Minutes of a Regular Council Meeting held on Monday, May 13, 2013 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Maloney, Councillors Arnelien, Fisher, Goulden, Pearen, Wyatt and Wilson

Staff Members Present: Bonnie Schenher, Brant Hryhorczuk, Chris Wentzell, David Putz, Dean Clark, Gord Shaw, Josh Mickleborough, Lonnie Kaal, Michael Buchholzer, Michael Eger, and Trent Mandzuk

A quorum being present Mayor Maloney in the chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Wyatt encouraged everyone in Yorkton to head out to the ball diamonds this year to support the Yorkton Cardinals and the Western Major Baseball League or to just go out and watch the kids of Yorkton play ball. We have beautiful facilities in Yorkton. It is a very affordable night out, for the family, to attend the ball park. He hopes to see a lot more people out there this summer and hopes for good weather for the ball season this year.

Councilor Pearen announced that the Government of Saskatchewan announced that they are investing in Saskatchewan airports, with the Community Airport Partnership Program, providing $150,000.00. This money will be used for repairs on the taxiways, runways, expansion and drainage. The City of Yorkton will be matching these dollars, so $300,000.00 will be invested in our airport. Thanks to the Province of Saskatchewan.

Mayor Maloney informed all about the press conference that was held at City Hall today unveiling the latest Yorkton team, the Yorkton Yorkers Cricket Team. There are 14 avid players on the team and they will be competing in the Regina Cricket League. Congratulation to them and the formation of their team.

Mayor Maloney acknowledged Bicycle Safety Week kicking off event tomorrow at MC Knoll and St. Michaels school gymnasium. There will be 70 elementary students participating at this event with bike rodeos being held at schools in the city. There will be a bicycle rodeo, bicycle safety presentation and a colouring contest that is city wide. Two winners, one girl and one boy, will receive a bike from Canadian Tire. Thanks to all associated with that. Our Fire Department and City RCMP will be assisting with this project.

Director of Planning and Engineering – Tender Results for York Colony Phase II Construction

A report dated May 6, 2013, from the Director of Planning and Engineering regarding Tender Results for York Colony Phase II Construction was circulated for the consideration of Council. Gord Shaw was present in Council Chambers to speak to this report.

The contract for the construction of York Colony Phase II is awarded to Ungar Construction Co. Ltd. in the amount of $3,691,056.11 (exclusive of GST) and Engineering Services is approved to enter into a contract with this company for this work.
Furthermore, up to $600,000.00 is allocated to this project as a contingency for additional dewatering on Potoski Street. Finally, the total land construction budget, exclusive of shallow utilities, is approved at $4,660,162.00, exclusive of GST.
Councillor Fisher opposed.

Engineering Services is authorized to proceed with the engineering proposal provided by Associated Engineering to provide detailed and conceptual engineering for a sanitary trunk system that ultimately will service new development areas in the northeast, east, and southern portions of the city and provide relief to the existing trunk on Dracup Avenue.
Furthermore, the project budget of $673,000.00 (exclusive of GST) is approved. Engineering Services will report to City Council on the outcome of work on Phase I and II from this proposal prior to proceeding with tendering.
