REGULAR COUNCIL MEETING MINUTES
December 2, 2013

Minutes of a Regular Council Meeting held on Monday, December 2, 2013 in Council Chambers City Hall commencing at 5:00 p.m.

Present:  Mayor Maloney, Councillors Arnelien, Fisher, Goulden, Pearen, Wilson and Wyatt

Staff Members Present: Brant Hryhorczuk, David Putz, Gord Shaw, Josh Mickleborough, Kim Durdin, Lonnie Kaal, Michael Buchholzer, and Roy Lanaway

A quorum being present Mayor Maloney in the chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Pearen acknowledged the Santa Claus Day Parade held in Yorkton on Saturday, 30 November 2013.  There were lots of lights, a huge crowd and wonderful weather.  Thank you to Penny Sandercock, Kathy Hilworth and all the volunteers who made this a success to kick off the Christmas Season in downtown Yorkton.  Where good things continue to happen.

A letter received November 13, 2013 from The Salvation Army was circulated for the consideration of Council.  Major Linda Mailman was present in Council Chambers to speak to this request.

ADMINISTRATIVE REPORTS

Director of Planning and Engineering – Engineering Services for Extension of Trunk Water Main to Service Lands West of Hwy #9

A report dated November 25, 2013 from the Director of Planning and Engineering regarding engineering services for extension of trunk water main to service lands west of Hwy #9 was circulated for the consideration of Council.  Gord Shaw was present in Council Chambers to speak to this report.

That Administration be authorized to enter into an engineering services agreement with Associated Engineering for the design and tendering of a water trunk main from York Colony to Grain Millers Drive to a maximum upset limit of $233,000.00 exclusive of GST.

Furthermore, Administration is directed to bring the results of the tender process back to City Council to determine the project’s construction budget.Councillor Wyatt opposed.

That Administration be authorized to issue an RFP to design the extension of the trunk water main westward on Grain Millers Drive to connect to the one on Sully Road. Furthermore, Administration is directed to bring the results of the RFP back to City Council for further discussion.

Director of Planning and Engineering – Renaming of the Yorkton Municipal Airport

A report dated November 25, 2013 from the Director of Planning and Engineering regarding renaming of the Yorkton Municipal Airport was circulated for the consideration of Council.  Gord Shaw was present in Council Chambers to speak to this report.
