REGULAR COUNCIL MEETING MINUTES
April 22, 2013


Minutes of a Regular Council Meeting held on Monday, April 2, 2013 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Maloney, Councillors Arnelien, Fisher, Goulden, Pearen, Wyatt and Wilson

Staff Members Present: Bonnie Schenher, Brant Hryhorczuk, Chris Wentzell, David Putz, Dean Clark, Jeff Fawcett, Josh Mickleborough, Gord Shaw, Lisa Washington, Lonnie Kaal, Michael Eger, and Roy Lanaway

A quorum being present Mayor Maloney in the chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Arnelien attended the 8th Annual Patriotic Dinner hosted by the Knights of Columbus; he thanked them for the good work they do in our community.  Councillor Arnelien also attended the Rotary Ag Night, where they celebrated agriculture in Saskatchewan; Les also expressed his thanks to the Rotarians for their community service work.

Councillor Goulden attended the Yellowhead Highway Association Annual Conference held in Russell Manitoba.  The hospitality put on by the town of Russell was excellent and she thanked them.  The city of Yorkton was recognized many times in many ways during the conference and the directors wanted their greetings brought back to the city.

Councillor Pearen invited the public to the finale Band Concert for the Adult Concert, with a band coming from Regina as well.  Yvonne Redant is a graduate of Sacred Heart High School and went to the Yorkton Regional High School Music program and is bringing her Band-It’s back, which is an adult concert and jazz band, to be held Sunday May the 5th at 3:00 p.m. at the Sacred Heart Theatre.

The Mayor attended the Red Hat Society event Friday evening at St. Mary’s.  There were 45 Chapters represented at the event.  Their conference was in the city last week and wrapped up Saturday.  He thanked them for coming to our city and enjoying their time here.

Mayor also attended the Regional Library Board meeting Saturday; kudos for bringing their meeting to the city.

We want to give our Yorkton Terriers a pat on the back; there is a rally at the curling rink Wednesday afternoon April 24, 2013.  There will be some activities in the afternoon and speeches around 6:30 p.m.  This is a way to give our Terrier JR Hockey Club a send off as they head out to Nanaimo for the Western Canada Cup.  If they are successful in Nanaimo then they will travel to Summerside PEI for the 2013 RBC Cup.  Come out and support the team as they get ready to head off to Nanaimo.

Director of Planning and Engineering – Amendment to the Terms of Reference for the Yorkton Housing Committee

A report dated April 15, 2013, from the Director of Planning and Engineering regarding an amendment to the Terms of Reference for the Yorkton Housing Committee was circulated for the consideration of Council.  Gord Shaw was present in Council Chambers to speak to this report.

That Administration be authorized to amend Section 4(a) of the Yorkton Housing Committee Terms of Reference by changing the number of representatives from seven members to nine consisting of two members from City Council and seven members from the community at large.Furthermore, that the mandate of the Yorkton Housing Committee is reviewed in October to determine its role as an advisory committee to City Council on housing.

City Manager – Deer Park Cart Policy

A report dated April 18, 2013, from the City Manager regarding Deer Park Cart Policy, was circulated for the consideration of Council.  David Putz was present in Council Chambers to speak to this report.

Fisher-WilsonNo new carts means that only existing owners who stored a cart at the course in 2012 can replace their existing cart with a new one in 2013 at the City’s discretion. If they leave they have the option to take their cart or negotiate the trade in value on a new fleet cart; at which point the City will pay them the trade in value. The City will then have the option of placing the existing cart in the fleet or completing the trade in and placing the new cart in the fleet.  Someone who stored a cart in 2012 can transfer the cart storage to their spouse at anytime.

Furthermore, if two people, who had joint ownership of a cart and stored it in 2012, decide the partnership no longer works, they must decide which one will have the right to store a cart going forward.  If a long term member did not have a membership at the course and did not store their cart at the course in 2012; and was unable to golf due to a serious medical condition, may ask Council to have their golf cart storage privileges reinstated in 2013.
