September 9, 2013





Minutes of a Regular Council Meeting held on Monday, September 9, 2013 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Maloney, Councillors Arnelien, Goulden, Pearen, and Wilson

Absent: Councillors Fisher and Wyatt

Staff Members Present: Brant Hryhorczuk, Chris Wentzell, David Putz, Dean Clark, Josh Mickleborough, Kim Durdin, Lonnie Kaal, and Michael Eger

A quorum being present Mayor Maloney in the chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Randy Goulden passed on her appreciation for the Board and staff at SIGN; they had the opening of their new SIGN Early Learning Center on August 21, 2013. Councillor Fisher and Goulden attended. Councillor Goulden thanked their working committee: Andrew Sedley, Lois Okrainec, Tom Seeley, Candace Zatwarniski, Roslyn Biggs and Donna Coleman-Trembly for the incredible work they did in a short period of time to provide these services to the families in our city.

Councillor Larry Pearen acknowledged the Airport Open House and B17 Sentimental Journey by the Yorkton Airport Authority held on August 24th and 25th, 2013. Over 2000 people toured the inside of the B17. There were 72 seats filled on 9 flights. $500.00 was raised for Habitat for Humanity. There were 18 veterans honored at the Big Band Hanger Dance. Barry Needham, a 93 year old veteran who graduated from the first Yorkton flying class was also in attendance. The Pancake Breakfast on Sunday raised $1000.00 for Big Brothers Big Sisters. It was a great event with public awareness of the value of Yorkton’s Airport. Councillor Pearen thanked some of the major sponsors; Good Spirit Air, Gordon and Brenda Pries (Pries Holdings), Farrell Agencies, SIGA, Home Inn & Suites, and Terry Ortynsky’s Royal Auto Group and all the volunteers. A special thank you to Keith Vaughan, Chairman of the Yorkton Airport Authority.

Mayor Maloney sent recognition to the City’s Parks Department. There have been a lot of calls, emails and thank you notes about the flower beds this year. Many citizens are saying they are the best we have ever had. He sent commendations to the Parks Department for a wonderful job.

There were no petitioners present in Council Chambers to speak for or against Proposed Bylaw No. 20/2013 – A Bylaw in the City of Yorkton in the Province of Saskatchewan to provide for the permanent closure of C.J. Houston Place.

Public Notice – Proposed Bylaw No. 21/2013 – Rezone 119 and 123 Smith Street East

There were no petitioners present in Council Chambers to speak for or against Proposed Bylaw No. 21/2013 – A bylaw of the City of Yorkton in the Province of Saskatchewan to amend Zoning Bylaw No. 14/2003 to change the Zoning of Lots 6 and 7; Block 7; Plan 00Y05677 from C-1 City Centre Commercial to MXURB Mixed Use Residential-Business (119 and 123 Smith Street East). Correspondence was received and provided to Council at the Council Meeting from Richard Yaholnitsky.

Councillor Wilson declared a pecuniary interest and left Council Chambers at 5:10 p.m.

Presentation – SaskTel Wireless Plan

A presentation dated September 9, 2013 received from Doug Grant, Provincial Wireless Manager, SaskTel, was circulated for the consideration of Council. Doug Grant was present in Council Chambers to speak to this report.

1. It is sold as is where is;
2. City Building Inspectors complete an inspection of the proposed building prior to moving the building on site;
3. The building will have to meet the zoning requirements and building codes for its intended use;
4. Mr. Wegner must obtain a development permit and pay all legal costs and costs required to transfer title; and
5. The sale for less than market value will be advertised in accord with the Cities Act.
