REGULAR COUNCIL MEETING MINUTES
September 10, 2012

Minutes of a Regular Council Meeting held on Monday, September 10, 2012 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Wilson, Councillors Arnelien, Maloney, Pearen, Wyatt and Okrainec
Absent: Councillor Fisher

Staff Members Present: Bonnie Schenher, David Putz, Lonnie Kaal, Michael Eger, Brant Hryhorczuk, Roy Lanaway, Chris Wentzell, Darcy McLeod

Recording: Maureen Currie

A quorum being present Mayor Wilson in the chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Mayor Wilson wanted to remind everyone about the Grand Opening of the new Skatepark, which is being held on September 15, 2012 at 12:00 noon, with a barbeque from 12:00-1:00 p.m. He commented what a positive addition the Skatepark is to our community.

Mayor Wilson spoke about the potential Scheduled Air Service coming to our community. The Perimeter Air Service has sent out a survey through the Chamber of Commerce and is available on the City of Yorkton website also. The deadline for the survey is September 21, 2012, and he encouraged everyone to respond.

Councillor Maloney congratulated Ducks Unlimited for the success of their 20th Anniversary Golf Tournament. He commended Larry Haas and Ron Skinner and everyone else involved for the tremendous work they do.

Councillor Arnelien wanted to remind everyone about the grand opening of Allan Bay Manor, a 22-unit housing project, which takes place September 12, 2012 at 10:30 a.m.

HEARING OF PETITIONS, PUBLIC NOTICES AND PRESENTATIONS

Presentation – Godfrey Dean Art Gallery – Crosswalk Art Project

A letter received September 6, 2012 from Donald Stein, Executive Director, Godfrey Dean Art Gallery, was circulated for the consideration of Council. Donald Stein wasn’t present in Council Chambers at this time, but arrived after the Public Notices to speak to this request.

Public Notice – Proposed Bylaw No. 26/2012 – Rezoning of York Colony Phase I

There were no petitioners present in Council Chambers to speak for and one petitioner present (Paula Niebergall) to speak against the proposed rezoning of York Colony Phase I.

Dean Clark arrived at 5:05 p.m.

Mayor Wilson passed the Chair to Deputy Mayor Okrainec at 5:06 p.m.

The Chair reverted back at 5:07 p.m.

Public Notice – Proposed Discretionary Use Application – Contractor Facility – 32 Maple Avenue

There was one petitioner present in Council Chambers to speak for and no petitioners present to speak against the proposed discretionary use application at 32 Maple Avenue. Barry Unrau made a presentation to Council in favor of the application. A letter was received and circulated to Council from Ms. Patricia Bundus, Yorkton Faith Ministries World Outreach Centre, expressing the concerns they have with this development.

York Lake Regional Park Authority – Request for City to issue receipts for donations towards playground equipment

That the City of Yorkton approve the playground equipment project at York Lake Regional Park for the purpose of accepting donations and issuing receipts for charitable donations towards playground equipment; until they receive confirmation of their own charitable donation number or December 31, 2012, whichever comes first.

The Chair reverted back at 5:30 p.m.

Councillors Wyatt and Okrainec opposed.

Bylaw No. 26/2012 – Amendment to Zoning Bylaw No. 14/2003 – Rezone York Colony Phase I – C-3 to R-1 and R-1A [2nd & 3rd Reading]

That Bylaw No. 26/2012, an amendment to Zoning Bylaw No. 14/2003 which changes the zoning of York Colony Phase I in SW 12-26-4-W2 from C-3 Highway Commercial to R-1A Small Lot Residential and R-1 General Residential, be given second reading this 10th day of September A.D. 2012.
