REGULAR COUNCIL MEETING MINUTES
February 13, 2012

Minutes of a Regular Meeting of Council held on Monday, February 13, 2012 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor James Wilson, Councillors Arnelien, Fisher, Maloney, Okrainec, and Pearen.

Absent: Councillor Chris Wyatt.

Staff Members Present: David Putz, Bonnie Schenher, Lonnie Kaal, Gord Shaw, Darcy McLeod, Michael Eger, Brant Hryhorczuk, Roy Lanaway, Josh Mickleborough and Chris Wentzell. Recording: Gloria Signarowski.

A quorum being present Mayor James Wilson in the Chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Richard Okrainec advised that Yorkton hosted the SSRA Snow Drags which were put on by the Yorkton Exhibition Association, Yorkton Sno Riders and the Painted Hand Casino at the Exhibition Grounds on January 28, 2012. There were 151 racers and about 800 spectators from Alberta, Saskatchewan and Manitoba. Council was away at SUMA during that time, but he understood it was a great event. It was a tough time for the Yorkton Exhibition with the recent passing of the Past President of the Yorkton Exhibition Association, Sheldon Nicholson. Our condolences go out to the family. Councillor Okrainec also mentioned that this past weekend was the Terrier Sportsman’s Dinner on Friday, February 10th at the Casino. He congratulated Lyle Walsh and everyone involved with the Terrier Fundraiser. The Terriers have done us proud and he wished Good Luck to the Terriers in the playoffs.

Councillor Bob Maloney congratulated the folks at the 2012 Easter Seals Snowarama for a successful fundraiser over the weekend. Despite not having a ride they raised $105,000 for the children to attend the Camp Easter Seal. A real tribute to the organizers of the ride, the event itself, and the community who came out to support them. They had a weekend of activities around the event despite the fact that we didn’t have enough snow to have a ride this year. He thanked all participants and invited everyone back next year.

City Manager, David Putz introduced the new Director of Human Resources, Mr. Chris Wentzell. Mr. Wentzell comes with 30 years of experience in Human Resources Management and Labour Relations. He has worked with small and large corporations across Canada. He has been responsible for all Human Resources functions. Chris holds a Bachelor of Arts and a Bachelor of Education from Acadia University. He has also attended the Executive Management Program at Western School of Business at the University of Western Ontario. Chris Wentzell was welcomed by Yorkton City Council.

A letter dated February 6, 2012 from the Past President of the Rotary Club regarding a proclamation was circulated for the consideration of Council.
Mr. Terry Tyson, Past President was present in Council Chambers to speak to their request.

A letter dated February 9, 2012 from the Kinette Club of Yorkton and Kinsmen Club of Yorkton regarding a proclamation was circulated for the consideration of Council.
Ms. Tracy Malayney of the Kinette Club and Mr. Kevin Borden of the Kinsmen Club were present in Council Chambers to speak to their request.

Public Notice – Proposed Bylaw No. 3/2012 – CJ Houston Lands (R3 to R1A)

There were no petitioners present in Council Chambers to speak for or against Bylaw No. 3/2012, a Bylaw to amend the City’s Zoning Bylaw No. 14/2003 for a new R-1A small lot residential zoning district known as the CJ Houston Lands from R-3 Medium Density Residential to R-1A small lot residential (R3 to R1A).
