Minutes of a Regular Council Meeting held on Monday, January 28, 2013 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Maloney, Councillors Arnelien, Fisher, Goulden, Pearen, Wilson and Wyatt

Proclamation – Girl Guides and Scouts Canada – “Guide Scout Week” – February 17 – 23, 2013

A letter received from Ms. Barb Spearey, Yorkton Guider of the Girl Guides and Scouts Canada regarding a proclamation was circulated for the consideration of Council. Karen Litke, Leader along with Michael, Cub, Jessica and Mckenzie, Pathfinders and Evan and Chris, Scouts were present in Council Chambers. Girl Guides Jessica & Gabriella spoke to this request.

Proclamation – Kinsmen and Kinette Club of Yorkton - Kinsmen and Kinette Day - February 20, 2013 & Kinsmen and Kinette Week – February 17 to 23, 2013

An email dated January 23, 2013 from the Kinsmen and Kinette Clubs of Yorkton was circulated for the consideration of Council. Lee Pawliw and Sherry Slusarchuk were present in Council Chambers to speak to this request.

That Council authorize Mayor Bob Maloney to proclaim the week of February 17 – 23, 2013 as Kinsmen and Kinette Week”, in the City of Yorkton and that February 20, 2013 be declared as “Kinsmen and Kinette Day” in the City of Yorkton.
Further, that their flag be flown during that week.

A letter dated January 22, 2013 from the Yorkton Area Coordinator of the Heart and Stroke Foundation regarding a proclamation was circulated for the consideration of Council.
Mr. Harry Ramsbottom, Yorkton Area Coordinator of the Heart and Stroke Foundation was not present in Council Chambers to speak to their request.

Public Notice – Proposed Bylaw No. 31/2012 – Permanent Closure of a Portion of Seventh Avenue North

There were petitioners present in Council Chambers to speak with regards to proposed Bylaw No. 31/2012 – Permanent Closure of Portion of Seventh Avenue North. Correspondence was received from Tony Mazur, Yorkton citizen, speaking against the closure and Barbara J. Sutherland, Director, Real Estate Business, Home Hardware in support of the closure. Ron Skinner was present and spoke on behalf of Home Hardware. Tristan Culham, Legal Counsel for Home Hardware and Barbara J. Sutherland arrived in chambers at 5:10 p.m. and spoke in support of the closure.

Public Notice – Proposed Bylaw No. 1/2013 – Closure of Potoski Street

There were no petitioners present in Council Chambers to speak for or against the public notice for proposed Bylaw No. 1/2013, a Bylaw to close Potoski Street.

There were no petitioners present in Council Chambers to speak for or against the public notice for proposed Bylaw No. 2/2013, Land Use Designation – York Colony Subdivision.

That the City of Yorkton – Board of Revision be comprised of: Board Members – Wayne Cantelo, Howie Fehrenbach, Stuart McFadyen, Joe Boyle and Wayne Jenson and Board Secretary – Carol McLashen, with alternate secretary being Amber Matechuk.
Further, that each Board Member be appointed to serve for a four year term – 2013 to 2016 inclusive and be paid remuneration of $30.00 per hour to hear and decide appeals.
