June 25, 2012

Minutes of a Regular Council Meeting held on Monday, June 25, 2012 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Wilson, Councillors Arnelien, Fisher, Maloney, Pearen, Wyatt and Okrainec

Staff Members Present: Bonnie Schenher, David Putz, Lonnie Kaal, Michael Eger, Brant Hryhorczuk, Josh Mickleborough, Roy Lanaway, Trent Mandzuk, Chris Wentzell, and Dennis Woroschuk

Dean Clark arrived at 5:10 p.m.

A quorum being present Mayor Wilson in the chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Larry Pearen acknowledged that the college is running a Capital Campaign for our new Trades and Technology Center. Saskatchewan Potash Corp agreed to provide up to 1.25 million dollars in matching dollars. Any Yorkton individual donations will be matched dollar for dollar up to 1.25 million. He encouraged the community to consider making a donation.

Councillor Pearen also acknowledged the Dollars for Scholars Golf Classic; there were 88 golfers. The money raised will also be matched for scholarships for the students and last year $100,000 was donated by the College. This is a great fundraising project and he thanked everyone who was involved with this event.
Councillor Les Arnelien acknowledged that the Yorkton Housing Corporation was established 1959 to provide affordable, suitable, safe housing for the benefit of citizens of Yorkton. Presently the city owns four buildings, located at Jubilee Crescent, Independent Manor, Bradbrooke Drive and Allanbay Manor which totals 132 units. During the past two weeks Council had an opportunity to attend various BBQ’s with the tenants. Councillor Arnelien thanked Councillor Okrainec and Mayor Wilson for helping out with the BBQ’s.

Councillor Richard Okrainec acknowledged the 2012 Yorkton Exhibition 129th Summer Fair to be held July 4th – 7th. Councillor Okrainec reminded everyone of the great entertainment in the lineup, information is available on the Yorkton Exhibition website. Tickets purchased in advance are less than if purchased at the gate. Advance tickets can be purchased at the Yorkton Exhibition Office in the Gallagher Center, York Sask Dry Cleaners and the Parkland Mall. He expressed well wishes to the Board of Directors for a successful 2012 fair.

HEARING OF PETITIONS, PUBLIC NOTICES AND PRESENTATIONS

Presentation – Yorkton Regional High School – Skills Canada Robotics – Request for Support

A letter dated June 12, 2012 from Kevin Chiasson, Electrical/Robotics Instructor at the Yorkton Regional High School was circulated for the consideration of Council. Kevin Chiasson, Jayden Leister and Bo Chiasson were present in Council Chambers. Jayden and Bo spoke to this request.

Mayor Wilson passed the Chair to Deputy Mayor Fisher at 5:05 p.m.

The Chair reverted back at 5:06 p.m.

That Ryan Shepherd, with Professional Building Inspections, Inc. be appointed as a Building Official on a project specific basis as provided for under Section 5 of The Uniform Building and Accessibility Standards Act, and that the appointments of Ty Tweidt, Maureen Berard, Garvin Todosichuk and Mike Carpenter as Professional Building Officials be rescinded.

Manager of Engineering – Tender Results for Rae Avenue Infrastructure Extension

A report dated June 25, 2012 from the Director of Planning & Engineering regarding the tender results for the Rae Avenue Infrastructure Extension was circulated for the consideration of Council. Josh Mickleborough was present in Council Chambers to speak to this report.

A report dated June 25, 2012 from the Director of Planning & Engineering regarding the results of the Requests for Proposals for Engineering Standards was circulated for the consideration of Council. Josh Mickleborough was present in Council Chambers to speak to this request.

A report dated June 18, 2012 from the Planner regarding a subdivision application for the NW ¼ Section 8-26-4-W2M within the RM of Orkney No. 244 was circulated for the consideration of Council. Michael Eger was present in Council Chambers to speak to this report.

Further that Out-of-Scope employees be provided cost of living increases of 3% January 01, 2013, 3.5% January 01, 2014 and 3.5% January 01, 2015.
