Minutes of a Regular Council Meeting held on Monday, December 16, 2013 in Council Chambers City Hall commencing at 5:00 p.m.

Present:  Mayor Maloney, Councillors Arnelien, Fisher, Goulden, Pearen, Wilson and Wyatt

Staff Members Present: Brant Hryhorczuk, Brian Stanicki, David Putz, Dean Clark, Gord Shaw, Josh Mickleborough, Kim Durdin, Lisa Washington, Lonnie Kaal, Trent Mandzuk, Rene Richard, and Roy Lanaway

A quorum being present Mayor Maloney in the chair called the meeting to order at 5:00 p.m.

HEARING OF PETITIONS, PUBLIC NOTICES AND PRESENTATIONS

Presentation – Yorkton Local 860 of the Canadian Union of Postal Workers – Proposed Changes by Canada Post Corporation

A letter dated December 12, 2013 from the Yorkton Local 860 of the Canadian Union of Postal Workers regarding proposed changes to postal service by Canada Post Corporation was circulated for the consideration of Council.  Gloria Spilak, President of CUPW Local 860 and Nicole Wentzell, Vice President of CUPW Local 860 were present in Council Chambers to speak to this request.

Proclamation – Community Development, Parks and Recreation  – “In Motion Month” – January 2014

A report dated December 11, 2013 from the Community Development, Parks and Recreation Department regarding “In Motion Month” was circulated for the consideration of Council.  Lisa Washington, Community Development Manager was present in Council Chambers to speak to this request.

That Council authorize Mayor Bob Maloney to proclaim the month of January 2014 as “In Motion Month” in the City of Yorkton, and that free access to the walking track at the Gloria Hayden Community Centre be approved for the month of January 2014.

That we accept Recommendation No. C00080-2013 as contained in the Committee of the Whole Council Meeting Minutes of December 16, 2013, that Council authorize Planning Services to forward the Background Report to representatives of the building and development industry and other stakeholders, post the report on the website and advertise it in the newspaper to inform the general public about it.
Furthermore, Planning Services is directed to bring the Offsite Levy Bylaw to City Council’s first meeting in January 2014 for first reading.
