October 7, 2013


 

 

Minutes of a Regular Council Meeting held on Monday, October 7, 2013 in Council Chambers City Hall commencing at 5:00 p.m.

Present:   Mayor Maloney, Councillors Arnelien, Fisher, Goulden, and Pearen

Absent:  Councillor Wilson, Wyatt

Staff Members Present:  Bonnie Schenher, Brant Hryhorczuk, Chris Wentzell, Darcy McLeod, David Putz, Dean Clark, Gord Shaw, Lonnie Kaal, and Roy Lanaway 

Recording:  Teresa Miller

A quorum being present Mayor Maloney in the chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Goulden thanked everyone that attended the SUMA Regional Meeting held on Wednesday October 2nd.  She thanked the Mayor and Council and Administration that attended.  There were 57 elected officials and administrators attending the meeting.  SAMA gave a presentation.

Councillor Fisher thanked everyone who participated in and worked on the CTV Hometown Tour event that was in Yorkton last week.  They were here last week and did a live newscast from the Gallagher centre.  A lot of people participated to make it a successful day.  Two hundred people came to the Gallagher Centre, there were a number of schools, cheerleaders, hockey teams and the Parkland College in attendance.  Thanks to all that attended.

November 5th – 11th, 2013

A letter dated September 25, 2013 from Peter Wyatt, Comrade President of The Royal Canadian Legion Branch No. 77, was circulated for the consideration of Council.  Peter Wyatt was present in Council Chambers to speak to this request.

Manager of Building Services – JJ Smith Mill Committee Update

A report dated October 7, 2013 from the Manager of Building Services regarding the JJ Smith Mill Committee Update was circulated for the consideration of Council.  Brant Hryhorczuk was present in Council Chambers to speak to this report.

The JJ Smith Mill Committee is given the opportunity to continue to work towards the restoration of the building. Building Services is to be consulted during each phase of the restoration in order to determine potential Building Permit requirements.

Furthermore, the JJ Smith Mill Committee is instructed to report to City Council at a September 2014 Council meeting to report on their progress.

City Manager – Offer to Purchase Lot 8, Block 28, Plan 99Y04947

A report dated August 30, 2013 from the City Manager regarding an offer to purchase Lot 8, Block 28, Plan 99Y04947 was circulated for the consideration of Council.  David Putz was present in Council Chambers to speak to this report.

Director of Planning and Engineering – Funding Request for Correction of Site Deficiencies – Update [27.10(e)(iii)&(v)]

That we accept Recommendation No. C00067-2013 as contained in the Committee of the Whole Council Meeting Minutes of October 7, 2013 that Engineering Services is authorized to issue payment of $20,644.00 for site deficiencies.  The payment to is to come from the remainder of the holdback monies and the Drainage Fund.

Furthermore, Engineering Services is authorized to prepare an agreement to limit the city from future liability associated with this work.

Director of Community Development, Parks and Recreation – Deer Park Pro Services Contract Review [27.10(e)(i)(iii)(iv)(v)(f)(iv)(v)(vii)]

That we accept Recommendation No. C00069-2013 as contained in the Committee of the Whole Council Meeting Minutes of October 7, 2013 that we recommend Council approve the recommendation from the Deer Park Committee Co-Chairs and enter into negotiations with ABS Golf Management for a Pro Services contract as outlined in the Co-Chairs letter, which also includes Director of Golf responsibilities. 

Furthermore, the terms of the contract will be tied to the terms of the cart lease.  Notice of termination without cause will be equal to one year and notification will be given by November 1st with termination to take effect of Oct 31 of the following year.  This would not preclude making other arrangements based on mutual negotiations.
