REGULAR COUNCIL MEETING MINUTES
January 13, 2014

Minutes of a Regular Council Meeting held on Monday, January 13, 2014 in Council Chambers City Hall commencing at 5:00 p.m.

Present:  Mayor Maloney, Councillors Arnelien, Fisher, Goulden, Pearen, and Wyatt.

Absent:  Councillor Wilson

Staff Members Present: Brant Hryhorczuk, David Putz, Dennis Woroschuk, Gord Shaw, Josh Mickleborough, Kim Durdin, Lonnie Kaal, Michael Eger, Roy Lanaway and Trent Mandzuk  

Recording:  Teresa Miller

A quorum being present Mayor Maloney in the chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Wyatt announced that the Grey Cup is coming to the Yorkton Coop Store this Friday, January 17 at 2:30 pm until 4:00 pm with some members of the Saskatchewan Roughriders.   That evening a Charity Basketball Game at the Yorkton Regional High School will be taking place, starting at 7:00 pm.  Should be a fun night and a good way to support the Riders and to show that Yorkton is a piece of Riderville.

Councillor Goulden stated on behalf of the Mayor, Council and Administration, the wish for all the residents of Yorkton celebrating with the Julian calendar; Merry Christmas and Happy New Year.

Bylaw No. 1/2014 – Development Levy Bylaw [First Reading]

That Bylaw No. 1/2014, a Bylaw to establish development charges for lands that are to be developed or redeveloped within the City of Yorkton be given First Reading.

Furthermore, Administration is authorized to begin the Notification Process advising that February 10, 2014, is the Public Hearing date for Bylaw No. 1/2014.

Bylaw No. 2/2014 – Amendment to Municipal Development Plan Bylaw No. 15/2003,  which establishes a Residential Land Use Designation and removes the Phasing Stages for Pt. of NW 6-26-3-W2 [First Reading]

Bylaw No. 3/2014 – Amendment to Zoning Bylaw No. 14/2003, which establishes zoning for Pt. of NW 6-26-3-W2 [First Reading]

Director of Finance – 2014 Land Fund Budget

A report dated December 30, 2013 from the Director of Finance regarding the 2014 Land Fund Budget was circulated for the consideration of Council.  Lonnie Kaal, Director of Finance was present in Council Chambers to speak to this report.
