Minutes of a Regular Council Meeting held on Monday, September 24, 2012 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Wilson, Councillors Arnelien, Maloney, Pearen, Fisher, and Okrainec

Absent: Councillor Wyatt

Staff Members Present: Bonnie Schenher, David Putz, Gord Shaw, Trent Mandzuk, Brant Hryhorczuk, Roy Lanaway, Chris Wentzell, Greg Litvanyi, and Jeff Fawcett

A quorum being present Mayor Wilson in the chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Arnelien congratulated the Yorkton Lions Club on a very successful Wine Festival held on September 22, 2012. It was a chance for everyone to taste about 50 different types of wine. Thanks to Mayor Wilson, Councillor Fisher, and Councillor Maloney for attending. The Lions Club does good work in our community and any funds raised stay within our community. Councillor Arnelien thanked them for all they do. Mayor Wilson also recognized the Lions for the good work they do in our community.

Presentation – Yorkton Film Festival – Culture Days Proclamation – September 28 – 30, 2012

A letter received September 18, 2012 from Randy Goulden, Executive Director, Yorkton Film Festival, was circulated for the consideration of Council. Randy Goulden was present in Council Chambers to speak to this request.

Presentation – Yorkton Brick Mill Heritage Society – Yorkton Flour Mill

A letter received September 20, 2012 from the Yorkton Brick Mill Heritage Society was circulated for Council. Vern Brown and Terry Popowich were present in Council Chambers to make a presentation and answer questions of their plan to save the historic brick mill.

YBID – Street Lightening Agreement – Request for Extension

A letter received September 20, 2012 from the Yorkton Business Improvement District (YBID) was circulated for the consideration of Council. YBID requested a one year extension on the street lighting agreement with the city and will make one additional payment at the end of the term for $100,000.

That YBID’s request for the one year extension on the street lighting agreement with the City and the additional payment at the end of the term for $100,000 by the Yorkton Business Improvement District (YBID) be approved as presented.
Further, this extra payment will be used to cover the costs of lighting for the new skateboard park, the sidewalk lighting as well as the additional street lights for the Myrtle redevelopment project.
Carried.***

The chair was passed to Deputy Mayor Okrainec at 5:25 p.m. and it reverted back at 5:25 p.m.

Director of Public Works – 2012 Concrete Crushing

A report dated September 18, 2012 from the Director of Public Works regarding the tender for crushing services was circulated for the consideration of Council. Trent Mandzuk was present in Council Chambers to speak to this report.

That Administration be authorized to award Geransky’s Crushing Ltd. the concrete crushing contract for the tender price of $15/tonne for an estimated project total of $472,500.

Manager of Building Services – Yorkton Flour Mill

A report dated September 21, 2012 from the Building Services Manager regarding the Yorkton Flour Mill Assessment was circulated for the consideration of Council. Brant Hryhorczuk was present in Council Chambers to speak to this report.

That Administration be authorized to direct that the JJ Smith Mill Committee report back to Council within one year with a progress report. At that time Council will consider disposition of the mill structure or a possible further extension based on progress. The City will continue to conduct periodic visual inspections to ensure that any public safety issues do not develop during this time.

Manager of Building Services – Appointment of a Building Official

A report dated September 17, 2012 from the Building Services Manager regarding the appointment of a Building Official was circulated for the consideration of Council. Brant Hryhorczuk was present in Council Chambers to speak to this report.

That Administration be authorized to appoint Mr. Miles Hutchings, effective September 24, 2012, as a Professional Building Official pursuant to section 5(4) of The Uniform and Accessibility Standards Act.

City Clerk – Council Remuneration

A report dated September 17, 2012 from the City Clerk regarding Council Remuneration was circulated for the consideration of Council. Bonnie Schenher was present in Council Chambers to speak to this report.

That the City Clerk/City Manager be directed to select 5 members from the Business Community to sit on a Council Remuneration Review Committee in order to make a recommendation to Council for the pay structure for the next term of office.

That we accept Recommendation No. C00060-2012 as contained in the Committee of the Whole Council Meeting Minutes of September 24, that Administration be directed to give SIGN an option to purchase at the net appraised value of four hundred and eighty thousand ($480,000) for a period of five (5) years being September 1, 2012 to August 31, 2017.
That SIGN be given a five (5) year lease September 1, 2012 to August 31, 2017 with five (5) options to renew with lease rates to be renegotiated upon renewal.
Further, the lease rate for the period September 1, 2012 to August 31, 2017 be set at $1.25 per annum based on the fact that 83 North is used to house SIGN administration as well as provide the following programs:
• Senior Mobility
• Transit Dispatch Services
• Trustee Program
• Kids First
• PECIP
• Mental Health Drop In Centre

That we accept Recommendation No. C00061-2012 as contained in the Committee of the Whole Council Meeting Minutes of September 24, that the City of Yorkton apply for an alteration to the municipal boundaries by proposing to include the lands indentified by the following legal descriptions: NE 06-26-03-02 Ext 0, NW 06-26-03-02 Ext 0.
And further that the R.M. of Wallace No. 243 be provided compensation of $31,631.76.

City Manager – Housing Proposal for Parcels K, L and M – Morrison Drive [27.10(e)(i)(iii)&(v)]

That we accept Recommendation No. C00062-2012 as contained in the Committee of the Whole Council Meeting Minutes of September 24, that the Mayor and City Clerk be authorized to sign an agreement with Corey Holdings provided it contains the following conditions:
a) Purchase of Parcel K, L, and M $774,000 to be paid in full prior to commencement of construction.
b) That appropriate accesses be provided for Fire Trucks at all times.
c) That the property be taxed at the regular taxation rates set by the City of Yorkton.
d) That the parcels K, L, and M be consolidated into one parcel at the time of purchase to facilitate construction of the condominium as proposed.
That Number Ten Architectural Group will be the primary contact for Building Services with respect to all matters pertaining to the construction of the building and specifically meeting the requirements of the national Building Code.
