Change Order is available.

Director of Planning and Engineering - Dracup Avenue Storm System Upgrades – Financial Update

A report dated December 30, 2011 from the Director of Planning and Engineering regarding the Dracup Avenue Storm System Upgrades financial update was circulated for the consideration of Council.

1. That the Dracup Avenue Storm Water System Upgrade include Change Order #1 in the amount of $300,000.00 exclusive of GST to allow R. Tulik & Son Excavating & Trenching to import soil material from a site adjacent to Grain Millers Drive for the Dracup Avenue Drainage Channel berm, and further include Change Order #2 in the amount of $132,150.00 exclusive of GST to allow R. Tulik & Son Excavating & Trenching to construct water and sewer services to the Royal Honda and Royal Ford properties as referenced in the agreement with Pride Holdings for the construction of the storm channel and pond.
2. That construction of the storm channel and storm pond #3 proceed within the estimated cost outlined in this report and a final report be provided to City Council upon completion of the project.

A report dated January 3, 2012 from the Director of Planning and Engineering regarding an Electronic Clearinghouse for Rental Housing Inquiries was circulated for the consideration of Council.

That we accept Recommendation No. C00003-2012 as contained in the Committee of the Whole Council Meeting Minutes of January 9, 2012 that Administration be authorized to enter into the agreement with Communities of Tomorrow and InnovationOne to develop a comprehensive approach and project plan to execute an Innovation Roadmap for the City of Yorkton for a maximum cost of $7,500.00.
