June 10, 2013



Minutes of a Regular Council Meeting held on Monday, June 10, 2013 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Maloney, Councillors Arnelien, Fisher, Goulden, Pearen, Wilson and Wyatt

Staff Members Present: Bonnie Schenher, Brant Hryhorczuk, Chris Wentzell, David Putz, Dean Clark, Gord Shaw, Greg Litvanyi, Josh Mickleborough, Kelly Kaban, Lonnie Kaal, and Michael Eger

A quorum being present Mayor Maloney in the chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Arnelien attended the Governors Banquet for the MD5 Lions Convention which was held in Yorkton on June 7 – 8, 2013. 350 Lions members from North Dakota, South Dakota, and Saskatchewan attended the conference. Councillor Arnelien thanked them for the good work they do for their communities and acknowledged that they do live by their motto: We Serve. Everyone who attended the conference enjoyed the food, the facilities in Yorkton and the fellowship. Good job to our Lions members in Yorkton.

Mayor Maloney shared condolences on the passing of former Councillor Barry Farrell. Barry served the city as Councillor from 1992 – 1997. He is survived by his two sons Craig and Cameron.

The Canadian Association of Municipal Administrators (CAMA) Long Service Recognition Awards program has recognized Yorkton City Manager, David Putz for his 25 years of municipal service. Congratulations David.

The Mayor also had the opportunity to attend the ribbon cutting ceremony for B3 Xtreme on Myrtle Avenue on June 8, 2013. Congratulations to the owners. They have a great selection of skateboards and skating apparel.

An email dated May 29, 2013 from Janet Sharpe, Parkland Unit Manager, Canadian Cancer Society was circulated for the consideration of Council. The Canadian Cancer Society representative was not in attendance to speak to this request.

Presentation – CAMA – 2013 Willis Award for Innovation

An email dated April 18, 2013 from CAMA Administration was circulated for the consideration of Council. Mr. Glen Davies, CAMA Board Representative for Manitoba, Saskatchewan, and Nunavut, was present in Council Chambers to speak to this award.

A report dated June 3, 2012 from the City Planner regarding Yorkton Cemetery Expansion was circulated for the consideration of Council. Michael Eger was present in Council Chambers to speak to this report.

Furthermore, that the Mayor and City Clerk be authorized to execute the Plan of Proposed Subdivision and issue a Certificate of Approval.

As the representative from the Canadian Cancer Society was not in attendance to speak to this request, Bonnie Schenher, City Clerk requested that Council consider granting the Noise Bylaw Exemption.

Furthermore, Engineering Services is directed to arrange with Michael Yaholnitsky and representatives from the Yorkton Airport Authority a meeting with City Council.
