Minutes of a Regular Council Meeting held on Monday, November 4, 2013 in Council Chambers City Hall commencing at 5:00 p.m.

Present:  Mayor Maloney, Councillors Arnelien, Fisher, Goulden, Pearen, Wilson and Wyatt

Staff Members Present: Bonnie Schenher, David Putz, Chris Wentzell, Dean Clark, Gord Shaw, Michael Buchholzer, Glenda Holmes, Shannon Bell, Brant Hryhorczuk, Roy Lanaway, Kim Durdin, Kelly Kaban, Josh Mickleborough, Trent Mandzuk and Maureen Currie

A quorum being present Mayor Maloney in the chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Goulden acknowledged the Yorkton Exhibition Association for their 25th Annual Grain Millers Harvest Showdown in Yorkton.  Congratulations and thanks to their Board, staff, partners, sponsors and volunteers.  It is a great event, bringing people to our city to celebrate the agriculture we have in this area.

Councillor Pearen acknowledged that on November 13th the Parkland College, Good Spirit School Division and Christ The Teacher Catholic School Division are having a combined Career Fair from 9:00 a.m. – 4:00 p.m.  It is a good opportunity for parents and students to see what career and business opportunities there are available.

Mayor Maloney acknowledged the Remembrance Day activities coming up.  Tuesday November 5th, there will be a flag raising ceremony at City Hall at 10:30 a.m.  The service on Monday November 11th will be held at the Gallagher Centre and the Mayor encouraged everyone to come out and take in those ceremonies.   It is a great day to pay tribute to those who sacrificed so much for this great Nation of ours.

The Mayor also acknowledged City Clerk, Bonnie Schenher.  Bonnie is leaving after 16 years of working with the City and this is her last council meeting.  She is moving on to Elections Saskatchewan.  On behalf of City Council we want to pass on our very best wishes; you will of course be missed.  We want to wish you all the best in your new career.

HEARING OF PETITIONS, PUBLIC NOTICES AND PRESENTATIONS

Proclamation – Multicultural Council of Saskatchewan – “Saskatchewan Multiculturalism Week” – November 16th – 24th, 2013

A letter dated October 28, 2013 from the Multicultural Council of Saskatchewan was circulated for the consideration of Council.  Darlene Stakiw, Past President, Saskatchewan Multicultural Association, was present in Council Chambers to speak to this request.

Presentation – Kambusters Drag Racing Association – Lease

Council heard a presentation from Kambusters Drag Racing Association regarding their lease that expires in 2014.  Frank Pohozoff, Kambusters President, Wade Stachura, Vice President and Brad Bloodoff, Past President, were present in Council Chambers to speak to this request.

Director of Planning and Engineering – Drainage Improvements for College Site

A report dated October 30, 2013 from the Director of Planning and Engineering regarding Drainage Improvements for the College Site was circulated for the consideration of Council.  Gord Shaw, Director of Planning and Engineering was present in Council Chambers to speak to this report.

That Engineering Services be authorized to enter into a servicing agreement for the design, tender and contract management of this project for storm water work and possible water main and sanitary sewer main improvements between Darlington Street East and York Road East to a maximum upset limit of $360,000.00.

Furthermore, that Engineering Services reports back to City Council after the tender period is completed for the approval to proceed to construction of these works with funding sources identified for the water main and sanitary sewer main replacements.

Director of Finance – Tax Enforcement Proceedings – Lien Registration 2014

A report dated October 28, 2013 from the Director of Finance regarding Tax Enforcement Proceedings - Lien Registration 2014 was circulated for the consideration of Council.  Shannon Bell, City Controller was present in Council Chambers to speak to this report.

That we accept Recommendation No. C00075-2013 as per the Committee of the Whole Council Meeting Minutes of November 4, 2013 that Council approve the 2014 Operating Budget as presented in the attached schedules with net department expenditures of $19,329,400 and further that the 2014 Capital budget requiring funding from taxes of $5,198,180 be approved as presented including federal grants of $886,865 with debt payments of $1,800,045, allocation to reserves of $705,000 and total new capital projects of $6,178,500 (as depicted in the attached spreadsheet with a net cost to the capital budget of $3,580,000).
