Minutes of a Regular Council Meeting held on Monday, April 8, 2013 in Council Chambers City Hall commencing at 5:00 p.m.

A quorum being present Mayor Maloney in the chair called the meeting to order at 5:00 p.m.
APPROVAL OF AGENDA
That the Regular Council Agenda and Committee of the Whole Agenda be approved as presented.
Councillor Wyatt acknowledged the playoff runs of the Yorkton Terriers and they are up against the Humboldt Broncos in the SJHL final with the winner going on to the RBC Cup. In the last 10 years it has either been Humboldt or Yorkton in the final for the SJHL. In the last decade the Yorkton Terriers have been in the playoffs every year. It is a successful program. There were 1,500 people at the game last night and he hopes to get the maximum allowed out to cheer them on at the next game.
Deputy Mayor Arnelien acknowledged attending and bringing greetings to the annual meeting of Anglican Church Women for Southern Saskatchewan on Saturday morning. He thanked them for the good work they do in our community.
Councillor Pearen acknowledged the Yorkton Protective’s Services hosting the 63rd Saskatchewan Fire Chiefs Annual Convention with over 250 delegates. He congratulated Fire Chief Dean Clark, Deputy Chiefs Litvanyi and Morrissey. There were 6 brand new fire trucks at the Gallagher center and over 60 exhibitors. During the banquet, the new caterer, Six Pack Catering, received a standing ovation for the food that was served. Congratulations to the Gallagher center staff; it was a wonderful event. Chief Clark, good job!
Parkland College hosted a fund raising event called “Evening in Africa” at the Painted Hand Casino. It was sold out and included African drummers and dancers from Saskatoon as well as a fashion show. All the proceeds from the fundraiser go towards the Parkland College Scholarships. Congratulations to all the volunteers who worked hard for this event and raised several thousands of dollars which will be matched by the Provincial Government.
Mayor Maloney acknowledged the Dutch Consul Prairie Flood Management and Mitigation Seminar held at the Gallagher Centre last Wednesday. There were over 100 guests with speakers from the Netherlands, and experts from Saskatchewan and Manitoba to discuss water issues with potential flooding in our region this year. The City of Yorkton was proud to co-host the event.
The City welcomed a new partner “Nexara” last week. There is a 5 year contract in place regarding naming rights of the “Nexara Flexihall” at the Gallaher Centre. The Nexara Flexihall offers a lot to our community and this will be a great partnership with that group.
Friday night the Mayor attended the 4H Regional Steer and Heifer Show. There is a terrific group of young people with 4H visiting the city for the largest event of its kind in the province. The Mayor congratulated all of 4H and their volunteers.

Proclamation – Canadian Red Cross – “Day of Pink” – April 10, 2013
An email dated April 5, 2013 from the Canadian Red Cross was circulated for the consideration of Council. Melanie Horton, Outreach Coordinator for East Central Saskatchewan was present in Council Chambers to speak to this request.
That Council authorizes Mayor Bob Maloney to proclaim Wednesday, April 10, 2013 as “Day of Pink” in the City of Yorkton.
Presentation – New Horizons Senior Citizens of Yorkton Inc. – 2013 Charitable Fund Raising Drive
A letter dated March 29, 2013 from the New Horizons Senior Citizens of Yorkton Inc. was circulated for the consideration of Council. Arliss Dellow, Vi Stefanuk, Garry Kaschl, and Ladner Polowick were present in Council Chambers, Arliss spoke to this request.
That the presentation from the New Horizons Senior Citizens of Yorkton Inc. regarding the 2013 Charitable Fund Raising Drive be received and filed as presented.
Public Notice – Proposed Remuneration for Members of Council
There were no petitioners present in Council Chambers to speak for or against the proposed remuneration for members of Council.

Economic Development Committee Meeting Minutes – March 14, 2013
That the Economic Development Committee Meeting Minutes of March 14, 2013 be received and filed as presented.
INTRODUCTION OF BYLAWS
RCMP – Bicycle License Fee
A report dated April 4, 2013 from the S/Sgt. of the RCMP regarding waiving the Bicycle License Fee was circulated for the consideration of Council. Constable Filip Vicente was present in Council Chambers to speak to this report.
That the $5.00 registration permit be waived for Bicycle Safety Week from May 13th to May 19th, 2013.
Director of Environmental Services – Residential Spring Clean Up Week Campaign
A report dated March 18, 2013, from the Director of Environmental Services regarding the Residential Spring Clean Up Week Campaign, was circulated for the consideration of Council. Michael Buchholzer was present in Council Chambers to speak to this report.
That the week of May 6th to May 11th be declared “Spring Clean Up Week” with landfill entrance fees at the Sanitary Landfill waived for residents and schools of the City of Yorkton hauling in their residential refuse by car, van, sport utility vehicle, half-ton truck or single axle utility trailer.
Planner – Discretionary Use DU01-2013 – Planned Unit Development – 44 Allanbrooke Drive
A report dated April 1, 2013, from the Planner regarding Discretionary Use DU01-2013, proposed Planned Unit Development at 44 Allanbrooke Drive was circulated for the consideration of Council. Michael Eger was present in Council Chambers to speak to this report.
That Administration be authorized to proceed with Public Notification for Discretionary Use Application DU01-2013, which proposes a Planned Unit Development consisting of three Apartment Dwellings on Lots 42 and 43, Block 35, Plan 75Y10695, civically known as 44 Allanbrooke Drive, and that the application be brought back to Council for its review and decision.
City Manager - Council Remuneration
A report dated April 2, 2013, from the City Clerk regarding Council Remuneration was circulated for the consideration of Council. David Putz was present in Council Chambers to speak to this report.
That the remuneration for the Council of the City of Yorkton be established as follows:
• Mayor’s remuneration is to be set at 75% of the annual salary for a Saskatchewan MLA and adjusted annually. This amount would be established at $68,850.00.
• Councillor’s remuneration is to remain at 30% of the Mayor’s salary.
• That each Councillor serves as Deputy Mayor for at least 6 months during their term in office. While serving as Deputy Mayor they will receive an extra 3.33 percent of the Mayor’s salary.
• That these increases be phased in over a two year period.
• That the per diem for Councillors be set at the rate of $150 per day.
• That the Council Remuneration Policy No. 10.170 and the Members of Council Travel and Training Policy No. 10.175 be amended accordingly.
Councillor Wyatt opposed.
Mayor Maloney passed the chair to Deputy Mayor Arnelien at 5:37 p.m.
The chair reverted back at 5:38 p.m.
City Manager – Yorkton Terriers Junior Hockey Booster Club Inc. Grant
A report dated April 2, 2013, from the City Clerk regarding Yorkton Terriers Junior Hockey Booster Club Inc. grant, was circulated for the consideration of Council. David Putz was present in Council Chambers to speak to this report.
That upon payment of $1.00 by the Yorkton Terriers Junior Hockey Booster Club Inc., Council will provide an annual grant in lieu for $2,369.00 for each year of 2012, 2013, and 2014.
