November 19, 2012

Minutes of a Regular Council Meeting held on Monday, November 5, 2012 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Maloney, Councillors Arnelien, Fisher, Goulden, Pearen, Wilson and Wyatt

Staff Members Present: Bonnie Schenher, David Putz, Gord Shaw, Lonnie Kaal, Trent Mandzuk, Faisal Anwar, Chris Wentzell, Michael Eger, Brant Hryorczuk, Roy Lanaway, Darcy McLeod , Darren Spelay and Dean Clark

A quorum being present Mayor Maloney in the chair called the meeting to order at 5:00 p.m.

PUBLIC ACKNOWLEDGEMENTS

Councillor Les Arnelien acknowledged that on the 15th of November he attended a Candlelight Vigil for victims of drinking and driving. The vigil was put on by the Land of the Orange, Yorkton Regional High School Students Against Drinking and Driving. It is a timely reminder to remind everybody that during the holiday season, please don’t drink and drive.

Councillor Larry Pearen acknowledged that on the 14th of November he attended the Career Fair sponsored by Parkland Collage, in partnership with the Good Spirit School Division and the Christ The Teacher Separate School division. There were over 2000 students and 85 displays. He thanked all the businesses who participated in this event.

HEARING OF PETITIONS, PUBLIC NOTICES AND PRESENTATIONS

Proclamation – Mental Health and Addiction Services – Saskatchewan Addictions Awareness Week – November 19 – 25, 2012

A letter received November 6, 2012 from Briana Denham, Coordinator Mental Health and Addiction Services, was circulated for the consideration of Council. Brittany Morin and Brianna Denham were present in Council Chambers and Brittany Morin spoke to this request.

Proclamation – Multicultural Council of Saskatchewan – Saskatchewan Multiculturalism Week – November 18 – 25, 2012

A letter received November 9, 2012 from Darlene Stakiw, Past President, Multicultural Council of Saskatchewan, was circulated for the consideration of Council. Darlene Stakiw and Faisal Anwar were present in Council Chambers to speak to this request.

Presentation – Yorkton Sno-Riders Inc. – Award for Outstanding Promotion and Development for Snowmobiling in the City of Yorkton

An email received November 16, 2012 from Jason Popowich, President, Yorkton Sno-Riders Inc, was circulated for the consideration of Council. Jason Popowich was present in Council Chambers to speak to this request. Jason took this opportunity to review the new map with the proposed amendments to the trails coming into the city with the Council members.

Public Notice – Proposed Bylaw No. 31/2012 – Permanent Closure of a Portion of Seventh Avenue North

There were petitioners present in Council Chambers to speak with regards to proposed Bylaw No. 31/2012 – Permanent Closure of Portion of Seventh Avenue North. Correspondence was received from Bryce Sherring, Frank Schuurmans, on behalf of the Ministry of Central Services, Brent Wilchynski, on behalf of Holiday Inn Express, Michelle Premak, on behalf of Ramada Inn, Rhonda & Boyd Bailey, on behalf of Luna Experience, Rick Lazar, Graham Whelan, Kirk & Sheri Weinmaster, Nathleen Matsyk, Boyd Bailey, Bryce Sherring, Mike & Amanda Hitchens, the Yorkton Chamber of Commerce and Richard Murray, ADM, Property Management, Ministry of Central Services. Juanita Polegi spoke on behalf of the Chamber of Commerce, Kirk Weinmaster spoke on behalf of the residents of 6th Avenue North and Tristan Culham, legal counsel for Home Hardware, spoke on their behalf.

Proposed Bylaw No. 32/2012 – Permanent Closure of Unused Lanes – 37 & 83 North Street

There were no petitioners present in Council Chambers to speak for or against the proposed Closure of a Portion of Seventh Avenue North.
