JANUARY 23, 2012

Minutes of a Regular Meeting of Council held on Monday, January 23, 2012 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor James Wilson, Councillors Arnelien, Fisher, Maloney, Okrainec, Pearen and Wyatt.

Staff Members Present: Darcy McLeod, Acting City Manager, Bonnie Schenher, Lonnie Kaal, Gord Shaw, Dean Clark, Michael Eger, Jeff Fawcett, Brant Hryhorczuk, Roy Lanaway and Josh Mickleborough. Recording: Gloria Signarowski.

A quorum being present Mayor James Wilson in the Chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Ross Fisher advised there has been a conceptual planning process which has been going on for a number of months with the Health Region with respect to looking into a new regional hospital. The results of that work are now being reviewed and there is a public meeting on Wednesday, January 25, 2012 at 7:00 p.m. at the Gallagher Centre. There will be a presentation in some depth outlining the work that has taken place and a recommendation will be going forward to the Provincial Government. There will be an opportunity for questions. He invited everyone to attend the meeting.

Councillor Bob Maloney thanked the Yorkton Scottish Society for their invitation to the 34th Annual Robbie Burns night on Saturday, January 21st at the Legion. It was a great evening. The Good Spirit School Division is holding a Strategic Planning Session tonight at Columbia School at 7:30 p.m. They are looking for input from the local community.

Mayor James Wilson acknowledged an event that took place Saturday night. The Yorkton Minor Football Club gathered at the Kinsmen Arena with a number of people cheering on the Saskatchewan Rough Riders as they were trying to beat local Yorkton citizens and minor football coaches. It was all in fun and for a good cause. Our Acting City Manager, Darcy McLeod played a phenomenal game for the Riders and shut out the Yorkton Team. Thanks to the Yorkton Minor Football and all volunteer coaches who give their time for the youth in our community.

Presentation – Girl Guides and Scouts Canada – Guide/Scout Week – February 19 to 25, 2012

A letter received December 29, 2011 from Ms. Barb Spearey, Yorkton Guider of the Girl Guides and Scouts Canada regarding a proclamation was circulated for the consideration of Council. Ms. Leta Perepeluk was present in Council Chambers to speak to their request.

A letter dated January 10, 2012 from the Program Coordinator of the Heart and Stroke Foundation regarding a proclamation was circulated for the consideration of Council.
Mr. Harry Ramsbottom, Program Coordinator of the Heart and Stroke Foundation was present in Council Chambers to speak to their request.

Presentation – Yorkton Film Festival – Banner Request

A letter dated January 19, 2012 from the Director of the Yorkton Film Festival regarding a Banner request was circulated for the consideration of Council.
Mrs. Brenda Pries, Yorkton Film Festival Director was present in Council Chambers to speak to their request.

That the Mayor and City Clerk be authorized to issue a Letter of Acknowledgement approving the change in hours of operation to be attached to the original agreement (Transit Services Contract dated October 1, 2011) and provided to the Saskatchewan Abilities Council; and that the Mayor and City Clerk be authorized to issue an amendment to the original agreement (Transit Service Contract dated October 1, 2011) with Saskatchewan Abilities Council to change the fares as outlined in this report.

Manager of Engineering – Speed Zone Change Hwy #10 East

A report dated January 17, 2012 from the Manager of Engineering regarding a Speed Zone Change on Highway No. 10 East was circulated for the consideration of Council.

That City Council, at the recommendation of the Protective Services Committee and the Planning and Infrastructure Commission, change the speed limit along Highway No. 10 East as shown in the attached document with a 70 km zone from city limits to approximately New Holland, a 60 km zone from approximately New Holland to “Husky Road” then is transitioning to a 50 km implementation will include advertising and notice to the public.

That we accept Recommendation No. C00006-2012 as contained in the Committee of The Whole Council Meeting Minutes of January 23, 2012 that the City Mayors Caucus be requested to support the Saskatchewan City Fire Chiefs position paper requesting the provisions of Section 9 of The Fire Departments Platoon Act be amended to provide for interest arbitration only by mutual agreement and that clear decision-making criteria be set out for application in the case of a joint referral to interest arbitration.

Offer to Purchase Parcel A, Plan CE 1482 Civic Address 495 Broadway Street West for the amount of $708,000.00 be accepted provided they agree to the addition of a clause requiring commencement of construction within 12 months of closing or having to return the property to the City for $708,000.00.
