REGULAR COUNCIL MEETING MINUTES
March 25, 2013

 

Minutes of a Regular Council Meeting held on Monday, March 25, 2013 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Maloney, Councillors Arnelien, Fisher, Goulden, Pearen, Wilson, and Wyatt

Staff Members Present: Bonnie Schenher, Brant Hryhorczuk, Chris Wentzell, Darcy McLeod, David Putz, Dean Clark, Gord Shaw, Josh Mickleborough, Lonnie Kaal, Michael Eger, and Roy Lanaway

A quorum being present Mayor Maloney in the chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Pearen attended the Yorkton Exhibition media conference Friday. Harness Racing will be not funded by the government but they are going to proceed with Friday night racing. They are looking for sponsors. Check out the Exhibition website for information on Friday night races.

Councillor Pearen acknowledged the upcoming Yorkton and District Music Festival. It involves hundreds of students with performances in vocal, piano and band. He thanked all the volunteers, performers and teachers for their hard work. Good luck in your performances. Our community is alive and well with a lot of cultural activity.

Mayor Maloney announced that with the Provincial Budget announcement last week the Parkland Trades & Technology Centre will be receiving 1 million dollars to begin construction. Congratulations to Dr. Fay Myers, Board Chair Del Killick, and all the board and staff at the Parkland College for all of their efforts in bringing this tremendous resource to the City of Yorkton. A press conference was held last Friday. Councillors Wilson, Pearen, Arnelien and Mayor Maloney were there to take part in that ceremony. Great things are happening for the City of Yorkton. As far as the City goes, 3.3 million dollars in funding will be received from the Province for 2013; this is a $361,000.00 increase for Yorkton

Mayor Maloney also had the opportunity to cut the ribbon at Yail Harbor Pathway Homes on Friday. Two units were opened up. It is a tremendous example of what a volunteer organization and Board can do in the community. The new residents were in attendance and very excited to cut the ribbon. If you get the opportunity to go by and see them, the units are behind Value Tire on East Broadway.

A letter dated March 19, 2013 received from Roby Sharpe, President, and Darcy Zaharia, Vice-President/Treasurer, Yorkton Minor Football, was circulated for the consideration of Council. Grey McKen and David Balsyky were present in Council Chambers to speak to this request.

A letter dated February 14, 2013 received from the Council Remuneration Committee was circulated for the consideration of Council. Kevin Lukey was present in Council Chambers to speak to this report.

Presentation – Consulate of the Kingdom of the Netherlands – Prairie Flood Management and Mitigation Seminar – March 27, 2013

A letter dated March 18, 2013 received from the Consulate of the Kingdom of the Netherlands was circulated for the consideration of Council. Judie Dyck, Honorary Consul, was present in Council Chambers to speak to this presentation.

Public Notice – Proposed Bylaw No. 28/2012 – Amend Municipal Development Plan Bylaw No. 15/2003 – Re-Designate 297, 309, and 321 Morrison Drive – PR (Parks and Recreation) to R (Residential)

There were petitioners present in Council Chambers to speak in regards to the proposed Bylaw No. 28/2012 – which amends Municipal Development Plan Bylaw No. 15/2003 – Re-Designate 297, 309, and 321 Morrison Drive – PR (Parks and Recreation) to R (Residential). Correspondence was received, and circulated with the Council package, from Sally Zimmer, Doug & Rhonda Falconer, and Dawn Bartel. Correspondence was received and provided to Council at the Council meeting from Tom & Heather Courville, and Ryan & Kimberley Mikituk. Doug Falconer was present in Council Chambers and spoke against the proposed Bylaw. Corey Fransishyn was in Council Chambers and spoke in favour of the proposed Bylaw.

Public Notice – Proposed Bylaw No. 29/2012 – Amend Zoning Bylaw No. 14/2003 – Rezone 297, 309, and 321 Morrison Drive – PR-1 (Parks and Recreation to R-4 (High Density Residential)

There were no additional petitioners present in Council Chambers besides those who were in attendance to speak to Bylaw No. 28/2012.

REPORTS OF COMMISSIONS, COMMITTEES AND MATTERS REFERRED

Appointment to the Municipal Planning and Infrastructure Commission and the Yorkton Business Improvement District Board

A memorandum dated March 19, 2013 from Mayor Bob Maloney regarding the appointment of Jerome Niezgoda to the Municipal Planning and Infrastructure Commission and the appointment of Barb Bialobzyski and Sophia Hamm to the Yorkton Business Improvement District Board for 2013 was circulated for the consideration of Council.

A report dated March 18, 2013, from the Director of Community Development, Parks and Recreation – 2013 Deer Park Fees and Changes, was circulated for the consideration of Council. Darcy McLeod was present in Council Chambers to speak to this report.

That the 2013 Deer Park Golf Course fees be approved as presented at the February 25 Council meeting, which was a 3% increase.
Councillors Arnelien, Fisher, Wilson, and Mayor Maloney opposed.
Motion Defeated.***

That the 2013 Deer Park Golf Course fees be approved at the same rates as 2012.
Further, that the Council Committee on Deer Park, review the impact of reducing fees at the Deer Park Golf Course, as an option for making the Deer Park Golf Course more accessible to the general public in order to increase rounds played.
Furthermore, that this information is presented to the committee as part of the recommendation for 2014 fees and charges.
Councillors Wyatt, Goulden, Pearen opposed.
Carried.***
