Minutes of a Regular Council Meeting held on Monday, April 16, 2012 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Wilson, Councillors Arnelien, Fisher, Maloney, Okrainec, Pearen and Wyatt.

Dallon Leger was not in attendance to speak to Council regarding a request for an exemption under the Noise Bylaw by Kony 2012 Cover the Night for April 20, 2012.

Presentation – Saskatchewan Abilities Council – Multi Material Recycling Equipment Acquisition Proposal

An e-mail received from Stephen Rosowsky, Operations Manager for Saskatchewan Abilities Council, Yorkton Branch, along with pertinent background information was circulated for the consideration of Council. Stephen Rosowsky was present in Council Chambers to speak to this request.

That the City of Yorkton fund the purchase of a bailer and elevated recycling sorting system of $525,000 requested by Saskatchewan Abilities Recycling Depot, by withdrawing funds from Recycling Reserves and providing an internal loan to a maximum of $123,000 with payments over 2 years.

Director of Finance – 2011 Financial Review of Land

That we accept Recommendation No. C00017-2012 as contained in the Committee of the Whole Council Meeting Minutes of April 16, 2012 that Administration be authorized to proceed with obtaining the necessary lane closure, surveying and subdivision to create a 2.4 acre parcel for the SIGN building at 83 North Street; and, further that once the legal parcel has been created Administration be authorized to execute a 10 year lease at $1.25/year with the option to purchase the land at any time during the lease, (at market value), and a requirement for SIGN to purchase the land at market value upon expiry or lease the land for a further term at the prevailing market rent.
