October 15, 2012

Minutes of a Regular Council Meeting held on Monday, October 15, 2012 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Wilson, Councillors Arnelien, Maloney, Pearen, Fisher, Okrainec and Wyatt

Staff Members Present: Bonnie Schenher, David Putz, Gord Shaw, Lonnie Kaal, Chris Wentzell, Michael Buchholzer, Michael Eger, Brant Hryorczuk, Roy Lanaway, and Dean Clark

A quorum being present Mayor Wilson in the chair called the meeting to order at 5:00 p.m.

PUBLIC ACKNOWLEDGEMENTS

Bonnie Schenher, Returning Officer, updated everyone on the next advance polls and the election date. Election date is Wednesday October 24th, and the polls are open from 9:00 a.m. – 8:00 p.m. If you have any questions about what poll you are to vote at, please call the City Clerk’s office at 786-1717. If you are unable to come on election day to vote then you can come this Thursday October 18th, from noon – 7:00 p.m. to the Advance poll held at the Ravine Room in the Gallagher Center and again on Saturday October 20th 9:00 a.m. – 1:00 p.m., also in the Ravine Room at the Gallagher Center. We will also be holding special polls on election day. These will be held at Queen Elizabeth Court and other care homes to accommodate those citizens. If the advance poll dates do not work for you and you will be away on election day please contact our office and we can make arrangements for mail in ballots. Information is also available on the City website at www.yorkton.ca.

Councillor Okrainec and some city staff, including the Mayor, attended the 50th Anniversary of Mosaic on the 28th of September in Esterhazy. It was a terrific event; a tour was given. Mosaic is a huge employer for our region and Councillor Okrainec offered his congratulations and thanked them for all they do for Yorkton.

Council Pearen acknowledged this as the last meeting for this council. On behalf of the council members he thanked the Mayor for his leadership and passion for the city. He congratulated the Mayor on the hard work and numerous hours he put forth for the city. Council Pearen also thanked City Administration, City Managers, and all employees of the city.

Mayor Wilson thanked Council for the time spent and the work that they have done together. This Council had respect and integrity for each other and always worked towards the best interests of the city. The Mayor thanked Administration for the management and leadership provided and asked that his thanks be passed onto their employees. Mayor Wilson was always proud to fly the flag of Yorkton and to demonstrate the leadership that exists in this Province. Through all the events that the Mayor attended, Yorkton was noted as a Leader by the provincial government and by the people of this province. The Mayor expressed his thanks to the people of Yorkton for their support on behalf of all the council members. Council wants to do a good job that is why they are here. They also understand the frustration at times but Council has been very dedicated and would like to thank the people of Yorkton for their dedication to the community and the community groups that step up and help our community. Good luck to all incumbents and to the new candidates who are running. We want everyone to come out and vote on October 24, 2012.

An email received October 11, 2012 from Juanita Polegi, Executive Director, Yorkton Chamber of Commerce, on behalf of the Chamber of Commerce and the Yorkton Exhibition Association was circulated for the consideration of Council. Juanita Polegi was present in Council Chambers to speak to this request.

Presentation – Royal Canadian Legion, General Alexander Ross Branch No. 77 – Veterans Week – November 4 – 11, 2012

A letter received October 3, 2012 from The Royal Canadian Legion, General Alexander Ross Branch No. 77 was circulated for Council. Comrade Peter Wyatt, President and Poppy Chairperson, was present in Council Chambers to speak to this request. Also present was Comrade Al Morley, a WWII Veteran.

Bylaw No. 29/2012 – Amend Zoning Bylaw No. 14/2003 – Rezone 297, 309, and 321 Morrison Drive – PR-1 to R-4 [1st Reading]

That Administration be authorized to direct that G. Unger Construction Company Ltd. be awarded the Queen Street Water Treatment Plant, Contract 11: LW3 Pipeline for a contract price of $263,303.08.
Further, that the construction budget includes a contingency allowance of $26,696.92 for a total construction budget of $290,000.00.

Director of Planning and Engineering – York Colony – Phase II Engineering and Construction

That Administration be authorized to enter into an engineering services agreement with Associated Engineering to complete the preliminary and detailed engineering work on Phase II of York Colony in the amount of $220,000.00 exclusive of GST.
Further, Administration is authorized to proceed with project development of Phase II of York Colony and to update City Council in early 2013 with its progress.

Director of Planning and Engineering – HeadStart on a Home Program (HSHP) Policy No. 10.290

A report dated October 9, 2012 from the Director of Planning and Engineering regarding the HeadStart on a Home Program (HSHP) Policy No. 10.290 was circulated for the consideration of Council. Gord Shaw was present in Council Chambers to speak to this report.

That Administration be authorized to provide a $5,000.00 (five thousand dollars and no cents) grant to the home buyers for a down payment on 205 Good Spirit Crescent through the HeadStart on a Home Program (HSHP – Policy 10.290).
Further, this grant is secured by a second mortgage registered against the title of the subject property to be repaid over six years through the redirection of property taxes.

Director of Finance – Tax Enforcement Proceedings – Six Month Notice

That Administration be authorized under Section 22 of The Tax Enforcement Act to proceed with an application for “Six Month Notice” for title to the properties attached, but that Administration not be authorized to commence proceedings on any properties where a reasonable effort is being made to pay arrears of taxes.

Further, that the Final Audited Financial Statement for December 31st, 2011 will be the same as the draft financial statement and is deemed to be approved forthwith.

That we accept Recommendation No. C00065-2012 as contained in the Committee of the Whole Council Meeting Minutes of October 15, that Administration authorize Engineering Services to proceed with the development of the lease area as shown in the attachments in the amount of $303,750.00 exclusive of GST.
Further, Engineering Services is authorized to enter into a contract with a contractor for the completion of this work provided it is within the budget outlined in the report.
