          Minutes of a Regular Council Meeting held on Monday, March 11, 2013 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Maloney, Councillors Arnelien, Fisher, Goulden, Pearen, Wilson, and Wyatt

Staff Members Present: Bonnie Schenher, Darcy McLeod, Joshua Mickleborough, Lonnie Kaal, and Roy Lanaway

Recording: Teresa Miller

A quorum being present Mayor Maloney in the chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Goulden acknowledged the Parkland Outdoor Show and Expo. This is the second annual show and there were participants from across Canada and the United States. The organizers and volunteers put on a wonderful show. The funding raised goes towards Youth Archery.

Councillor Goulden acknowledged the award from RTDNA Canada – Lifetime Achievement Award that is being given to Mayor Bob Maloney. Councillor Goulden read Mayor Maloney’s biography for the award. Councillor Goulden, on behalf of all Council members, congratulated Mayor Maloney.

Mayor Maloney also acknowledged the Parkland Outdoor Show and Expo. The turnout for the event was great. Darren Wandy and his staff have worked very hard to make this event a success. Congratulations to Darren and his staff.

Mayor Maloney also congratulated the staff at Shelwin House and their managers, the Canadian Federation of University Women, International Women’s Day was held Friday evening. Senator Pamela Wallin was the keynote speaker. She spoke about the contributions of women from around the world, including what our Canadian Forces are doing in Afghanistan in building schools.

Furthermore, that On the Mark Excavating is awarded the contract for the Harris Avenue Ditch Improvements in the amount of $81,950 (exclusive of GST).

Manager of Engineering – Cedarwood Drainage Improvements – Highway #10 East

Engineering Services is authorized to proceed with the construction of the Cedarwood Crescent Drainage Improvements - Highway #10 directional boring and is also authorized to enter into a contract with On the Mark Excavating in the amount of $47,500 (exclusive of GST) to complete the work.
Furthermore, Engineering Services is authorized to proceed with the re-grading of the west ditch along Highway #10 to maximum amount of $62,000.00 (exclusive of GST).

Councillors Fisher, Goulden, Arnelien, Wilson and Mayor Maloney opposed.

That we accept Recommendation No. C00022-2013 as contained in the Committee of the Whole Council Meeting Minutes of March 11, 2013 that given that the current structure is the most efficient way to manage the City’s Mobile Home Park, leave operations as is, but set a rate schedule to implement fees based on the average market in the Province. Pad/lot rental rates to be increased as follows:

Existing Rent $120/month
Jan 1st 2014 $200/month
Jan 1st 2015 $275/month
Jan 1st 2016 $350/month.
Furthermore, that the Director of Finance provide a report to Council in the first quarter of 2015 indicating current market with the objective of setting rates for 2017/2018/2019.

That we accept Recommendation No. C00023-2013 as contained in the Committee of the Whole Council Meeting Minutes of March 11, 2013 that the lot prices in York Colony Phase I be changed to $147 per square meter with the exception of 3 lots priced at $35,000, that lot prices in Riverside Meadows and Riverside Multi be changed to $120 per square meter with the exception of one lot with a higher desirability factor (as highlighted on attached spreadsheets) and that lot prices in Riverside Terrace be revised to $90/sq meter and lot prices in CJ Houston be priced at $105/sq meter as highlighted in yellow on attached spreadsheets.
Furthermore, that any lots with holds placed on them be given 30 days to purchase at the old prices.
