December 3, 2012

Minutes of a Regular Council Meeting held on Monday, December 3, 2012 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Maloney, Councillors Arnelien, Fisher, Goulden, Pearen, Wilson and Wyatt

A quorum being present Mayor Maloney in the chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Wilson acknowledged attending “Yorkton All That Jazz Community Concert, with Larry Pearen leading the band. It was fabulous entertainment and put us in the festive season. He also acknowledged the Yorkton Community Concert Band and their “Sounds of the Season” concert that will take place on Sunday December 9, 2012 at 7 p.m. at St. Andrew’s United Church. Tickets are available at the door for $10 and half of the proceeds will be given to charity.

Councillor Wilson acknowledged our city crews and the Public Works Department with the great snow removal taking place in our city. Average cost to home owners is $30.00 a year for snow removal. Residents should keep that figure in mind when concerned about the snow removal taking place.

Councillor Pearen noted that the Community Concert Choir will be joining the Community Concert Band on Sunday at the “Sounds of the Season” concert.

Councillor Pearen gave kudos to the staff at the Gallagher Center. He acknowledged the clean venue for the Remembrance Day Services. The day before the service, the Harvest Showdown had their events taking place in Farrell Agencies. The staff worked through the night to have the floor cleaned for the Remembrance Day ceremonies.

Councillor Goulden attended an Entrepreneurial class at the Yorkton Regional High School on behalf of the Mayor and Council Members. She attended Mrs. Gendreau’s class and was able to sit through two board meetings of two companies they have formed with product they are developing and building and it is extremely exciting to hear of what the students are learning in the entrepreneurial class. She wished them good luck when they go to the Junior Achievement Luncheon in Regina.

A letter received November 15, 2012 from LaVern Dumka and Laura Krawetz, Shelwin House, was circulated for the consideration of Council. LaVern Dumka and Laura Krawetz were present in Council Chambers to speak to this request.

Public Notice – Proposed Bylaw No. 31/2012 – Permanent Closure of a Portion of Seventh Avenue North

There were petitioners present in Council Chambers to speak with regards to proposed Bylaw No. 31/2012 – Permanent Closure of Portion of Seventh Avenue North. Correspondence was also received from Sherry Grunert, and Sheila Hryniuk, on behalf of the Yorkton Active Transportation Collaborative, against the proposal. Terry Ortynsky spoke in support of the closure, Tristan Culham, legal counsel for Home Hardware, gave a presentation on the conceptual site plan and streetscape. Rick Lazar spoke on behalf of the residents of 6th Avenue North.

A report dated November 27, 2012 from the Director of Planning and Engineering regarding the purchase of a Transit Vehicle was circulated for the consideration of Council. Gord Shaw was present in Council Chambers to speak to this report.
